QUEZON CITY, Philippines — Pangunahing suspek ng Armed Forces of the Philippines (AFP) ang Bangsamoro Islamic Freedom Fighters (BIFF) o sa naganap na pagsabog sa Tacurong City nitong Martes, alas dos ng hapon.

Pahayag ni AFP Public Affairs Office Chief Col. Noel Detoyato, “Yung language ng terrorist violence, that is how they communicate with us.”

Tatlo ang nasugatan sa pagsabog sa Jose Abad Santos Street, Barangay Poblacion sa Tacurong City, Sultan Kudarat.

Lumabas sa imbestigasyon na inilagay ang improvised bomb sa bumper ng kotseng nakaparada sa isang bakanteng lote.

Ayon sa ulat, ilang oras pa lamang nakakaalis si Camarines Sur 3rd District Congresswoman Leni Robredo sa Tacurong City ng mangyari ang pagsabog.

Samantala, isang explosive device rin ang natagpuan ng mga awtoridad sa Park Yellow Bell, Tacurong City, alas-dos ng hapon.

QUEZON CITY, Philippines — Nadagdagan pa ang halaga ng pinsala ng El Niño phenomenon sa agrikultura sa bansa.

Ayon kay Sec. Proceso Alcala, sa ngayon ay umabot na ito sa P3.6-billion mula ng umiral ang El Niño noong nakaraang taon.

Mas malaki ang pinsala sa palay at mais na pangunahing mga pananim sa bansa.

Karamihan sa mga lugar na naapektuhan ay sa Mindanao lalo na sa Region 12.

Ayon sa kalihim, noong nakaraang taon pa ay na-anticipate na ng pamahalaan ang pag-iral ng El Niño kaya’t napaghandaan na ito.

MANILA, Philippines — Nanawagan si Senator Pro Tempore Ralph Recto kay Pangulong Benigno Aquino III na maglabas na ng executive order upang maitaas ang sahod ng mga government employee.

Ang panawagan ay bunsod ng pagkaantala ng pagpasa sa Bicameral Conference Committee ng Salary Standardization Law 4.

Kung saan ang unang bahagi ng salary increase ng mga empleyedo ng pamahalaan ay dapat naumpisahan na noon pang January 2015.

Ayon kay Recto, dapat umaksyon na ang Pangulo sa isyung ito at magsimula nang magbalangkas ng isang E.O.

Sa pamamagitan anya ng E.O, magpapatupad ang Pangulo ng isang programa na kung saan sa prinsipyo ay may pahintulot na ng Kongreso.

Dagdag ni Recto, may nakalaan namang 57.9 bilyon sa 2016 national budget para sa salary increase ng 1.3 million government workers at isumite na lamang ulit ang panukalang SSL4 sa susunod na Kongreso.

Ito na lamang ang nakikitang paraan ng senador upang hindi na maantala pa ang inaasahang salary increase ng mga government employee.

Ngunit sagot ng Malakanyang, hihintayin muna nila ang magiging pinal na aksyon ng Kongreso sa proposed salary increase bago sila magbigay ng posisyon ukol sa panukalang executive order.

The World Health Organization voiced concern on Wednesday over the reported sexual transmission of the Zika virus in Texas amid worries that such infections could make efforts to combat the virus linked to severe birth defects in Brazil even tougher.

The virus, spreading quickly across the Americas, is usually transmitted by mosquitoes. But health officials in Dallas County reported on Tuesday that the first known case contracted in the United States was a person infected after having sex with somebody who had returned from Venezuela.

The WHO declared a global health emergency on Monday, citing a “strongly suspected” causal relationship between Zika infection in pregnancy and microcephaly, a condition marked by abnormally small head size that can cause permanent brain damage in newborns.

Health ministers from across South America gathered in Uruguay’s capital, Montevideo, to discuss the public health emergency and how the region can coordinate its fight against the outbreak.

There is no treatment or vaccine for Zika.

Sexual transmission could add a new dimension to the threat Zika poses, but WHO spokesman Gregory Hartl stressed that “almost a 100 percent of the cases” are transmitted by the bite of a mosquito.

“This reported case in the U.S. of course raises concerns,” Hartl said at the U.N. agency’s headquarters in Geneva. “This needs to be further investigated to understand the conditions and how often or likely sexual transmission is.”

