(Reuters) – The death toll from the Ebola outbreak in West Africa’s three hardest-hit countries, Guinea, Liberia and Sierra Leone, has risen to 5,147 out of 14,068 cases at the end of Nov. 9, the World Health Organization (WHO) said on Wednesday.

A further 13 deaths and 30 cases have been recorded in five other countries – Nigeria, Senegal, Mali, Spain and the United States, the U.N. agency said.

“There is some evidence that case incidence is no longer increasing nationally in Guinea and Liberia, but steep increases persist in Sierra Leone,” the WHO said in a statement. “Cases and deaths continue to be under-reported in this outbreak.”

Some 421 new infections were reported in Sierra Leone in the week to Nov. 9, especially in the west and north, it said.

Ebola is still spreading intensely in Sierra Leone’s capital of Freetown, with Koinadugu and Kambia northern regions now “emerging areas of concern”, it added.

The virus is spreading rapidly in Macenta in Guinea’s southwest near the Liberian border and to a lesser extent in Siguiri bordering Mali, it said, calling for a high level of vigilance due to the district’s proximity to its neighbor.

There have been a total of four confirmed and probable cases in Mali and four deaths, the WHO said. A two-year-old girl who died of Ebola last month in Mali was among the fatalities, but her infection was not linked to the latest cases, it added.

More than 90 people were quarantined across the Mali capital of Bamako on Wednesday after a 25-year-old nurse died of Ebola after treating a Guinea man who died after showing Ebola-like symptoms.

In Liberia, which reported 97 new cases in the week to Nov. 8, the Montserrado district which includes the capital Monrovia accounted for nearly half, the WHO said. However, cases continue to decline in Lofa county.

Only 19 of 53 Ebola treatment centers planned in Guinea, Liberia and Sierra Leone are in operation, the WHO said.

An estimated 370 trained teams are needed to conduct safe burials in the three countries with widespread and intense spread of Ebola, but only 140 teams are on the ground, it said.

(Reuters) – Google Inc’s YouTube is rolling out the long-awaited paid monthly subscription service called YouTube Music Key.

The subscription for the ad-free service will start at $7.99 per month and will allow users to watch videos offline and listen to music while other apps are working.

YouTube Music Key will be first available through an invite to its “biggest music fans”, who can try out the beta version for six months at no charge, YouTube said in its blog.

The fee will also include a subscription to Google Play Music.

MANILA, Philippines – Mahigit isang libong consumer ng MERALCO ang gumagamit na ng “kuryente load” o prepaid electricity sa kanilang mga bahay.

Ito ay isang sistema kung saan maaaring mabili ng tingi ang kuryente sa partikular na halaga gamit ang kuryente load.

Maaaring magpaload sa MERALCO Bayad Centers o di kaya ay sa mga load retailer sa halagang P100, P200, P300, P500 at P1000. Walang expiration ang load kaya maaari itong magamit kahit gaano katagal, kailangan lamang mag maintain ng balance sa load.

Sinabi ni Mara Leviste Chan, Project Manager ng MERALCO Kuryente Load, pareho lamang ang halaga ng prepaid na kuryente at postpaid.

Ang kaibahan lang, sa pamamagitan ng prepaid electricity ay madaling ma-monitor ang pagkonsumo at gastos sa kuryente.

“Kung gusto nyo makatipid at mamonitor at makontrol ang pagkonsumo nyo ng kuryente, subukan nyo pong mag-apply ng Kuryente Load mababa lang lang po denomination nito,” ani Chan.

Araw-araw ay magpapadala ng libreng text message ang MERALCO upang malaman kung magkano na lamang ang iyong balance.

Magpapadala rin ng confirmation at reminder ang MERALCO sa pamamagitan ng SMS kapag nagpa-load o kung mauubos na ang load.

Sa mga nais magapply, walang kailangang bayaran na service deposit, libre ang installation fee, at kung maputulan ng kuryente ay wala ring reconnection fee.

Ayon sa MERALCO, ito ay prepaid kaya wala ka nang matatanggap na monthly electric bills.

Positibo naman ang reaksyon ng mga consumer ng MERALCO sa Kuryente Load.

“With Kuryente Load, bumaba yung konsumo namin the fact na meron kami monitoring everyday, from P3,000, P1,100 to P1,300 natitipid namin,” pahayag ni Archie Reyes, isa sa mga gumagamit ng Kuryente Load.

Sa ngayon ay nagagamit na ang prepaid electricity sa ilang barangay sa Rizal at Metro Manila at masusundan pa ito sa mga susunod na buwan.

