QUEZON CITY, Philippines — From more than 10,000 policemen subjected through random and surprise drug testing of the Philippine National Police Crime Laboratory since July 1, a total of 130 were tested positive of using shabu after going through confirmatory tests.

According to PNP Crime Laboratory Director P/CSupt. Emmanuel Aranas, the figure is as of 7:50 this morning.

“We tested 99,598 PNP personnel. Out of this number, a total of 130 were confirmed positive of shabu,” P/Csupt. Aranas said.

The said policemen came from various regions in the country ranking from police officer 1 to police chief inspector.

“We are just more than half. We cannot tell yet as to which region has the most but the ranks are from chief inspector down to PO1,” Aranas said.

Aranas says none from those tested positive has questioned the results of the tests.

The results were immediately sent to the office of the PNP chief and their respective immediate supervisors who should file administrative charges against them.

“We send a report regularly depending on the additional results for the Chief PNP. It is only the Chief PNP can announce this to the public.”

Gen. Ronald ‘Bato’ Dela Rosa has once said that he has zero-tolerance when it comes to illegal drugs and he will order immediate filing of charges against those who will be proven using the substance and likely to face dismissal.

To date, around 70% of the total police force had been subjected to drug testing while they are now doing the test on the rest of the remaining 30,000 who are mostly on a mission or training. — Lea Ylagan / UNTV News & Rescue

The Philippines has recorded about 1,800 drug-related killings since President Rodrigo Duterte took office seven weeks ago and launched a war on narcotics, far higher than previously believed, according to police figures.

Philippine National Police Chief Ronald Dela Rosa told a Senate committee on Monday that 712 drug traffickers and users had been killed in police operations since July 1.

Police were also investigating 1,067 other drug-related killings, Dela Rosa said, without giving details. On Sunday, Duterte railed against the United Nations for criticizing the wave of deaths.

The United States, a close ally of the Philippines, said it was “deeply concerned” by the reports, and U.S. State Department spokesman Mark Toner urged Duterte’s government to ensure that law-enforcement authorities abided by human rights norms.

The drug trafficking crackdown and some strongly worded criticisms Duterte has made of the United States since coming to power present a dilemma for Washington, which has been seeking to forge unity among allies and partners in Asia in the face of an increasingly assertive China, especially in the strategic South China Sea.

Toner made the dilemma clear in responses to questions at a regular State Department briefing in Washington, in which he referred to Duterte as “a plain-speaking politician.”

“We continue to make clear to the Philippines government … our concern about human rights, extrajudicial killings, but we are also committed to our bilateral relationship and strengthening that bilateral relationship,” he said.

Toner said there was no question of the United States turning a blind eye to rights abuses and that the relationship with Manila, while good, was “frank and candid.”

As recently as Sunday, the number of suspected drug traffickers killed in Duterte’s war on drugs had been put at about 900 by Philippine officials. But this number included people who died since Duterte won the May 9 presidential election.

Duterte said in a strongly worded late-night news conference on Sunday the Philippines might leave the United Nations and invite China and others to form a new global forum, accusing it of failing to fulfill its mandate.

His foreign minister, Perfecto Yasay, said on Monday the Philippines would remain a U.N. member and described the president’s comments as expressions of “profound disappointment and frustration”.

“We are committed to the U.N. despite our numerous frustrations and disappointments with the international agency,” Yasay told a news conference. U.S. officials declined comment on Duterte’s U.N. remarks.

Last week, two U.N. human rights experts urged Manila to stop the extra-judicial executions and killings.

Yasay said Duterte has promised to uphold human rights in the fight against drugs and has ordered the police to investigate and prosecute offenders. He criticized the U.N. rapporteurs for “jumping to an arbitrary conclusion that we have violated human rights of people”.

“It is highly irresponsible on their part to solely rely on such allegations based on information from unnamed sources without proper substantiation,” he said of the United Nations.

Senator Leila de Lima, a staunch critic of the president, started a two-day congressional inquiry into the killings on Monday, questioning top police and anti-narcotics officials to explain the “unprecedented” rise in killings.

