
MANILA, Philippines – The National Police Commission (NAPOLCOM) on Tuesday (January 8) revoked the deputation and police power of Daraga, Albay Mayor Carlwyn Baldo after he was implicated in the killing of Ako Bicol Party list Rep. Rodel Batocabe and his police aide SPO1 Orlando Diaz.
“The NAPOLCOM en banc headed by Department of the Interior and Local Government (DILG) Secretary and Napolcom Chairman Eduardo M. Año issued Resolution No. 2019-014, dated January 7, 2019, which approved the withdrawal of the deputation of Mayor Baldo,” the Napolcom said in a statement.
According to NAPOLCOM vice-chairman and executive officer Atty. Rogelio Casurao, Baldo violated three of the four protocols along with the said police power.
These include abuse of authority, supporting a criminal, and participation in activities that will jeopardize national security and peace and order.
“Mayor Baldo committed abuse of authority for the employment of confidential staff under fictitious names which is a blatant disregard of existing rules and regulations,” Casurao said.
“His act of utilizing a private armed group in contract killing as a gun for hire syndicate is clearly an act of providing material support to criminal elements, with the same likewise constituting engagement in an act which negates the effectiveness of the peace and order campaign,” he added.
Meanwhile, the Batocabe family continued to distribute gift items to the residents of Daraga as initiated by Congressman Batocabe before it was cut short by his brutal death.
According to Jose Espinas, Batocabe’s supposed running mate in the election, such advocacy of the slain lawmaker will continue in his memory.
“Legacy niya ito, ni Cong. Rodel. Legacy niya na mapasaya iyong mga taga Daraga lalong lalo na iyong mga senior citizen at iyong may mga kapansanan,” Espinas said.
Espinas said, the Batocabe family has chosen a substitute candidate for Cong. Batocabe however, they chose not to reveal who the person is at this time. – Marje Pelayo (with reports from Mai Bermudez)
