QUEZON CITY, Philippines – A total of 1,176 police scalawags are included in the watch list of the Philippine National Police (PNP) Counter Intelligence Task Force (CITF.)
They are considered “armed and dangerous,” according to PNP Chief Director General Oscar Albayalde, as they still have with them their service firearms.
“These are armed. Talaga kasing may issue na firearms ang mga ito. These are considered armed and dangerous especially so kung sila ay gumagawa ng illegal na activity. May issue na firearms ang lahat ng ito sa PNP pa,” said Albayalde.

The PNP Chief also noted that it is possible for a repeat of the incident that occurred when PSInsp. Raymond Hortezuela was killed in a CITF operation in Cebu after he resisted arrest by his colleagues. Hortezuela was allegedly the protector of a drug lord known as “Jaguar.”
“We will give them a chance to surrender peacefully kung talagang inaaresto sila (if there’s a warrant for their arrest.),” the PNP Chief said.
Meanwhile, CITF Chief PSSupt. Romeo Caramat assured that they observe police operational procedures during operations. However, they also need protect themselves if in case the subject resists arrest and open fires.
“We strictly observe police operational procedures but kapag manlaban ang suspek natin (if the suspect resists arrest), we cannot do otherwise but to defend ourselves,” Caramat concluded. – Lea Ylagan / Marje Pelayo