Tiniyak naman ng MERALCO na secure ang sistema at hindi magkakaroon ng nakawan ng load.

MANILA, Philippines – Bago dumiretso sa Malakanyang ay magtutungo muna ng senado at kongreso ang 71 coconut farmers na nagmartsa sa oras na makarating ng Metro Manila.

Nais ng Kilusan para sa Ugnayan ng mga Samahang Magniniyog (KILUS Magniniyog) na makaharap ang mga mambabatas na sumusuporta sa inihaing initiative bill ng coco farmers upang magamit na ang P71 billion na Coco Levy Fund.

Matapos ang pakikipag-ugnayan sa mga kongresista at senador ay saka magtutungo ng Palasyo ang grupo.

Dito tatangkain nilang makaharap ang presidente at hindi ang mga miyembro lang ng kaniyang gabinete.

“Mas makukumpleto lamang ang aming kasiyahan kung mismong pangulo ng Pilipinas ang makaharap namin para sa isyu ng Coco Levy,” pahayag ni Ed Mora, Lead Convenor ng KILUS Magniniyog.

MANILA, Philippines – Inihayag ng Malacañang na hindi na dapat mahalungkat pa ang usapin sa Disbursement Acceleration Program o DAP sa isinasagawang imbestigasyon ng senado kaugnay ng umano’y overpriced na Iloilo Convention Center (ICC).

Ito ay kahit na inilaan ni Senate President Franklin Drilon ang kanyang P100-million DAP funds sa pagtatayo ng naturang proyekto.

Ayon kay Presidential Spokesman Edwin Lacierda, wala silang nakikitang problema sa naging proseso ng pagtatayo ng ICC.

“Your beating a dead horse that’s issue long been settled, ang question sino ba nagnakaw e maayos ang proseso, the bidding is accordance to the rules so ano pa ang problema ng mga tao dyan, ano pa ang problema ni Mr. Mejorada kundi ang kaniyang conflict with Senator Drilon.”

Hindi rin nababahala ang Malacañang sa posibilidad na masira ang transparency policy ng administrasyong Aquino dahil sa pagkasangkot ng ilang miyembro ng gabinete sa naturang isyu.

MANILA, Philippines – Nasa sampung milyon ang bilang ng mga matatanda o senior citizen sa bansa ngayon.

Ilan sa mga ito ay nasa pangangalaga ng kanilang mga kaanak, o di kaya ay nasa mga nursing home, habang mayroon namang basta na lamang pinabayaan ng kanilang pamilya.

At dahil walang sapat na pasilidad ang bansa upang tugunan ang kanilang mga pangangailangan, maraming panukalang batas ang inihain sa kongreso para sa ikagiginhawa ng buhay ng ating mga lolo at lola.

Gaya na lamang ng paglalagay at pagtatayo ng isang center o ampunan para sa mga matatanda kung saan libre rin ang mga gamot at pagpapagamot sa lahat ng mga ospital.

Papatawan din ng mabigat na parusa ang sinomang aabuso sa karapatan ng matatanda.

Subalit ang lahat ng mga ito ay hindi naipoproseso dahil ang sana’y kinatawan ng mga matatanda sa kongreso ay hindi pa rin naipoproklama ng Commission on Elections.

“Araw-araw may nagtitext sa akin, congressman wala kame pambili ng maintenance sa high blood kung anu-anu pa, wala tayo magawa napapaiyak na lang ako eh dahil alam nyo naman ang senior citizen lahat may sakit eh lahat may maintenance,” saad ni Senior Citizens Party-list Representative Godofredo Arquiza.

Ang Senior Citizens Partylist ay una nang dinisqualify ng COMELEC tatlong araw bago ang eleksyon, subalit umapela sa Korte Suprema at sinang-ayunan na dapat maiproklama, ngunit hanggang ngayon ay hindi pa ito naipoproklama ng COMELEC.

Gayunman pinahintulutan pa rin ng liderato ng kamara na manatili ang opisina nito sa kongreso.

Giit ni Arquiza, “Ibigay nila ang dahilan hanggang ngayon bakit hindi nila pino-proclaim ang Senior Citizen.”

(Reuters) - President Barack Obama plans to announce an overhaul of U.S. immigration policy through executive action that would shield up to 5 million undocumented immigrants from deportation, the New York Times reported on Thursday.

Such a move will set up a showdown with Republicans, who have blocked Democrats’ efforts in Congress to reform immigration laws and warned the president not to take unilateral action on immigration.

The Times, citing unidentified administration officials with direct knowledge of the plan, said Obama’s proposed overhaul may be announced as soon as next week. Officials said it would allow many parents of children who are U.S. citizens or legal residents to obtain work documents and stay in the United States.