“I am disturbed that we have killings left and right as breakfast every morning,” she said.

“My concern does not only revolve around the growing tally of killings reported by the police. What is particularly worrisome is that the campaign against drugs seems to be an excuse for some law enforcers and other elements like vigilantes to commit murder with impunity,” De Lima said. — REUTERS

The boy looked scared and younger than 16 when Iraqi police grabbed him on the street in the northern city of Kirkuk. Pulling off his shirt, they found a two-kilogram bomb strapped to his skinny frame.

That was last Sunday. Less than a day earlier, Turkey was less fortunate: a teenage bomber detonated his suicide vest among dancing guests at a Turkish wedding party, officials say, killing 51 people, nearly half of them children themselves.

Saturday’s attack at the wedding in Gaziantep marked not only Turkey’s deadliest this year, but also the first time in Turkey that militants may have deployed a child bomber in a way already used to deadly effect in wars from Africa to Syria.

In Afghanistan, the Taliban has long used children. One 14-year-old bomber on a bicycle hit the Kabul NATO base in 2012 killing six people; two years later a teenager blew himself up at French cultural center in the Afghan capital.

Researchers and officials say Islamic State and other militants are now increasingly using the same tactics, perhaps to build ranks depleted by losses, preserve adult fighters or simply catch security forces off guard.

In West Africa, Boko Haram has preyed on displaced children or young girls it kidnapped to force them to become bombers. In Iraq and Syria, activists say Islamic State took in children from towns it captures or recruited families to its territory, and indoctrinated their children in its schools and camps.

Islamic State in particular, highlights its child recruits for its “Cubs of the Caliphate” brigades, publishing images and videos on social media of children receiving training and indoctrination, and carrying out bombings or executions.

“Child recruitment across the region is increasing,” said Juliette Touma, a UNICEF regional spokesperson. “Children are taking a much more active role …, receiving training on the use of heavy weapons, manning checkpoints on the front lines, being used as snipers and in extreme cases being used as suicide bombers.”

Little has been publicly released about the attacker in the Gaziantep bombing. Turkish President Tayyip Erdogan said on Sunday that the bomber was between 12 to 14 years old, and said Islamic State was probably responsible.

The blast tore into celebrations at a Kurdish wedding on the street late at night. As many as 22 of the dead were under the age of 14. No one claimed the attack, but Islamic State in the past has targeted Kurdish gatherings to stir ethnic tensions.

Turkey’s prime minister was more cautious on Monday, saying it was too early to say who carried out the attack, though security sources say witnesses reported the bomber was a child.

Turkish authorities are also investigating whether militants may have placed the explosives on the suspect, without his or her knowledge before detonating them long distance.

That tactic has been used before in Iraq, where children or even mentally disadvantaged adults have been dispatched as unwitting bomb couriers into markets and checkpoints before they are blown up from afar.

TEENAGE RECRUITS

In the failed attack in the northern Iraqi city of Kirkuk a day later, local television images and photographs showed the boy crying and screaming as he was grabbed by Iraqi security forces near an interior ministry building.

Security officials said the boy is 16 years old, though local media reports said he was much younger. He is an Iraqi national from Mosul, the largest urban center still under militant control, which Iraqi and Kurdish Peshmerga forces backed by U.S. air strikes are moving to liberate.

Hisham al-Hashimi, an analyst and author who advises the Iraqi government on Islamic State, says militants this year had reactivated their Heaven’s Youth Brigade, in reaction to the group’s battlefield losses in Iraq and Syria.

“Teenagers are easier to recruit for suicide missions, especially in moments of suffering or despair having lost loved ones,” he said. “They also attract less attention and less suspicion than male adults.”

Child recruits who have escaped from Islamic State ranks in its base in Syria’s Raqaa have described how they were taught to handle weapons, and also how to detonate suicide belts.

A study in February for Combating Terrorism Center at West Point military academy that examined Islamic State propaganda on child and youth ‘martyrs’ between January 2015 and 2016, found three times as many suicide operations involving children over the year.