But he said that for the WHO “the most important thing to do is to control people’s exposure to mosquitoes.”

The WHO estimates as many as 4 million people could become infected in the Americas.

Hartl called the Texas case only the second worldwide linked to sexual transmission, referring to media reports about a case of an American man who returned from Senegal in 2008 and is suspected of having infected his wife. The medical literature also has a case in which the virus was detected in semen.

“If you swap enough bodily fluid, most viruses can probably be sexually transmitted to some extent,” said Ben Neuman, a virologist at Britain’s University of Reading.

Florida Governor Rick Scott declared a public health emergency in four counties with travel-related cases of the Zika virus, and ordered state officials to increase mosquito control efforts in some of the southeastern U.S. state’s most heavily populated locales including Miami and Tampa.

Scott directed state officials to pay special attention to mosquito spraying in residential areas.

In addition, the U.S. Centers for Disease Control and Prevention, which has urged pregnant women to consider delaying travel to locations with ongoing Zika transmissions, added Jamaica and Tonga to its travel alert.

The WHO said the virus has been transmitted in at least 32 countries, from South America to the Western Pacific.

Late on Tuesday, the Brazilian health ministry said the number of newborns with microcephaly it suspects are linked to the virus had increased to 4,074 as of Jan. 30, from 3,718 a week earlier.

Researchers have identified evidence of Zika infection in 17 of these cases, either in the baby or in the mother, but have not confirmed that Zika can cause microcephaly.

WARNING FOR EUROPE

The WHO warned member states in Europe on Wednesday that the risk of the virus spreading into the region increases with the onset of spring and summer.

“Now is the time for countries to prepare themselves to reduce the risk to their populations,” said the WHO’s Europe chief, Zsuzsanna Jakab. “Every European country in which Aedes mosquitoes are present can be at risk for the spread of Zika virus disease.”

The Pan American Health Organization, the WHO’s arm for the Americas, said it needed an estimated $8.5 million to help countries in the region respond to the Zika threat.

Brazilian Health Minister Marcelo Castro said U.S. experts will travel to Brazil next week to start work on the development of a Zika vaccine and come up with a timetable for the effort.

A number of drug developers and universities are attempting to produce a vaccine. Experts have said a vaccine is months or even years away.

Japan’s leading drugmaker Takeda Pharmaceutical Co Ltd (4502.T) said it has created a team to investigate how it might help make a vaccine, a day after France’s Sanofi SA (SASY.PA) said it would launch a Zika vaccine programme.

Pfizer Inc (PFE.N), Johnson and Johnson (JNJ.N) and Merck & Co Inc (MRK.N) said they were evaluating their technologies or existing vaccines for their potential to combat Zika.

Indian biotechnology company Bharat Biotech said it was working on two possible vaccines.

The rising number of cases has stirred concern ahead of the Olympic Games in August in Rio de Janeiro in August when Brazil’s second largest city will host tens of thousands of athletes and tourists from around the world.

(The Sports Xchange) – Stephen Curry scored 25 of his 51 points in the first quarter and sank 11 three-pointers as the Golden State Warriors downed the Washington Wizards 134-121 for their eighth straight win on Wednesday.

Golden State (45-4) obliterated Washington early with Curry providing the firepower, including 36 points in the first half on 13-of-14 shot attempts with eight from beyond the arc.

The Warriors led by 17 points in the first quarter and 74-60 at halftime. After the Wizards closed to 81-79 midway through the third quarter, the reigning NBA Most Valuable Player helped fend off Washington with a pair of three-pointers.

Fellow All-Star guard John Wall played like one, leading the Wizards (21-26) with a season-high 41 points and 10 assists but Washington has now lost two straight and seven-of-nine.

Curry finished 19-of-28 from the field, including 11-of-16 on three-pointers for his fourth career game with at least 50 points. His 51 points tied the Verizon Center record for most individual points, matching Michael Jordan and Gilbert Arenas.

His 11 three-pointers is the most in the NBA this season.

Forward Draymond Green had 12 points, 12 assists and 10 rebounds, setting a Warriors single-season record with his 10th triple-double. Guard Klay Thompson had 24 points.

