Despite the Court of Appeals’ decision favoring his appeal to reinstate him to service, former Region 8 Director P/CSupt. Asher Dolina is still holding a grudge over being tagged in the rubber boat scam.
Dolina said, though he was able to receive his seven-month salary and other benefits, it cannot erase the humiliation he suffered nor repair his reputation that was tarnished by the case.
This is why he’s appealing to the Ombudsman to handle cases accurately and properly.
“It is doubly painful. The Ombudsman should be very careful. They should not just accuse anyone because we also have a reputation to protect, we also have a career to preserve. All of them were lost. The Ombudsman just dismissed the case,” Dolina said.
Dolina said, they requested an investigation to find out how the PNP was able to procure the coastal crafts without his approval as Director of the Maritime Group and a member of the Bids and Awards Committee.
They were even pinned in the case.
“We are requesting them to resend us the contract because the defects weren’t corrected by the supplier. We’re the ones who requested an investigation,” said Dolina.
Before the dismissal order was issued against the 20 officers of the PNP, Dolina was the Director of Region 8. Now that he is reinstated, he is not certain where to spend the rest of his active service. He still has one year and four months.
PNP-PIO Chief P/CSupt. Wilben Mayor said they could still work under the Office of the Chief PNP or in the Personnel Holding and Admin Unit .
“That’s not automatic. The order is to rejoin the PNP organization. They were separated from service but as of the designation, that’s not automatic,” Mayor explained.
All 20 officers have been dismissed by the Ombudsman due to the anomalous procurement of 20 rubber boats worth 4.5 million pesos in 2009.
Among them, only four have been ordered by the Court of Appeals to be reinstated namely P/CSupt. Asher Dolina, P/Csupt. Ferdinand Yuzon, S/Supt. Thomas Abellar and S/Supt. Rico Payonga.
