PNP Command Group will have two vacant posts when Duterte assumes presidency

QUEZON CITY, Philippines — Even before incoming president Rodrigo Duterte formally takes over, two top positions in the Philippine National Police have already been vacated.

These are the Chief for Administration and the Deputy Chief for Operations; which ranks second and third respectively in the PNP organization.

The first one was vacated in March when PDDG Marcelo Garbo retired while the Deputy Chief for Operations will be vacant when PDDG Danilo Constantino retires on June 24.

“July 2 is Saturday. July 1 is Friday which is too close to the inauguration of the incoming president,” Constantino said. “I don’t want to interrupt but we will prepare in the PNP as to the security preparations wherever the inauguration will be held.”

According to PNP PIO Chief PCSupt. Wilben Mayor, despiter the vacant positions in the command group, the function of the PNP as an organization remains unaffected.

“At this time, the remaining officers will take charge of the posts left by the retiring officers. They will be assigned as acting officers in charge while waiting for the replacement,” explained PCSupt. Wilben Mayor.

Mayor added it is expected that the incoming president will immediately appoint a replacement together with the new PNP chief.

Mayor explains that an officer has the right to retire at an earlier time if he wishes to.

Mayor also said that their benefits such as pension will not be affected but only the commutation of accumulated leave (CAL) from which a small portion will be deducted.

Those who are near retirement are given three months on-duty status to settle the needed documents.

Based on Sec. 75 of the Republic Act 6975, those who had spent 20 years in service will receive 50% monthly retirement OAY which will increase by 2.5% each succeeding year.

Those who served for more than 36 years shall receive maximum of 90% monthly retirement pay.

PDDG Constantino and PDG Ricardo Marquez who signified intentions to retire ahead of schedule have rendered 38 years in service more than the 36 years required under the law.
