El Nido establisments self-demolish after violation notice

MANILA, Philippines — The businesses near the shores of El Nido have carried out self-demolition after the Department of Environment and Natural Resources (DENR) issued them notices of violation last week.

Almost all business enterprises along the El Nido coastline were given one month to demolish their structures that went beyond the 3-meter easement zone.

For them, it is  wiser to obey the law.

“Wala naman tayo magagawa sir. Mahirap naman ipaglaban yung hindi atin,” said Linda Liona, a local resident.

(There’s nothing we can do. It’s difficult to fight for something that’s not yours to begin with.)

Meanwhile, the DENR has ordered the closure of 116 establishments in El Nido due to violations of environmental laws.

Eighty families who live near the shore will also be displaced by the DENR order.

The local government, however, promised to help these families.

“Sila po ay malilipat sa iba’t-ibang mga projects. Yung iba naman ay may lupa rin sila na pwede din dun na sila tumira tutulungan nalang natin sila sa mga materyales,” said Rene Jay de la Calzada, the municipal administrator.

(They will be relocated to different housing projects. Some own lands that they can reside on, we’ll just help them with building materials.)

West PH Sea issue to be tackled in Boao Forum

MANILA, Philippines —The West Philippine Sea issue will be tackled by a special panel during the annual Boao Forum in China on April 10.

Members of the panel include diplomats, experts and representatives from academe in South East Asia.

“There is a special panel in the South China Sea issue that will be conducted. It’s a topic every year. Again, it’s how to discuss the issue and to look for ways on possible solutions, areas of cooperation,” Philippine ambassador to China Jose Santiago Sta. Romana said.

A bilateral meeting between President Rodrigo Duterte and Chinese President Xi Jinping is expected on the sidelines of the forum.

Some of the agreements will be signed which include the opening of opportunities for Filipino English teachers.

“We have final loan agreement on Chico Dam project. There some minor details iron out, but if everything works, the agreement to open to hire more Filipino-English teachers,” said the ambassador.

However, Romana said there will be no signing of an agreement on West PH Sea joint exploration.

“There will be no agreements signed this time on joint exploration. I think the talks are ongoing. We are trying to find a suitable legal framework that will be acceptable to both sides,” said the ambassador. — Nel Maribojoc | UNTV News & Rescue

5 dead, 3 injured in Laguna kidnapping shootout

Crime scene where four suspected kidnap-for-ransom group were dead on the spot after an encounter with authorities on Maharlika Highway in Barangay San Nicolas San Pablo Laguna.

LAGUNA, Philippines — Four suspected members of a kidnap-for-ransom group were dead on the spot after an encounter with authorities on Maharlika Highway in Barangay San Nicolas San Pablo Laguna at 6 a.m. Tuesday.

Three policemen from Candelaria Police Station were injured while one policewoman, identified as P01 Ma. Zarah Jane Andal, was pronounced dead on arrival at the hospital.

A by-stander was also rushed to the hospital after being hit by a stray bullet during the encounter.

According to initial investigation, the suspects were about to conduct a pay-off for their kidnap victim, Ronaldo Arquelles, who was abducted from his residence on Monday night.

The suspects however, sensed the approaching police vehicle and started to open fire; prompting the operatives to fire back.

The kidnap victim is in critical condition. He was found to be included on the drug watch list and is considered a high-value target.

Duterte assures continued cooperation with Asian nations

President Rodrigo Duterte is among the country leaders who were invited to deliver a message at Tuesday’s opening ceremony of the Boao Forum for Asia Annual Conference in China.

The president boasted of the administration’s campaign against corruption and the changes in the peace and order in the country.

“To me, along with the illegal drug trade and terrorism, corruption is a pernicious and rotten social disease that devours my country,” he said.

According to the president, infrastructures through the Build, Build, Build program of the government will help in achieving economic growth.

He added that the administration targets to reduce poverty from 22 percent in 2015 to 14 percent in the year 2022.

President Duterte assured the continued cooperation of the Philippines with Asian countries.

“Philippines will remain committed to interconnectivity, both in functional terms and in political engagement and cooperation with friends and neighbors,” he said.

Partners in economy and fight vs terrorism

The president also highlighted the country’s partnership with China in various aspects.

“Bilaterally, the Philippines is showing how complex relations are but not a bar to a positive and mutually beneficial engagement,” he said.

“With China, we stand together in the war on criminality and the illegal drug trade. We are shoulder to shoulder in the fight against terrorism and violent extremism. Make no mistake: there can be no progress without stability in Asia’s lands and waters,” Duterte added.

Gov’t ready to distribute over 600 hectares of agri land in Boracay- DAR

“I-land reform ko lahat iyan then I’ll give it to the farmers. Me? I’ll give them the tractors…agricultural eh.”