Wall inspired a fast-break heavy comeback as Washington opened the second half with a 19-7 run but the point guard sat out the final 6:18 of the period after picking up his fourth foul.

Golden State took advantage and entered the fourth quarter leading 103-92.

With Washington still in rally range, Curry nailed his 11th and final three-pointer for a 120-109 lead with 4:22 left. Golden State made 20-of-42 from distance.

Curry made his first six shots, including five three-pointers inside the opening seven minutes before the raucous and sellout crowd.

He finished the opening period with seven three’s as the Warriors led 43-28 after the first quarter.

Washington shot 50.5 percent from the field and played better than in several recent lackluster performances, but could not keep up with the defending league champions.

Guard Bradley Beal had 18 points.

Curry grabbed seven rebounds as Golden State out-rebounded Washington 49-38.

The Warriors won their previous seven games by an average of 21.6 points.

The teams close the season series at Golden State on March 29.

Sinabi pa ni Cacdac na kung mabibigo ang dalawa na magbigay nang kanilang paliwanag ay kakasuhan nila ito ng Sec. 26 o conspiracy ng Republic Act 9165 o Comprehensive Dangerous Drugs Act of 2002.

U.N. halts Syria talks as government closes in on Aleppo

A United Nations envoy halted his attempts to conduct Syrian peace talks on Wednesday after the army, backed by Russian air strikes, advanced against rebel forces north of Aleppo, choking opposition supply lines from Turkey to the city.

Another senior U.N. official said the Russian escalation was the main reason for the suspension of the peace talks, which have made little progress since beginning earlier this week.

Staffan de Mistura announced a three-week pause in the Geneva talks, the first attempt to negotiate an end to Syria’s war in two years, saying they needed immediate help from the rival sides’ international backers, principally the United States and Russia.

“I have indicated from the first day that I won’t talk for the sake of talking,” the envoy, who has described the negotiations as Syria’s last hope, told reporters.

A senior U.N. official told Reuters on condition of anonymity that De Mistura halted the talks after Russia’s military escalation undermined the negotiating process.

“I think the special envoy decided to suspend the talks because the (United Nations) did not want to be associated with the Russian escalation in Syria, which risks undermining the talks completely,” the official said.

“The stepped up air strikes gain the government ground, but also aim at humiliating the opposition on the ground and in Geneva,” he added.

Washington and Moscow’s support for opposite sides in the five-year-old war, which has drawn in regional states, created millions of refugees and enabled the rise of Islamic State, means a local conflict has become an increasingly fraught global standoff.

De Mistura has said a ceasefire is essential but Russia refused to suspend its air strikes. They helped government forces end a three-and-a-half year siege of the Shi’ite towns of Nubul and al-Zahraa on Wednesday, a step towards recapturing all of Aleppo, Syria’s biggest city before the war.

“I don’t see why these air strikes should be stopped,” Russian Foreign Minister Sergei Lavrov said, saying they were targeting al Qaeda-linked rebels.

Opposition delegation co-ordinator Riad Hijab said there would be no ceasefire until a transition without President Bashar al-Assad was in place.

Moscow accuses Washington, which is backing opponents of Assad, of supporting terrorists, while the U.S. State Department said the air strikes around Aleppo focused mainly on Assad’s foes rather than the Islamic State militants Russia says it is trying to defeat.

In a statement on Wednesday, U.S. Secretary of State John Kerry called on the Syrian government and its supporters to halt bombardment of opposition-held areas, especially in Aleppo, and end sieges of civilians in accordance with a U.N. Security Council resolution.

“It is past time for them to meet existing obligations and restore the international community’s confidence in their intentions of supporting a peaceful resolution to the Syrian crisis,” Kerry added.

The United Nations said it had been told hundreds of families had been uprooted following “an unprecedented frequency” of air strikes in the past two days. Three aid workers were among the dead.

Its envoy had formally opened the peace talks on Friday but both sides denied they had ever begun.

Aleppo rebel factions, reeling from the assault, told the opposition delegation late on Tuesday they would bring down the negotiations within three days unless the offensive ended, a source close to the talks said.

De Mistura halted the talks until Feb. 25 at the latest after meeting the opposition.

“I have concluded frankly that after the first week of preparatory talks there is more work to be done, not only by us but by the stakeholders,” de Mistura said.

