Two Rizal police officers relieved from post over death of Richard Red Santillan

LAGUNA, Philippines – Two police officers from the Rizal Provincial Police Office were relieved from post Wednesday (December 12) in connection with the death of Richard Red Santillan, the aide of election fraud accuser, Atty. Glen Chong, on Monday (December 10).

Police Region 4A Director PCSupt. Edward Carranza ordered the relief of Rizal Provincial Director PSSupt. Lou Evangelista and Cainta Chief of Police PSupt. Pablito Naganag “to ensure impartiality and preclude any suspicion of undue influence by the two police officials in the ongoing administrative investigation being conducted by the Rizal Provincial Internal Affairs Service (PIAS).”

According to a statement released on Thursday (December 13), the two relieved officers “will be temporarily assigned with the Regional Personnel Holding and Accounting Unit (RPHAU).”

Based on initial investigation, 18 police personnel including two from the Rizal Provincial Highway Patrol Team, seven from Cainta Municipal Police Station and nine from the Regional Special Operations Unit of the Regional Intelligence Division of the CALABARZON Regional Police were identified as having participated in the police operation in Barangay San Andres, Cainta, Rizal that resulted in the death of Santillan.

The cops involved, according to the Rizal Police, are currently restricted to quarters to ensure their availability for questioning in the ongoing investigation of the Rizal PIAS in order to determine possible lapses and violations of police operational procedures in the said police operation.

“Certainly, we will not tolerate our men if there were findings of inaccuracies during the police operation,” Carranza said.

Meanwhile, replacing the two officers relieved were Rizal Deputy Provincial Director for Administration PSUPT Dennis De Leon Macalintal as the Officer-In-Charge of Rizal Police Provincial Office.

PSUPT Gauvin Mel Yamashita Unos, meanwhile, is assigned as the Officer-In-Charge of Cainta Municipal Police Station. – Marje Pelayo (with reports from Jennica Cruz / PIO- PRO4A)
