NCRPO Chief Eleazar relieves three MPD officers over extortion

MANILA, Philippines – Three police officers from Ermita Police Station were immediately relieved from their posts following their arrest over an extortion activity on Wednesday night (June 27).

National Capital Region Police Office (NCRPO) Director PCSupt. Guillermo Eleazar was furious while accosting the three cops identified as PO1 Radam Reyes Manglicmot, PO1 Edmar Dalusong Cayanan, and PO1 Jeff-Pee Macapagal Calaguas who were assigned at the Manila Police District Anti-Crime Unit Station 5.

“Ito ang trabaho natin. Paulit-ulit na sinasabi sa inyo! Paulit-ulit nang sinasabi! Itong ginagawa sa inyo? Lagi kayong pinapaalalahanan. PO1 lahat? Kung kailan tumaas ang sweldo,” the enraged NCRPO Chief exclaimed.

The station’s commander PSupt. Emerey Abating was also relieved.

Based on initial investigation, the three cops posed as agents of the Philippine Drug Enforcement Agency (PDEA) as they arrested 4 women and 5 men over illegal drug use along UN Avenue in Manila. The victims were temporarily detained while the suspects negotiated with them to pay P300,000 in exchange for their release. The victims ended up giving P50,000.

“Kinausap ko iyong asawa ko. Sinabi ng asawa ko, ‘Saan ka?’ Sabi ko, ‘Bawal kasing sabihin.’ Habang sinasabi ko iyon, binubulungan ako ng pulis. Sabi niya, ‘Itong sabihin mo. Ang sabihin mo sa kaniya, kumpletuhin mo na iyong pera, tatawag tayo ulit.’ Iyan ang sabi niya. Sabi ko, ‘Tinatanung niya kung saan ako.’ ‘Ang sabihin mo, nasa PDEA ka. At saka huwag kang maingay,’ ” narrated one of the victims who requested anonymity.

Her husband alerted members of PDEA and MPD to confirm and help address the situation.

“Lumapit po ako sa PDEA para mai-confirm. Pero sabi ng PDEA, wala daw silang record,” said the victim’s husband.

Authorities immediately launched an operation and as the husband of the victim handed the agreed amount, the operatives entered the scene and arrested the suspects.

Eleazar said the suspects will be subjected to pre-charged investigation.

“Possible administrative case against those who were arrested including the station commander but definitely criminal case for robber extortion will be filed,” said Eleazar.

The NCRPO Chief said other cops involved in the illegal arrest of the victims will also be investigated. – Asher Cadapan Jr. / Marje Pelayo
