The Commission on Human Rights (CHR) agrees that “ninja cops” or scalawag policemen should be removed from service, but not through a bounty system.
“Their removal from service must not be by death which promotes vigilantism and perpetuates the cycle of violence; worse, the breakdown of the rule of law,” CHR spokesperson Atty. Jacqueline de Guia said in a statement, Sunday.
President Rodrigo Duterte on Friday said he will give a P5 million bounty for every ninja cop killed.
So-called “ninja cops” are policemen who recycle shabu seized during anti-drug operations.
Duterte made the offer after expressing dismay and frustration over policemen who continue to engage in illegal activities despite repeated warnings.
He gave ninja cops 48 hours to surrender; otherwise they will be hunted down by their peers dead or alive.
“Kasi pag hindi kayo nag-surrender, dadagdagan ko yan one million per month hanggang ang asawa mo maghanap ng boyfriend (If you do not surrender, I will add P1-million per month until your wife would have to look for a new boyfriend),” Duterte said.
The Commission argued that lives of ninja cops are “priceless” too and should not be equated to any amount “however low or exorbitant it may be.”
De Guia added that erring cops should be afforded due process in recognition of their constitutional rights.
She clarified that giving cops their day in court doesn’t mean tolerance of their wrong doings but adherence to “time honored principles of respect for human rights and the rule of law.”
