The PNP Highway Patrol Group (HPG) has arrested anew the mastermind in the rent-sangla and rent-tangay scams.
Authorities captured Rafaela Anunciacion in San Pedro Laguna based on an arrest warrant for estafa and swindling issued by RTC Branch 284 Presiding Judge Arthur Melicor in San Pedro Laguna last August 25.
HPG director PCSupt. Roberto Fajardo said Anunciacion is the mastermind of the ‘sangla’ and ‘rent-tangay’ schemes that operate in Metro Manila, Southern Tagalog and Central Luzon.
He said the group has turned to renting or pawning as a guise for carnapping.
“Hindi na nila kinakarnap eh. Kumbaga usap na lang tayo, rentahan natin yung sasakyan eto yung amount babayaran kunyari and after a while itatakbo na yung sasakyan. There is consent between nagpapasangla at nagsasangla kaya lumalabas na estafa lang,” Fajardo explained.
(They don’t downright steal the cars anymore. They will pretend to rent the car first then run away with it after paying the rental fees. There is consent between the owner and renter so the case ends up as estafa.)
Anunciacion was arrested last year but was able to post a P40,000 bail.
Fajardo lamented that some victims tend to drop the case once their stolen vehicles are recovered.
“Kaya (that’s why) we are having a hard time consolidating the cases,” he said.
Fajardo calls on the victims to collectively file a syndicated estafa against Anunciacion to prevent her from posting bail and slipping away again.
“Come up as a team, we will file syndicated estafa para mas matibay (to strengthen the charges).’
On the other hand, Anunciacion said she is ready to face the charges against her.
“Kakausapin ko kayo pag right time. Ako magsasalita pero not this time….Andito ako para harapin ko lahat ang allegations sa akin,” she said.

HPG reminds people who run a rental car business to provide drivers or install a GPS in the units so that they can monitor the vehicles against theft.
Since 2017, the PNP-HPG has recovered 608 vehicles stolen under the rent-sangla and rent-tangay schemes.
They have released 514 of these units to its owners and have impounded the remaining 94 that are still left unclaimed. — Lea Ylagan