The Times said Obama’s plan will provide more opportunities for immigrants with high-tech skills and add security resources to the border with Mexico. Undocumented immigrants with family ties in the United States and no criminal record also would be considered lower priority for deportation than those with criminal records or who are considered security risks.

Republicans, who won control of Congress in Nov. 4 elections, have warned Obama not to take unilateral action on immigration.

Obama told congressional leaders last Friday he was committed to using executive powers to ease some restrictions on undocumented immigrants since Republicans in the House of Representatives had refused to advance immigration legislation.

Mitch McConnell, who will be Senate majority leader starting in January, said if Obama took unilateral action on immigration, it would be like “waving a red flag in front of a bull.”

When the new Congress convenes in January, Republicans will have majorities in both chambers.

(Reuters) - Islamic State leader Abu Bakr al-Baghdadi called for attacks against the rulers of Saudi Arabia in a speech purported to be in his name on Thursday, saying his self-declared caliphate was expanding there and in four other Arab countries.

Baghdadi also said a U.S.-led military campaign against his group in Syria and Iraq was failing and he called for “volcanoes of jihad” the world over.

Reuters could not independently confirm the authenticity of the speech – an audio recording carried on Islamic State-run social media. The voice sounded similar to a previous speech delivered by Baghdadi in July in a mosque in the Iraqi city of Mosul, the last time he spoke in public.

The speech followed contradictory accounts out of Iraq after U.S. air strikes last Friday about whether he was wounded in a raid. U.S. officials said on Tuesday they could not confirm whether Baghdadi was hit in a strike near Falluja in Iraq.

In Washington on Thursday, State Department spokeswoman Jen Psaki said she could not confirm the recording’s authenticity and said Washington and others were likely to increase efforts to counter the group’s claims to represent Islam.

“Clearly the brutality, the rhetoric, the efforts to incite, by any leaders of ISIL … is not a new phenomenon. It certainly is a reminder to everyone in the region and around the world of what their intentions are,” Psaki told reporters.

Baghdadi urged supporters in Saudi Arabia, the world’s top oil exporter, to take the fight to the rulers of the kingdom, which has joined the U.S.-led coalition in mounting air strikes against the Islamic State group in Syria.

“O sons of al-Haramayn…the serpent’s head and the stronghold of the disease are there…draw your swords and divorce life, because there should be no security for the Saloul,” Baghdadi said, using a derogatory term to refer to the leadership of Saudi Arabia.

Haramayn is a reference to the two holiest places in Islam, both of them in Saudi Arabia.

Since Islamic State began an offensive in Iraq in June, Saudi Arabia has sent thousands of troops to the border area.

The speech was not dated but carried a reference to a Nov. 7 U.S. announcement that President Barack Obama had approved sending up to 1,500 more U.S. troops to Iraq. Obama has said the United States aims to degrade and eventually destroy Islamic State.

Islamic State has seized swathes of Syria and Iraq and in June declared a caliphate over territory it controls. Baghdadi said he had accepted oaths of allegiance from supporters in Libya, Egypt, Yemen, Saudi Arabia and Algeria.

“We announce to you the expansion of the Islamic State to new countries, to the countries of the Haramayn, Yemen, Egypt, Libya, Algeria,” Baghdadi said. The speech was transcribed in Arabic and translated into English.

Although supporters have pledged allegiance to Islamic State in countries including Lebanon, Pakistan and Afghanistan, Baghdadi singled out only those five states, picking countries where sympathisers have a strong base and could mount attacks.

He added, however: “Oh soldiers of the Islamic State…erupt volcanoes of jihad everywhere. Light the earth with fire against all dictators.”

Referring to U.S.-led military action against his group, Baghdadi said: “Despite this Crusade campaign being the most fierce and severe of all, it is the greatest failure.”

“We see America and its allies stumbling in fear, weakness, impotence and failure.”

Referring to Yemen, where Shi’ite Houthis captured the capital Sanaa in September, forcing the government to resign, he said: “Oh soldiers of Yemen…be harsh against the Houthis, they are infidels and apostates. Fight them and win against them.”

Baghdadi also congratulated supporters in Egypt’s Sinai for starting jihad against what he called the “dictators of Egypt”. He also urged supporters in Libya, Algeria and Morocco to prevent secular groups from ruling.

After Baghdadi’s speech, Egyptian militant group Ansar Bayt al-Maqdis, which swore allegiance to Islamic state this week, changed its name to Sinai Province on the Twitter feed claiming to represent it.