French Foreign Minister Fabius Laurent Fabius said his government supported De Mistura’s decision and he accused Assad and his allies of “torpedoing” the peace effort.

The opposition’s Hijab said the pause gave the West a chance to put pressure on the Assad government and Russia to end their assault and that he would not return until there was a change on the ground.

NO END TO RUSSIAN STRIKES

Government delegation chief Bashar al-Ja’afari accused the opposition of pulling out of the talks because it was losing the fight.

Developments on the ground were crucial,” he said, accusing de Mistura of providing them with political cover.

“Those who have the responsibility of this failure are the Saudis, Turks and Qataris. They are the real handlers and masters of the Riyadh group.”

Aleppo, 50 km (30 miles) south of the Turkish border, was Syria’s most populous city before the country’s descent into civil war. It has been partitioned into zones of government and insurgent control since 2012.

If the government regains control, it would be a big blow to insurgents’ hopes of toppling Assad after a war that has divided Syria between western areas still governed from Damascus and the rest of the country run by a patchwork of rebels.

The Levant Front rebel group said the breaking of the sieges of the Aleppo villages of Nubul and Zahraa came only after more than 500 raids by Russian airplanes.

One commander said opposition-held areas of the divided city were at risk of being encircled entirely by the government and allied militia, and appealed to foreign states that back the rebels to send more weapons.

Diplomats and opposition members said they were taken by surprise when de Mistura called for immediate efforts to begin ceasefire negotiations despite there being no official talks or goodwill measures from the Syrian government.

The opposition has said it will not negotiate unless the government stops bombarding civilian areas, lifts blockades on besieged towns and releases detainees.

The Syrian Observatory for Human Rights, which monitors the war, said Russian and Syrian warplanes launched dozens of strikes on the rebel towns of Hayan and Hreitan in northern Aleppo on Wednesday.

“Less than 3 km separate the regime from cutting all routes to opposition-held Aleppo,” Observatory director Rami Abdulrahman said. “It did in three days what it failed to do in 3-1/2 years.”

MANILA, Philippines — Inihahanda na ng Department of Budget and Management ang rekomendasyon para sa salary increase ng mga government employee upang malagdaan ni Pres. Benigno Aquino III.

Ayon kay Department of Budget and Management Secretary Florencio Butch Abad, sakaling aprubahan kaagad na ipatutupad nila ang first tranche ng salary adjustment na nakasaad sa proposed Salary Standardization Law 4.

Ayon kay Abad, maaaring maipatupad ang compensation adjustment sa bisa ng Presidential Decree number 985 at 2009 Congress Joint Resolution number 4.

Ito ang nagbibigay kapangyarihan sa Pangulo na i-update ang Compensation and Position Classification System ng gobyerno base sa rekomendasyon ng DBM.

Mahigit isandaang armored personnel carrier ang itinurn-over ng Sandataang Lakas ng bansa sa Mechanized Infantry Division ng Philippine Army sa Camp O’Donnell sa Capas.

Ito ay bilang bahagi ng modernization program ng Armed Forces of the Philippines.

Pinangunahan ang turnover ceremony ni Defense Secretary Voltaire Gazmin at AFP Chief of Staff General Hernando Iribberi.

Ang 114 units ng M113A2 APCs ay ibinigay ng Estados Unidos sa Pilipinas bilang bahagi ng Excess Defense Article program nito o EDA.

Malaking tulong ang mga tangke dahil magagamit ito sa pagpapanatili ng kapayapaan, seguridad at maging sa territorial defense operations ng AFP.

“The number of vehicle we received through EDA is composed 25% of the total inventory that we have,” ani Commander BGen. Edgar Gonzales ng Mechanized Infantry Division ng Philippine Army.

Bukod sa 50-caliber machine gun, maaaring ire-configure o isaayos ang mga tangke at lagyan ng mas malalakas na armas.

Maaari din itong lagyan ng anti-missile at anti-tank cannons, at gawing computerized o kontrolado ng computer ang weapon system ng tangke.

Ide-deploy ang mga armored personnel carrier sa iba’t-ibang bahagi ng bansa lalo na sa mga lugar kung saan malaki ang banta sa seguridad.