“They represent an effective form of psychological warfare—to project strength, pierce defenses, and strike fear into enemy soldiers’ hearts,” the study said. “Islamic State is mobilizing children and youth at an alarming rate.”

Those tactics are mirrored in West Africa where U.N. officials have tracked a rise in attacks like the one carried out by a girl as young as ten who last year exploded a bomb in a busy market place in the Nigerian city of Maiduguri, killing 16 people.

Security sources at the time said the explosive device was wrapped around her body.

In an April report, UNICEF said attacks involving child suicide bombers between 2014 and this year rose four-fold in northeastern Nigeria, where militant group Boko Haram is based, and neighboring Cameroon, Niger and Chad.

A 12-year-old Nigerian girl captured with explosives in Cameroon in March told police she had been abducted by Boko Haram after the group overran her village a year earlier.

According to the UNICEF report, nearly two thirds of all the child attackers they tracked were girls. In the first six months of this year alone, UNICEF says it has also noted 38 child suicide bombers in West Africa.

“This is one of the defining features of this conflict,” said Thierry Delvigne-Jean of the agency’s west and central Africa office. — REUTERS

The United States on Monday expressed concern about reports of extrajudicial drug killings in the Philippines and urged President Rodrigo Duterte’s government to ensure that law-enforcement efforts “comply with its human rights obligation.”

The State Department comment followed the release of Philippines police figures showing there have been about 1,800 drug-related killings since Duterte took office seven weeks ago and launched a war on narcotics, far higher than previously believed.

“We are concerned by reports regarding extrajudicial killings of individuals suspected to have been involved in drug crimes in the Philippines,” State Department spokeswoman Anna Richey-Allen said. “The United States believes in the rule of law, due process, and respect for universal human rights, and that these principles promote long-term security.” — REUTERS

World’s largest indoor theme park to open in Dubai

The world’s largest indoor theme park is set to open in Dubai this month to lure back some of the tourists and residents who often flee abroad during the scorching desert summer.

In a sandy suburb beyond Dubai’s concrete jungle and pockets of artificially green spaces, IMG Worlds of Adventure’s boxy exterior belies a 140,000-square metre (1.5 million-square foot) air-conditioned cathedral of entertainment teeming with animatronic dinosaurs, roller coasters, Marvel superheroes and Cartoon Network characters.

Zombies pop out from dark corners of a haunted house and the Velociraptor coaster throttles passengers within a misty simulated rain forest dubbed the Lost Valley.

As it stands now, stir-crazy families in Dubai – a tourism and financial hub which already boasts the world’s tallest building – have few places to stretch their legs beyond expensive malls while temperatures outside can approach 50 degrees Celsius (122 Fahrenheit).

Even an indoor ski slope, complete with real-life penguins, has not been enough to stanch the exodus that leaves roads and public spaces eerily quiet through the hot months.

“Dubai still suffers from a certain amount of seasonality during the June, July, August period,” Lennard Otto, CEO of the new $1 billion attraction, told Reuters.

“We will hopefully drive tourism in those periods to make Dubai an all-year-round destination,” he said, ahead of the theme park’s Aug. 31 opening.

“Today there’s a gap in this market and in the region. People are actually travelling to the far east and the far west to experience theme parks,” Otto said.

Both the United Arab Emirates, which includes Dubai, and Saudi Arabia have launched initiatives this year to create more fun for their car and smartphone-obsessed people.

As part of a plan to diversify its economy away from oil, Saudi Arabia announced in June that it was in talks with Six Flags Entertainment Corp (SIX.N) to build theme parks, and the UAE created a “Happiness Ministry” in February to look at ways of measuring and improving quality of life.

Happiness in Dubai may soon be in no short supply, as a government-backed rival by Dubai Parks and Resorts DUBA.DU will open by year’s end, while a Fox-branded (FOXA.O) theme park, with attractions based on TV and film titles such as “Ice Age” and “The Simpsons”, is set to open in 2020.

