MANILA, Philippines – Metro Manila will be placed under COVID-19 Alert Level 3 starting October 16, Malacañang said Wednesday.

In a statement, Presidential Spokesperson Harry Roque said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID) approved the recommendation to shift the capital region to a lower alert level amid decreasing infection rate.

Roque said this will take effect until Oct. 31.

Malacañang previously said that Metro Manila’s use of ICU beds has gone down to moderate risk for the first time in several months. The region’s two-week growth rate also decreased as well as the attack rate or the percentage of an at-risk population that contacts a disease.

Under Alert Level 3, the public’s movement, including intrazonal and interzonal travel, will be allowed except for reasonable restrictions based on age and co-morbidities as determined by the local government units.

Individual outdoor exercises will also be allowed for all ages regardless of vaccination status or co-morbidities.

More establishments will also be allowed to re-open at a maximum of 30 percent capacity.