“Doon sa mga areas na kailangan, kagaya ng mga areas na magugulo, kagaya ng mga areas na terrain na aplicable yung mga tangke,” ani DND Sec. Gazmin.

Sabi naman ni BGen. Edgar Gonzales, “Mas magagamit ito lalo na sa Mindanao kasi iba ang labanan doon, semi-conventional. Ngayon, with this vehicle, tatlo itong pinaka-importanteng feature nito: mobility, survivability ng mga tao natin at saka lethality, yung weapon system.”

PAMPANGA, Philippines — The honor has been a long time coming for The Members Church of God International (MCGI), according to Dir. Emedita Reyes, Blood Bank Head of Dr. Paulino J. Garcia Memorial Research and Medical Center.

“We couldn’t let it pass, for The Old Path not to get an award because of your nationwide quarterly collection…of the blood program for our blood donors,” Reyes said.

The Members Church of God International (MCGI) was recognized as one of the top 3 active and most supportive non-government organizations (NGO) at the first ever Central Luzon Recognition for Outstanding Blood Program Implementers and Stakeholders which was held in Clark, Pampanga.

The award was given to 2 chapters of the MCGI in Bulacan and Nueva Ecija.

“Una sa lahat, Salamat sa Dios sa oportunidad na ito na kilalanin nila ang effort ng Ang Dating Daan sa ganitong programa ng Department of Health regarding blood donation,” Bro. Ricardo Erese, MCGI representative, said.

The award is in recognition of the outstanding province, agency and NGO that continuously support the programs of the Department of Health.

“Ito lamang ang tanging paraan upang mapasalamatan namin sila doon sa mga effort na ibinigay nila,” Dir. Reyes said.

It also aims to encourage more donors to provide safe and sufficient blood for our deprived compatriots.

“Ang Paulino J. Garcia ay nakatanggap ng largest percentage of repeat blood donors. Ito po ay sa kadahilanan ng Ang Dating Daan….isa po kayo doon sa nagpataas ng porsyento ng repeat blood,” explained Reyes.

Awardees also included the town of San Luis for supporting the advocacy of the DOH that benefits their residents.

San Luis, Pampanga Mayor Venacio Macapagal said, “Kasi malaking bagay iyan dahil kapag may kababayan kami na nangangailangan ng dugo, kaagad mayroon na kaming naka-reserved sa Red Cross.”

(It’s a big help because when our are in need of blood, it is immediately reserved to us by Red Cross.)

According to DOH, the beneficiaries of the donated blood are the indigent patients confined in provincial and district hospitals.

Patients will no longer be obliged to submit any requirements to expedite the process.

China has told North Korea it does not want to see anything happen that could further raise tensions, China’s foreign minister was quoted as saying on Friday, after Pyongyang announced plans to launch a satellite soon.

North Korea has said it has a sovereign right to pursue a space program, although the United States and other governments suspect such rocket launches are actually missile tests and have called for Pyongyang to abandon the launch plans.

The North was believed to be making preparations for a test launch of a long-range rocket, U.S. officials have said, after activity at its test site was observed by satellite. Pyongyang told U.N. agencies on Tuesday it planned to launch a satellite between Feb. 8 and 25.

Tension had already risen in East Asia last month after North Korea’s fourth nuclear test, this time of what it said was a hydrogen bomb.

Chinese Foreign Minister Wang Yi said it was natural that Beijing had sent its special envoy for the nuclear issue, Wu Dawei, to North Korea in what he described as “a serious situation”. He said China needed contacts “with all parties”, mentioning the United States, South Korea and Russia.

“At the same time, we also need to have necessary contacts with the North Korea side, to listen to their opinions,” Wang told Hong Kong’s Phoenix Television in London after Wu had returned from North Korea.

“Of course, an important point is to express China’s clear position to North Korea. We don’t want to see anything happen that could cause further tensions,” he said.

“We hope all sides, including North Korea, can meet each other halfway, and should work hard together to push the North Korean nuclear issue onto the track of a negotiated resolution.”

China is isolated North Korea’s most important diplomatic and economic supporter, but Beijing has been angered by Pyongyang’s nuclear program and signed up to numerous rounds of stringent United Nations sanctions.

U.S. Secretary of State John Kerry and Wang agreed last week on the need for a significant new U.N. Security Council resolution against the North, but there were few signs of progress on agreeing on the details.