(I will place all of it [Boracay] under land reform and I’ll give it to the farmers. Me? I’ll give them the tractors…because it’s agricultural.)

This was the pronouncement of President Rodrigo Duterte before he departed on Monday for his official trip to China.

This prompted the Department of Agrarian Reform (DAR) to immediately gather the necessary data for it.

Through this, DAR found out that there are around 628 hectares of agricultural lands available for distribution.

This is aside from the 400 hectares that are categorized as forest land.

DAR Secretary John Castriciones said, these forest and agricultural lands are government properties backed by the Proclamation No. 1064 and sustained by the Supreme Court in 2018.

“Since it is a government land, the government has the option of really distributing it to farmer beneficiaries,” said Castriciones.

The Philippine National Police (PNP) wants to have control over the selling of police uniforms.

This was after an encounter in Laguna where the slain kidnappers were in police uniform.

Even the rebels can also take hold of these uniforms.

The PNP wants to impose stricter measures in the sale of said uniforms and assignment of serial numbers on each set.

“Serialized so malalaman natin kung ang uniporme ay peke o hindi (It would be serialized so we would know whether the uniform is fake or not),” said Directorate for Research and Development ( DRD) director, PDIR Efren Perez. — Lea Ylagan | UNTV News & Rescue

Police rescue kidnapped Japanese in Bulacan, 3 suspect arrested

The three suspects arrested by the Anti-Kidnapping Group of the Philippine National Police for kidnapping a Japanese national

The PNP Anti Kidnaping Group (PNP-AKG) rescued a Japanese national in Plaridel, Bulacan last April 5.

The victim identified as Yuji Nakajima arrived in the country last March 22 with another Japanese national identified as Yusuke Obara.

Obara brought Nakijima to the country in order to pay his debts by working for him.

On the same day, two men went to the hotel in Manila where Nakajima was staying at and invited him to come with them after talking with Obara on the phone.

Nakajima was not aware he was a victim of kidnapping. Involved in the crime were Obara, a certain Miyashita Takashi and two Filipinos identified as Roberto and Reggie Reyes.

The suspects’ plan of seeking ransom from the victim’s relatives in Japan was halted after the incident was reported to the police by a relative of the Reyes siblings.

With this, the PNP–Anti Kidnapping Group rescued Nakajima at a drug store in Plaridel, Bulacan.

The following morning the police unit arrested Miyashita Takashi in Parañaque and the Reyes siblings in Pasig City.

Authorities seized from the suspects a passport, various cards of the victim, a .45 caliber gun, and ammunition.

“Two are still at large. One is a Filipino, and the other is Yusuke Obara who is being pursued by the Japanese police,” said PSSupt. Glen Dumlao, director of PNP-AKG.

The three arrested suspects are facing charges of serious illegal detention and violation of Republic Act 10591 or the comprehensive law on firearms and ammunition. — Lea Ylagan | UNTV News & Rescue

British national, 3 other high-value targets arrested in Siargao Island

Four men were arrested including a British national after they were caught with marijuana in General Luna, Siargao Island last Saturday.

The suspects were nabbed in a raid at a suspected drug den in the said town.

They were identified as Liam Cox, Kirby Clet alias “Kitoy”, an alleged member of the Delgado Drug Group, Rolf Congreso, and barangay kagawad, Raul Dycueco.

“They were under surveillance for a long time now. In fact, our troops have been returning there. Last year, a surveillance operation was conducted there,” said PDEA Caraga spokesperson, Dindo Abellanosa.

Authorities confiscated from the suspect five hundred grams of marijuana worth P12,000.

PDEA Caraga said they expect the drop in the supply of marijuana in the province due to the arrest of the suspect.

“He’s one of the biggest suppliers in Siargao so it will really drop. The arrest of British national Liam Cox and Kirby Clet will have a huge impact in Siargao Island,” said Abellanosa.

The suspects are currently detained at the PDEA -13 custodial facility and are facing charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act Of 2002. — Bernard Dadis | UNTV News & Rescue

Duterte to possibly sign EO on contractualization on April 16

MANILA, Philippines —Although the signing of the executive order (EO) by President Rodrigo Duterte against contractualization was postponed last March, the Department of Labor and Employment (DOLE) said the signing may possibly happen on April 16.

However, according to the labor department, they have no idea which version President Duterte will sign.

If ever the EO against contractualization will be signed, this will serve as a gift of the government to workers on May 1, Labor Day.

According to Labor Undersecretary Dominador Say, there will be lesser protests on labor day once the EO is signed.

The Associated Labor Unions-Trade Union Congress of the Philippines (ALU-TUCP) hopes that their version will be the EO the president will sign.

