MANILA, Philippines — Sumentro sa isyu ng Disbursement Acceleration Program (DAP) ang laman ng talumpati ni Pangulong Benigno Aquino III sa pagpupulong kaninang umaga kasama ang mga business group at World Bank official delegation sa Malacañang.
Ayon kay Pangulong Aquino, dahil na rin sa DAP, sa nakalipas na tatlong taon ng kaniyang panunungkulan umabot sa 6.3 percent ang gross domestic product growth ng Pilipinas, mula sa 4.5 percent average growth mula taong 2000 hanggang 2009.
Ngunit dahil sa naging desisyon ng Korte Suprema sa DAP, sinabi ng pangulo na malaki ang magiging epekto nito sa mga proyekto at programa ng pamahalaan.
“They say for the country lift it up to poverty. It is necessary to have a growth rate consistent at 7% or more. We are getting there, unfortunately, the effects of the Supreme Court decision run the risk, putting our countries development in a state of paralysis or worse, reversing the massive progress we have already made. This is not acceptable.”
Sa kabila nito, nilinaw ng pangulo na wala siyang anumang sama ng loob sa Korte Suprema.
“I bear no grudge or ill will against the Supreme Court. That is not why we consistently express our opposition to their ruling or why we have decided to file motion for reconsideration, in pursuing this course of action, we subscribe to the long held belief that public office is the public trust.
Tiniyak naman ni Pangulong Aquino na handa niyang ipasiyasat sa Commission on Audit ang 116 DAP list projects na inilabas ng Department of Budget and Management.
Nagkakahalaga ng mahigit 144 billion pesos ang inilaang pondo para sa iba’t ibang proyekto at programa ng pamahalaan na nasa ilalim ng DAP.
“Only a minimal portion of DAP releases have any issue and reassured commission on audit will ensure if there are was any abuse or misuse of this funds then those responsible will held to account”, pahayag ng pangulo.
Samantala, sa dayalogo ng pangulo sa delegasyon ng World Bank, pinuri ng World Bank president si Pangulong Aquino dahil sa mga programa ng administrasyong Aquino.
“The imperative of an effective governance in ending poverty, President Aquino this issue that you have placed the heart of your political agenda.