World heavyweight champion Tyson Fury is struggling for motivation and could quit boxing, the controversial fighter told the BBC on Thursday.

The 27-year-old Briton, who stunned Vladimir Klitschko to claim the world heavyweight crown with a points win in Germany in November, may even hang up his gloves before facing the Ukrainian in a rematch scheduled for May or June.

“I’m struggling to get motivated,” Fury told BBC radio. “I could walk away. I could just sail into the sunset unbeaten with all the belts and live a normal life.”

Fury (25-0), who drew flak for his offensive comments about women, homosexuality and abortion late last year, said he would rather spend more time with his family than chase money or try to secure a legacy.

“All that I would be boxing for is money and I always thought to myself I never want to let sport become about money, he added.”

“I’ve accomplished a dream. It’s about how much motivation I have to keep going on. There is life after boxing and I don’t know what I’m going to do at the moment. I haven’t even cemented I am going to fight in a rematch.”

Qatar and Abu Dhabi are reportedly among the five possible venues for the rematch but Fury said he had yet to start training for his next bout.

Fury previously threatened to retire after fellow Briton David Haye twice withdrew from bouts against him through injury in 2013.

New U.S. intelligence report says Islamic State weaker

Islamic State has as many as 25,000 fighters in Syria and Iraq, down from a previous estimate of up to 31,000, according to a U.S. intelligence report revealed by the White House on Thursday.

U.S. officials cited factors such as battlefield casualties and desertions to explain the roughly 20 percent decrease in fighters, and said the report showed a U.S.-led campaign to crush Islamic State was making progress.

The new intelligence estimate “means they continue to be a substantial threat, but the potential numbers have declined,” said White House spokesman Josh Earnest.

“ISIS has sustained significant casualties,” Earnst said.

Ground fighting efforts by coalition partners of the United States are having an effect in the conflict against Islamic State, also known as ISIS or ISIL, he said.

U.S.-backed Iraqi security forces and tribal militias and moderate opposition groups in Syria have contributed. So too has a U.S.-led air campaign that has launched more than 10,000 strikes against the Islamist extremists, Earnest said.

Finally, international efforts are beginning to stem the flow of foreigners seeking to join the movement.

“ISIL is having more difficulty than they’ve had before in replenishing their ranks, and we have long been aware of the need of the international community to cooperate to stop the flow of foreign fighters to the region,” said Earnest.

The new intelligence report of 19,000-25,000 Islamic State fighters in Iraq and Syria compares to 2014 estimates of 20,000-31,000 fighters.

“The decrease reflects the combined effects of battlefield deaths, desertions, internal disciplinary actions, recruiting shortfalls, and difficulties that foreign fighters face traveling to Syria,” said Emily Horne, a spokeswoman for the National Security Council.

Some North African jihadists who might otherwise have traveled to Syria to join Islamic State may instead have heeded calls by the movement’s leadership to head to Libya, where the Islamists are fighting to expand their grip on territory on the Mediterranean coast.

The intelligence report did not account for the Islamic State’s affiliates in South Asia, other parts of the Middle East and North Africa, where its Libyan branch is expanding.

There appear to be conflicting U.S. estimates of the strength of the movement’s Libyan affiliate. Defense officials put the number at some 3,000, while other U.S. officials put it at 5,000-6,000.

(The Sports Xchange) – Guards Kyle Lowry and DeMar DeRozan combined for 59 points as the Toronto Raptors beat the Portland Trail Blazers 110-103 at the Moda Center on Thursday.

Lowry scored 30 points with eight assists while DeRozan added 29 points for the Raptors (34-16), who won for the 13th time in their last 14 outings.

Center Jonas Valanciunas chipped in 14 points and 11 rebounds for Toronto, which won for only the second time in the last 13 trips to Portland and first since December 2006.

Guard Damian Lillard collected 27 points and 11 assists while guard CJ McCollum had 21 points for the Trail Blazers (24-27), who lost for only the third time in 12 games. Guard Allen Crabbe added 17 points off the Portland bench.

DeRozan and Lowry combined for 25 points to stake Toronto to a 59-51 lead at halftime. DeRozan scored 14 points and Lowry 11 in the first half while Valanciunas had 10 points and seven rebounds.