Dela Rosa defends Duterte’s campaign vs. illegal drugs on senate hearing Day 2

Philippine National police Chief PDG. Ronald Dela Rosa asserts that police campaign against illegal drugs would not stop until the menace is completely eradicated.

In fact, he boasted on the PNP’s accomplishments during his attendance in the senate hearing today on the alleged cases of extra judicial killings in police operations.

He explained that they have neutralized high-value targets and drugs lords such as Mico Tan and Jeffrey a.k.a. Jaguar.

They have arrested 32 high-value drug personalities including nine Chinese nationals.

The No. 2 drug lord in Central Visayas, Franz Sabalones and Mayor Rolando Espinosa Sr., were among those who surrendered plus 34 local executives among others.

They have seized a toal of 943 million-peso worth of illegal drugs.

From July 1 to August 22, there are a total of 706 drug personalities killed in legitimate operations; 11, 784 arrested users and pushers; and 673,978 voluntarily surrendered.

“The PNP has implemented the managing police operations which focused the police efforts on seven prevalent crimes on what we call the seven focus crimes. We have deployed more policemen to saturate high crime areas and high traffic convergence zones through implementation of patrol operations to increase police presence,” Dela Rosa said during his presentation in the senate hearing.

Dela Rosa emphasizes that there have also been casualties on the side of the police in the fight against illegal drugs.

In fact, nine of his men already died while 18 were injured. Yet, the organization’s internal cleansing continues.

Aside from random drug testing where about 130 policemen have been tested positive of illegal drugs and are awaiting formal administrative charges, there are a total of 284 policemen from the NCR who have been re-assigned to Mindanao and the Cordillera region.

“The campaign plan, the double barrel, we are giving more focused attention on our internal cleansing as we rid our organization of personnel who are source of the drug problem,” added Dela Rosa.

Dela Rosa says he is not tolerating any policeman who violates their mandate.

Lawyer of Mayor Rolando Espinosa killed in an ambush in Tacloban

The lawyer of Albuera Mayor Rolando Espinosa Sr. was killed in an ambush in Brgy. 96 Lumbang, Tacloban City earlier at around 2 in the afternoon.

Tacloban City P/CSSupt. Rolando Bade says the fatalities were identified as Atty. Rogelio Bato Jr. and 15-year old Angelica Bonita.

The victims were onboard a maroon Hilux while the suspects were riding a white pick-up truck.

The suspects used an m-16 rifle and a 45-caliber gun. The victims sustained 5 gunshot wounds each.

The identities of the suspects remain unknown as well as their motives for killing the victims. — UNTV News & Rescue

QUEZON CITY, Philippines — One of the primary issues that the Philippines is focusing on right now is the anti-drug operation of the Philippine National Police especially the involvement of some police officers in drug-related cases.

In a UNTV News interview with QCPD acting district director P/CSupt Col. Guillermo Lorenzo Eleazar, he stated that there is a total of  7,101 drug dependents who voluntarily surrendered in Quezon City.

Meanwhile, there are 200 police personnel in Quezon City who have been relieved from their duties due to involvement in illegal drug trade. While others are still being investigated, they have been transferred to different operations.

Eleazar emphasized that not all drug operations in the country end in bloody encounters that result in the death of drug suspects.  “What easily draws our attention are the reported deaths but we should report first those who are alive,” Eleazar stressed.

Meanwhile, he also said that the current senate hearing in connection with the reported cases of extrajudicial killings in the country does not affect the morale of the policemen.

“We should not be demoralized but we have some thoughts about it. Psychologically, there is but it’s a challenge for us. We should be more tuned in. There should be no innocents  involved. We are on the right track and I think if all of us are right, there will be no one who will be against us.”

Peace and order in society — it is the crucial foundation of the country’s economic policies that the Duterte administration prioritizes.

National Economic and Development Authority (NEDA) Director General and Socio-economic Planning Secretary Ernesto Pernia said, to sustain economic growth, peace and order is a must and that criminilaties, illegal drugs, smuggling, tax evasion and other illegal activities must be stopped.

when this is done, more investors will invest in the country and growth in the economy will be sustained.