“Yun pa rin ang sitwasyon ngayon, congested pa rin tayo sa dami ng barko,” saad nito.

Pangunahing problema pa rin ng mga trucker ang mga empty container na nakakadagdag sa dami ng mga nakaimbak na container sa daungan.

MANILA, Philippines – Nag-alok ng Friendship Treaty ang China sa mga miyembro ng ASEAN (Association of Southeast Asian Nations) hinggil sa isyu ng territorial dispute sa mga isla sa South China Sea.

Handa ring magbigay ng loan ang China na nagkakahalaga ng $20 billion para sa mga infrastructure kabilang na ang mga road projects sa mga bansa sa Southeast Asia.

Ayon kay Chinese Prime Minister Li Keqiang, handang makipagkasundo ang kanyang bansa para sa pagbuo ng code of conduct sa South China Sea sa pamamagitan ng unanimous agreement.

Gayunman, iginiit pa rin ng China na dapat resolbahin ang maritime disputes sa pamamagitan ng bilateral talks at hindi sa pamamagitan ng arbitration.

Samantala, malamig naman umano ang naging reaksyon ng Pilipinas sa alok na ito ng China. (UNTV News)

Ang pagdating nga mga UN Filipino Peacemakers (UNTV News)

MANILA, Philippines – Nanawagan ang pamunuan ng Armed Forces of the Philippines (AFP) sa publiko na huwag mangamba kasunod ng kumpirmasyon ng Department of Health (DOH) na isa 133 Filipino peacekeepers ay nagkaroon ng lagnat.

Ayon kay AFP PAO Chief, Lt. Col. Harold Cabunoc, hindi dapat matakot at mag-panic ang publiko maging ang mga kaanak ng peacekeepers dahil kinakailangan pang kumpirmahin ang dahilan ng lagnat nito lalo pa’t may history na nagkaroon ng malaria ang peacekeeper.

“Wag po tayong magpadala sa mga rumors, inaasikaso ng ating health department ang lahat ng kinakailangan ng ating peacekeepers.”

“Ano klaseng lagnat, kasi ang lagnat sintomas lamang ito ng samu’t saring sakit, halimbawa nagutuman o nainitan o halimbawa sa change of weather,” saad pa ni Cabunoc.

Nakahanda namang sumunod ang AFP sa DOH kaugnay sa mga gagawing hakbang kung kailangan bang i-isolate ang nasabing peacekeeper, o dapat ba itong ilipat sa Research Institute for Tropical Medicines (RITM).

Ang Joint Task Force Liberia na may sariling support personnel ang itinalaga ng AFP na mag-asikaso sa mga pangangailangan ng mga peacekeeper at makipag-ugnayan sa DOH.

Ayon pa kay Cabunoc, may pagkakataon ang 133 peacekeepers na makipag-usap sa kanilang mga kamag-anak subalit tinagubilinan ang mga ito na huwag basta-basta magbibigay ng impormasyon partikular sa kanilang kalusugan dahil maituturing itong maselang impormasyon at nangangailangan pa ng pagsusuri at kumpirmasyon.

Binigyang-diin din ng AFP na walang naging direct contact sa Ebola high risk personnel sa Liberia ang mga Pinoy peacekeeper na dumating sa bansa noong Miyerkules.

The BlueGene/L supercomputer is presented to the [media] at the Lawerence Livermore National Laboratory in Livermore, California, October 27, 2005.

The DOE is awarding $325 million to build “Summit” for Oak Ridge National Laboratory in Tennessee and “Sierra” at the Lawrence Livermore National Laboratory in California.

An additional $100 million will go to research into “extreme scale supercomputing” technology as part of a program called FastForward2, the DOE said in a news release.

The supercomputers, made with components from IBM, Nvidia and Mellanox, will run five to seven times faster than the United States’ current fastest computers.

Summit and Sierra will operate at 150 petaflops and 100 petaflops, respectively, compared to the world’s current top super-computer, the Tianhe-2 in China, which performs at 55 petaflops, Nvidia said in a separate news release.

IBM built the first supercomputer to reach 1 petaflop, a precise measure of how fast computers calculate, in 2008, also for the Department of Energy.

Researchers worldwide will be able to apply for time to use the Summit computer. The National Nuclear Security Administration will use Sierra “to ensure the safety, security and effectiveness of the nation’s nuclear deterrent without testing,” Nvidia said.

Santa Clara, California-based Nvidia is best-known for its high-end personal-computer graphics chips favored by gamers. In recent years it has developed more advanced versions of those chips suitable for parallel processing on supercomputers and in data centers.

It has also been working with IBM to develop future chip offerings for high-end enterprise customers.