Toronto increased its lead to 66-54 but the Blazers rallied to get within four points before the Raptors took an 82-75 advantage into the final period.

Portland trimmed the margin to 84-81 but Lowry scored eight points in a 10-0 Toronto run to hike the lead to 94-81 with 6:52 remaining.

The Blazers cut the difference to 101-93 after a Lillard trey with 3:12 to play. His jumper got them to within 106-99 with 1:19 to go, and a pair of foul shots by Crabbe made it a five-point game with 55.3 seconds left.

Lillard stole a pass but McCollum missed a jumper, and Valanciunas converted a pair at the line for a 108-101 Toronto advantage with 33.9 seconds remaining.

DeRozan (12) and Lowry (six) combined for all of the points as Toronto took a 18-12 lead to start the game. The Raptors upped the margin to 37-23.

It was 37-25 at the first-quarter break and 43-27 early in the second quarter before the Blazers used a 7-0 run to close the gap to 43-34.

Portland trimmed the difference to 53-47, and the Raptors settled for an eight-point bulge at the half.

QUEZON CITY, Philippines — Pinagtibay ng Office of the Ombudsman ang pagsasampa ng kaso laban kay dismissed Makati Mayor Junjun Binay, Vice President Jejomar Binay at dalawampu’t dalawang iba pa hinggil sa umano’y 2.2 billion pesos na maanomalyang Makati Carpark Building project.

Ito’y matapos hindi pagbigyan ng Ombudsman ang motion for reconsideration na inihain ng kampo ni Binay hinggil nauna nang rekomendasyon ng Ombudsman na kasuhan siya.

Una nang ipinag-utos ng Ombudsman noong Oktubre 2015 ang pagsasampa ng kaso laban sa mga Binay ngunit naghain ang kampo ng dating mayor at vice president ng motion for reconsideration.

Iginiit ng Ombudsman na binigyan nito ng due process ang mga Binay at iba pang respondents at mayroong probable cause sa pagsasampa ng kaso laban sa kanila.

Paliwanag pa ng Ombudsman, ipinapakita ng mga ebidensya na minanipula nila ang kontrata sa carpark project at wala rin aniyang bidding na isinagawa para dito.

Sasampahan na Ombudsman ano mang araw ng si Junjun Binay at 22 pang respondents habang si vice president naman aniya ay kakasuhan sa oras na matapos ang termino nito dahil sa ngayon may immunity from suit pa ito.

Kabilang sa mga isasampang kaso sa Sandiganbayan ay grave misconduct; serious dishonesty; at conduct prejudicial to the best interest of the service; at falsification of public documents.

Bukod sa criminal complaint, muli ring pinagtibay ng Ombudsman ang dismissal from service at perpetual disqualification from public service kay Junjun Binay.

Hindi naman ikinagulat na ng kampo ng mga Binay ang naging hakbang ng Ombudsman.

Sa ipinadalang pahayag ng kanilang tagapagsalita, sinabi nito na nagpapakita lamang ito kung gaano ginigipit ang Pangalawang Pangulo at kanyang pamilya.

Coldplay was the headline act at Sunday’s Super Bowl halftime show, but it was R&B super stars Beyonce and Bruno Mars who delivered the sizzle for a lively, upbeat performance that paid homage to previous halftime show headliners.

While known mainly for mellow hits, British alt-rockers Coldplay amped up the energy with their upbeat hit “Viva La Vida,” surrounded by dancing violinists and standing on a colorfully illuminated stage floor.

The band then performed its hits “Paradise” and “Adventure of a Lifetime” before a black-leather-clad Mars, who headlined the halftime show in 2014, bounced in, singing and dancing through his hit “Uptown Funk!,” with producer Mark Ronson on DJ decks on stage.

But all eyes were on Beyonce, who sang and gyrated her way through her latest single “Formation” – a power anthem to race and feminism that debuted Saturday.

Her Bruno Mars-partnered version of “Formation” was considerably lighter in tone than the video and single. The ad immediately following the show announced her “Formation” tour.

Beyonce and Mars joined Coldplay frontman Chris Martin for a quick re-visit to “Uptown Funk!,” ending on Coldplay’s uplifting ballad “Fix You,” with images of past halftime performers including Michael Jackson, Stevie Wonder and Black Eyed Peas.

