MANILA, Philippines — Various proposals to solve the worsening traffic conditions in Metro Manila have been turning up.
Now that the transition to a new administration looms closer, House Bill 5098 or Proof of Parking Space act, commonly known as “No Garage, No Car policy” is once again popularly endorsed.
Under the bill, no one will be allowed to buy a car if they don’t have a parking space or garage.
This is now being implemented in Japan and India and is seen to decongest traffic in Metro Manila.
The motoring group Automobile Association of the Philippines (AAP) opposes the bill, for fear it may lead to corruption in the government.
AAP Consultant and former LTFRB Chief Bert Suansing said, “Kung ikaw halimbawa bibili ng sasakyan, saan ka kukuha ng certificate, sa city hall? sa barangay? eh di alam na natin kung ano yan – korapsyon yan.”
(When you buy a car, where will you get a certificate? From the city hall? At the barangay? We all know what that means – it’s corruption.)
The law clearly states that it is prohibited to park on sidewalks or in any place not intended for vehicle parking.
The law must be strictly enforced, and the owner will be the one to find legal parking space.
Suansing added, “Practically, sinasabi sa batas na yun na ang kalsada, hindi paradahan.”
(Practically, what the law is saying, roads are not parking area.)
To avoid parking on sidewalks, the local government unit can put a parking space for vehicles in a community.
MMDA says, they are strictly enforcing the no parking policy along Mabuhay lanes.
The Automobile Association of the Philippines said, the law has been in effect for a long time now, but is not strictly implemented due to vested interests of some government officials.