“If we have peace and order which is the bedrock of the 10 points, the foundation of the ten points, then investment climate will definitely substantially improved and many will be rushing to the Philippines to invest,” Pernia explained.

Despite criticisms of some groups including the United Nations, on the spate of killings resulting from President Duterte’s anti-drugs campaign, Pernia said more people support the president because of the decrease in crime rate.

The secretary also assured tourists who are planning to visit the country not to worry as long as they follow government regulations.

“We should also interview and try to get the view of others who approved of what’s happening and see it as really as, maybe, as necessary evil that has to happen in the pursuit of the greater good so I’ll put in that way,” Pernia said.

Meanwhile, among the priorities of the Duterte administration in sustaining economic growth is the acceleration of infrastructure development.

Based on the report of NEDA, ten projects amounting to 320 billion pesos have been approved by the investment coordination committee.

“The NEDA board, chaired by the president, will deliberate the approval of these projects in September and thereafter for implementation of agencies. President Rodrigo Duterte announces that he is going to release the matrix of government officials involved in illegal drug operations at the New Bilibid Prison in Muntinlupa City this week.

The president says a governor and an undersecretary are included in the list.

Duterte adds that Sen. Leila De Lima is also in the list and is, in fact, the highest government official involved in the illegal drug trade.

Supreme Court issues ‘status quo’ order on Marcos’ burial

MANILA — The Supreme Court has temporarily stopped the preparations for the burial of former president Ferdinand Marcos at the Libingan ng mga Bayani.

The high court issued a ‘status quo’ order effective for 20 days or until September 12.

This means, the memorandum issued by Defense Secretary Delfin Lorenzana ordering the necessary preparations for Marcos burial cannot be implemented.

“Essentially, it is an order that tells the respondents not to perform the actions as of a particular period,” Supreme Court spokesperson Atty. Theodore Te said.

The petitioners welcomed the recent action of the court.

“We truly appreciate this favorable development that the Supreme Court will look very keenly on the arguments proffered by the petitioners,” said Rep. Edcel Lagman.

Meanwhile, the high court reset the oral arguments scheduled today to August 31 at 10 in the morning.

The court also allowed audio livestreaming of the oral arguments.

There are now six petitions pending before the Supreme Court against Marcos burial at the Heroes’ cemetery.

The petitioners are opposing the interment of Marcos because, according to them, he should not be treated as a hero.

More than 1,900 people, or about 36 per day, have been killed in a violent campaign against drugs in the Philippines since President Rodrigo Duterte came to office seven weeks ago, the country’s national police chief said on Tuesday.

Director-General Ronald dela Rosa told a Senate hearing there was no declared policy to kill drug users and pushers and that about 1,100 deaths were still being investigated.

“We are not butchers,” he said.

The rest of the dead were people killed in police anti-narcotics operations, dela Rosa said.

“This has a chilling effect,” said Senator Frank Drilon after the police chief’s deposition. “We are all concerned about the number of deaths, by any language this is alarming.”

Duterte, nicknamed “the Punisher”, was voted to power promising to wipe out drugs and warning traffickers they risked death if they did not mend their ways.

The inquiry is being conducted by a staunch critic of the president, Senator Leila de Lima, who has summoned top police and anti-narcotics officials to explain the “unprecedented” rise in the body count and reports of vigilante killings.

Duterte has warned legislators not to interfere with his campaign, saying they could be killed if they blocked efforts aimed at improving the country.

Nearly 700,000 drug users and drug peddlers have turned themselves in to escape the crackdown, police chief dela Rosa said. He said there was a decrease in overall crime, although murders and homicides had increased.

Outside the senate building, dozens of supporters cheered dela Rosa for leading the war against drugs, chanting his nickname, “Bato, Bato”.

Some carried placards reading: “We are with you Bato in the fight against drugs”.

The United States, a close ally of the Philippines, said overnight it was “deeply concerned” by the reports of the killings and the State Department urged Duterte’s government to abide by human rights norms.