Even for music’s biggest stars, the Super Bowl halftime show is the largest stage of their careers, drawing more than 100 million viewers to the live event.

A woman was pulled alive from the rubble of a collapsed building in the southern Taiwan city of Tainan on Monday and another man has been found alive trapped inside more than 48 hours after a deadly earthquake struck, officials said.

The death toll from the quake rose to 35 earlier on Monday, with more than 100 people still missing.

The quake struck at about 4 a.m. on Saturday (5.00 p.m. ET/2000 GMT Friday) at the beginning of the Lunar New Year holiday, with almost all the dead found in the toppled Wei-guan Golden Dragon Building in Tainan city.

Rescue efforts are focused on the wreckage of the 17-storey building, where 117 people are listed as missing and are suspected to be buried deep under the rubble.

Wang Ting-yu, a legislator who represents the area, told reporters the woman, Tsao Wei-ling, was found lying under her dead husband. Their 2-year-old son, who was also killed, was found lying nearby.

Another person has also been located, a man called Li Tsung-tian, Wang said. The man is conscious and talking to rescuers.

Tainan mayor William Lai said Tsao and Li were the only signs of life at present, although rescuers were continuing to look for others.

“We have not given up on even the tiniest of possibilities,” he told reporters.

Rescuers continued to scramble over the twisted wreckage of the building as numbed family members stood around, waiting for news of missing relatives.

Lin Tong-meng said he had been waiting at the site for word of his 11- and 12-year-old nephews, who have yet to be found.

“I came back and forth all yesterday and now I’m here again,” Lin said. The boy’s mother and father were rescued soon after the quake. Their father also stood nearby, pacing close to the rubble in tears.

Taiwan’s government said in a statement 33 of the 35 dead were from the Wei-guan building, which was built in 1994.

President-elect Tsai Ing-wen, who won election last month, said during a visit to Tainan there needed to be a “general sorting out” for old buildings to make sure they were able to cope with disasters like earthquakes.

“There needs to be a continued strengthening of their ability to deal with disasters,” she said.

Outgoing president Ma Ying-jeou is also scheduled to visit.

Chinese President Xi Jinping conveyed condolences to the victims, state news agency Xinhua reported late on Sunday, and repeated Beijing’s offer to provide help.

China views self-ruled Taiwan as a wayward province, to be bought under its control by force if necessary.

Russian cosmonauts breeze through spacewalk outside space station

Two veteran Russian cosmonauts returned to the International Space Station on Wednesday after replacing experiment equipment that is testing how materials and biological samples fare in the harsh environment of space.

Station flight engineers Yuri Malenchenko and Sergey Volkov left the station’s airlock at 7:55 a.m. EST (1255 GMT) for what was expected to be a 5-1/2-hour spacewalk, a live broadcast on NASA Television showed.

The men finished 45 minutes early and floated back inside the orbital outpost as it soared 250 miles (402 km) above Earth.

“We’re ahead of the game,” an awaiting crewmate, speaking in Russian, told the spacewalkers, a translator reported.

Malenchenko and Volkov began their spacewalk by casting off a flash drive into space, giving a ceremonial send-off to recorded messages and video from last year’s 70th anniversary of Victory Day, said NASA mission commentator Rob Navias.

Victory Day commemorates the former Soviet Union’s victory over Nazi Germany.

The flash drive eventually will re-enter Earth’s atmosphere and burn up.

Malenchenko, who was making his sixth spacewalk, and Volkov, on his fourth, then collected samples from outside the airlock’s hatch door and from a window. The swabs will be analyzed to determine how much residue from the station’s steering thrusters has built up on the surfaces.

The cosmonauts subsequently made their way to the site of a seven-year-old European science experiment holding plant seeds, bacterial spores, fungi and other samples. They removed the equipment and installed other devices to test how biological samples and various materials, such as coatings used on spacecraft, withstand the extreme temperature swings and high radiation of space.

The station is a $100 billion research complex owned and operated by 15 nations. Rotating crews of astronauts and cosmonauts have staffed the orbital outpost since November 2000.

The first crewmembers to spend one year in orbit, NASA astronaut Scott Kelly and Russian cosmonaut Mikhail Kornienko, are scheduled to return to Earth on March 1.
