Crime rate in the Philippines may have gone down by 20 percent in two years that President Rodrigo Duterte has been in office, but his hometown Davao City recorded the highest number of rape cases in the second quarter of 2018.

Based on the records of PNP Directorate for Investigation and Detective Management (DIDM), Davao tops the list with 42 cases.

A close second is Quezon City with 41 cases followed by Manila with 32, Cagayan de Oro, 24 and Zamboanga with 21 cases.

PNP spokesperson PSSupt. Benigno Durana suggested that LGUs should look into possible causes for the high incidence of rape in their respective areas and to note where the crime occurred.

He added that the number of rape cases committed outside the home has actually gone down.

“You cannot police the dwellings… usually, rape cases are being committed by people who are actually known to the victim,” Durana said.

In such cases, police intervention is not the solution. What may help, he said, are gender sensitivity and family values that promote respect for women. —  Lea Ylagan | UNTV News & Rescue