New York-based Human Rights Watch said the United States and European Union members “should make it clear to Duterte that inciting such violence is unacceptable and will reap potentially severe diplomatic and economic costs”.

“Otherwise, it’s hard to envision when these killings will end,” it said.

POLICE INVOLVED

The number of those killed provided by dela Rosa at the Senate hearing was higher than the 1,800 he gave at the hearing on Monday. He gave no explanation for the higher number but said the figures were updated.

Dela Rosa said about 750 of the dead were killed in police operations against drug peddlers. The other deaths were being investigated, he said.

“Not all deaths under investigation are drug-related,” dela Rosa said, adding that 40 killings were known to be due to enmity or robbery.

He also said about 300 of his officers were suspected to be involved in the drugs trade, warning these personnel will be sacked and charged in court if found guilty.

There has been speculation in the local media that some of the killings were carried out by corrupt police officers who were wiping out drug peddlers to avoid exposure. — REUTERS

Philippine President Rodrigo Duterte said on Tuesday he expects talks with China on their South China Sea dispute within a year and he would not raise an international ruling rejecting China’s claims there when he attends a regional summit next month.

An arbitration court in the Hague infuriated China in July when it ruled that China had no historical title over the South China Sea and it had breached the Philippines’ sovereign rights with various actions there.

Raising the issue at a summit in Laos of the 10-member Association of Southeast Asian Nations, together with its “dialogue partners” including China, the United States and Japan, would inevitably compound China’s anger.

Duterte, speaking to reporters at the presidential palace in Manila, said it was “better to continually engage China in a diplomatic dialogue rather than anger officials there”.

Asked about a date for bilateral talks, he said: “Within the year.”

The United States, a treaty ally of the Philippines that has been concerned about China’s pursuit of territory in the South China Sea, said it welcomed efforts by rival claimants to manage and resolve differences peacefully.

At the same time, a spokeswoman for the U.S. State Department, Anna Richey-Allen, said Washington “urge(d) that negotiation should be undertaken on terms acceptable to all parties, free from coercion or the use or threat of force.”

Washington was a strong backer of the case the Philippines brought against China, but has sought unsuccessfully to forge a unified position among Southeast Asia countries on the issue.

Richey-Allen did not comment on Duterte’s comment that he would not raise the issue at Sept. 6-8 Laos summit, which U.S. President Barack Obama is due to attend.

China claims almost the entire South China Sea, through which about $5 trillion worth of sea-borne trade passes every year. Brunei, Malaysia, the Philippines, Taiwan and Vietnam have rival claims to parts of the sea.

Duterte said the Philippines had no intention of raising the arbitration ruling during the summit, although he added: “If somebody dwells on it, we will discuss, but for the Philippines, we have talks.”

If formal negotiations with China were to fall through, “where do we go?” he asked.

A former Philippine president, Fidel Ramos, traveled to Hong Kong this month in an effort to rekindle damaged ties with Beijing.

While there, Ramos said the Philippines wanted talks with China to explore a path to peace and cooperation.

Duterte said his government wanted to talk to China so Philippine fishermen could return to the disputed Scarborough Shoal fishing ground.

In 2012, China seized the shoal, denying Philippine fishermen access and prompting Manila to file the arbitration case.

China has ignored the court’s ruling that none of its claims in the Spratly Islands entitled it to a 200-mile (320 km) exclusive economic zone. Its construction work on reefs there has alarmed other claimants, as well the United States and Japan.

CEBU CITY, Philippines — Authorities have arrested the reputed “sidekick” of the still at large Kerwin Espinosa — alleged big time drug lord of Central Visayas.

The suspect has been identified as Roderick Palermo Espina,54, of Maasin Southern Leyte.

Based on information received by Camp Crame, Espina had been living  in a pension house for six months at Brgy. Lorega in Cebu City.  Suspicions arose when the owners noticed that Espina had never allowed the staff to clean his room.

