QUEZON CITY, Philippines – The Department of Social Welfare and Development (DSWD) will use the agency’s existing programs to remind parents to constantly teach their children good values, proper social skills and respect to others so as not to become a bully.
This is in connection with the recent bullying controversy involving a junior high school student from the Ateneo de Manila University.
According to Secretary Rolando Bautista, they are planning to create a module on bullying which they intend to teach parent-beneficiaries of the agency’s programs such as the Sustainable Development Livelihood Program, Social Pension and Pantawid Pamilyang Pilipino Program (4Ps).
Through the said programs, the DSWD is able to constantly interact with parents.
“Ang discipline kasi ng bata nakikita sa pamilya. Kaya dapat na-i-enhance natin o ang pagtuunan ng pansin ng DSWD ay ma-strengthen ang family ties at mapag-usapan itong ill effect ng bullying,” Bautista explained.
Meanwhile, Rep. Rayl Hernandez of Kabayan Party List suggests that the DSWD to exercise its oversight power on the incident since there was physical violence involved.
“In case our laws on juvenile justice and child welfare is found applicable, then he should also be subjected to it. In which case, the relevant agencies, particularly the DSWD, should step in and exercise oversight over the case,” Hernandez said.
Bautista, in response, said they are willing to step in should their participation on the investigation is required.
“Kapag na-tap ang DSWD, then why not,” the DSWD Secretary concluded. – Marje Pelayo (with reports from Grace Casin)