That was when police were alerted and authorities promptly checked-in in the next room to monitor his movements.

This morning, region 7 police finally burst into Espina’s room after pretending to deliver room service.

The suspect was found in possession of two firearms, an unidentified volume of suspected shabu and marijuana, as well as equipment used for the production of shabu.

DAVAO ORIENTAL, Philippines — The Office of the Ombudsman has ordered the one-year suspension of provincial adjudicator, Romeo Covarrubias of the Department of Agrarian Reform, Davao Oriental after he was found guilty of disgraceful and immoral conduct and excessive absenteeism.

Investigation revealed that Covarrubias is cohabiting with his mistress and even introduced her to people as his wife.

DAR records showed, the suspended adjudicator reported for work only 65 times from May to December of 2013.

He also failed to justify his absences when asked for an explanation.

The Ombudsman Graft Busters is already practicing hard several days before the opening of the UNTV Cup Season 5 on August 29, which will be held at the SM Mall of Asia Arena, Pasay City.

The Graft Busters will showcase its stronger lineup – the three former professional basketball players led by the new headcoach John Kallos.

The team vows to do its best to enter the finals.

It can be noted that the Graft Busters was immediately eliminated in the first year of joining the tournament last season. This was after they failed to advance in the second round-up of the league.

Kallos replaces former Graft Busters coach Rey Quilala, who is now the team manager of the Graft Busters.

Kallos is also the head coach of the basketball teams of St. Paul Pasig and Holy Spirit, while he is an assitant coach of the Adamson Lady Falcons.

New in the line-up are two former PBA players and another from the philippine team.

6’6 Rysal Castro will play as the center. He played for Redbull, San Miguel and Purefoods in the PBA from 2003 to 2006.

Former Coca Cola Tigers MC Caseres will serve as the power forward. While Ronnie Zagala, a member of the Philippine team that played during the Asian Games in 2002, will also join the team this season.

“For me, as an import player, I’ll play one game at a time. So, if we can win in every game, we will do what should be done,” Zagala said.

“We are happy. First, is because we would be able to help a charity. This inspires us to win every game,” he added.

“We will have an Antonio Spurs-like game. Every player inside the court should be holding a ball. What’s good in our team is that we treat each other equal. I’m so excited to play in UNTV Cup,” Caseres said. “It is such an honor to be part of this league because they’re doing this for charity.”

“I’m happy to play basketball again. It is my first time to play basketball again. I am able to do what I love and at the same time I am able to help as well,” said Rysal Castro.

Team captain, Atty. Arman Sanchez hopes to address the weakness they saw in the group during the last season.

“One of our deficiencies before is the defense. We get the imports that have good defense. So, we are hoping to avoid our mistakes during the last season. Hopefully, we could mature and be a role player,” Sanchez said.

Disabled Afghan girl painter dreams of a bright future

Like many other young artists her age, 16-year-old Robaba Mohammadi dreams of holding international art exhibitions.

The only difference — she draws not with her fingers but with her mouth.

She was born with partial paralysis of her limbs and is unable to control her hands and feet except for a few toes.

Mohammadi came from a poor family in Ghazni province who moved to Kabul when she was three after they realised her disability. They hoped to get medical help for her condition, to no avail.

Less than two years ago, she started drawing and now she dreams of holding her art exhibition at Aga Khan Museum in Canada.

“My dream is to hold my art exhibition in Aga Khan Museum which is one of the biggest museums in Canada. And I’m requesting my people to help me in order to reach my dream which is having my art exhibition in Canada,” Mohammadi said.

She said, she also dreams of one day going to school to acquire knowledge.

“Robaba doesn’t have hands for drawing but God has granted her the ability to draw with her mouth. She is doing a very impossible task and before, we didn’t think she could do it. Now, we are hopeful she can improve a lot in her career,” Robaba’s sister Shakila Mohammadi said.

Decades of conflict, poverty and neglect prevents many disabled Afghans from reaching their goals. They are often unemployed and face discrimination in a society where disability is perceived as a weakness.

Despite this, Robaba Mohammadi said she hopes her art will provide a different picture of Afghanistan which has struggled with decades of conflict and war.

President Rodrigo Duterte gave assurance that his administration will protect the integrity and the safety of Filipino citizens.

He delivered the statement during his speech to the jungle fighters of the 2nd Infrantry Division of the Philippine Army in Camp Capinpin, Tanay, Rizal this afternoon.

Though he did not stress the arbitral tribunal ruling on the issue of maritime dispute in the West Philippine Sea, he said there will be a time that it will be insisted by other southeast Asian nations as well as the United States of America.

The president says China seems to be dealing in good faith and reconciliatory however he also asked China to better come up with a decision.

He says there is no possibility for the Philippines to attack China but if there would be a misunderstanding between the two countries, the best thing he could to is to defend the nation.

“…I guarantee to them that if anyone will try to invade, it will be bloody and we will not give it to them easily. It will be the bones of our soldiers as well as my bones. We will not allow any country. I will not allow,” Pres. Duterte said in his speech.

Duterte directs the soldiers to spruce their arms and training to defend the country.

The president also reiterates his stand to bring lasting peace in the country.

SAF personnel in NBP must be more alert – Dela Rosa

Members of the Special Action Force (SAF) deployed in the New Bilibid Prison (NBP) in Muntinlupa City must be vigilant at all times so that no contraband would have a sly slip inside the penitentiary.

This, following the challenge posed by Senator Panfilo Lacson who said he would make ways to sneak a cellular phone inside the detention facility to test the level of security being implemented by SAF.

“Be vigilant and watchful because Senator Lacson will definitely order someone to test us. We will lose face if they validated that we’re relaxed. That’s another issue,” Dela Rosa addressed SAF personnel.

Dela Rosa also denies rumors that SAF troopers are using force against some inmates.

“They just want to destroy the SAF because they are having a hard time inside. Imagine, for a very long time since the Bilibid is established, they have been enjoying the luxury inside. Now that stringent measures are imposed, they are fabricating issues to dishonor the SAF. are they out of their minds? Dela Rosa defended SAF.

The PNP chief says they have received information of alleged bribing activities among inmates who would pose as complainant against the SAF troopers to have them removed from the NBP.

“Now you will experience how is it really like being a prisoner because the SAF is on guard. Use your money if you want, you drug lords, to degrade the SAF. Create a complainant and invents issues for the media.’

DOJ claims to have 5 or 6 witnesses against De Lima

The Department of Justice now claims to have at least five or six witnesses against Senator Leila De Lima linking her to illegal drugs trade.

Justice secretary Vitaliano Aguirre says the witnesses have already executed affidavits.

They are inmates, prison guards and people close to the former justice secretary.

Aguirre would not say if the witnesses are directly implicating De Lima.

He says they are going to present everything during the house inquiry on the proliferation of illegal drugs in New Bilibid Prisons.

“In so far as the Department of Justice is concerned, we have at least 5 or 6 … I suggest that you just wait for the house investigation where we are going to present our witnesses,’ Sec. Aguirre said.

Aguirre, however, says the witnesses has implicated De Lima’s former aide and driver Ronnie Dayan.

“He collects drug money from high-profile drug lords,” added Aguirre.

But it is not clear yet if the collection reaches De Lima.

Aguirre says people do not believe that Dayan is doing it on his own.

When ask if they have figures as to how much drug money De Lima received, Aguirre has this to say:

“No, but perhaps when the investigation is already nearing we will have some figures already.”

Nonetheless, he claims to have evidence that De Lima has been in contact with his former driver.

“Well, they went in Urbiztondo, Pangasinan and this is about June after the elctions.”

DOJ also claims to have a bulk of evidence against former justice undersecretary Francisco Baraan III.

Baraan was the undersecretary in-charge of the Bureau of Corrections and was linked to the illegal drugs activities in New Bilibid Prisons.

“There are some individuals linking them but have not executed their affidavits. There are so many information,” Aguirre said. “Some said he was the one getting the money.”