“Kung ang pipirmahan sa April 16 na meeting na iyan ay hindi excutive order na ginawa ng labor groups, ay mas malawak at mas malaki ang protesta sa Labor Day sa May 1,” said ALU-TUCP spokesperson Alan Tanjusay.

Albayalde on PNP revamp: Not yet

Incoming Philippine National Police (PNP) chief Police Director Oscar Albayalde has confirmed he already has a list of police officials to be assigned to their new positions.

However, Albayalde clarified that the decision will not come solely from him but will also consider suggestions of the  oversight committee that he will be forming.

“I could not decide on my own….probably (we) will be activating (an)oversight committee kung talagang mayroong papalitan o hindi (if there really is a need for a reshuffle), ” he said. — UNTV News & Rescue

Albayalde as PNP chief: ‘No new policy, just implement the rules’

Incoming PNP Chief Police Director Oscar Albayalde answers questions from the media

MANILA, Philippines — Police Director Oscar Albayalde maintained that he will not create new policies once he takes over as chief of the Philippine National Police (PNP).

The incoming chief said he will continue to implement existing rules and regulations within the organization.

“The policies are all there. Iyong rules and regulations namin (Our rules and regulations) are all there, complete. Nasa manual at blue book namin iyan (It’s all there in our manual and blue book). Wala akong ginawang bagong policy o (I have not made any new policy or) rules and regulations. We just implement them,” said Albayalde.

He vowed to intensify and standardize police training programs such as that of the Special Action Force (SAF) to keep the cops away from any form of illegal activities.

“I stayed there for five years sa (with) SAF. Nakita ko na iba naman talaga ang pag uugali, iyong training, iyong skills, iyong discipline ng mga pulis na naka assign sa SAF (I have seen the difference in attitude, training, skills and discipline of police assigned to SAF),” said the incoming chief.

The official also stressed that the internal cleansing within the organization will continue as well as the strict implementation of internal discipline among policemen as ordered by President Rodrigo Duterte.

He also plans to intensify the government’s war on drugs especially that 96 cops are included in the NCRPO’s counter intelligence watch list.

From the said number, 77 are suspected to be involved in illegal drug activities.

“Napaka importante yung continuity na sinasabi, yung ginagawa na ng pamahalaan ng ating Philippine National Police. Yung kampanya natin sa ilegal na droga, yung Double Barrel natin at Oplan Tokhang, all these will continue,” said Albayalde.

LTFRB orders Grab to lower surge pricing

MANILA, Philippines — Grab driver, Wilson Esteras, is now worried because his income will surely be affected.

This was after Land Transportation Franchising and Regulatory Board (LTFRB) ordered Grab to lower their surge pricing to 1.5 from the times 2.

Esteras explained that the usual fare of P120 during rush hour will now become P90 due to the order.

“To be honest, malungkot (it’s disappointing). Malungkot yun kasi syempre magbabawas na naman ng kita namin. Sana rin yung fare increase na i-finile ni Grab na dinedemand yung fare hike sana ma-approve para at least makabawi kami sa operational cost namin kasi ang gas tumataas rin naman kasi,” said the Grab driver.

(To be honest, it’s sad. It’s sad because, of course, our income will be reduced again. We hope that the fare hike filed by Grab will be approved so we can at least recoup our operational costs because fuel prices also increase.)

LTFRB said that the 1.5 surge pricing will remain until the board approves the application of the three transport network vehicles (TNCs).

Grab, on the other hand, said this will surely affect the income of their drivers.

But Grab warned their drivers not to take advantage of passengers because of the order.

“We ask the riding public paki report po agad (promptly report) any opportunity possible kapag may ganito (if there are such cases) because we will fully take action,” said Grab head of public affairs Leo Gonzales.

Drivers opposed the statement of Puwersa ng Bayaning Atleta (PBA) partylist Representative Koko Nograles to return the P1.8 billion that Grab overcharged from its passengers.

Grab driver, Wilson, said this will be a problem because they have already earned it.

“Kami ang mag suffer. At pag kami nag-suffer, lahat kami technically, hindi makakabayad ng monthly amortization. Wala kami papakain sa pamilya namin. So si Congressman Nograles ba sasagot sa mga pagkain ng pamilya namin?” said Esteras.

(We are the ones who will suffer. And if we suffer, all of us technically will not be able to pay monthly amortization. We won’t have anything to feed our family with. So, is Congressman Nograles going to feed our families?)

Nograles said they will conduct an oversight committee hearing if the LTFRB will not investigate the case.

LTFRB may also be charged with graft if they will not act on the case.

“Kung hindi po sila gagalaw para i-refund ang pera ng taong bayan, ibig sabihin doon sila pumanig sa Grab at hindi sa taong bayan. Kaya ang LTFRB ginawa yan para protektahan ang taong-bayan,” said Nograles.

3 kidnappers nabbed in PNP-AKG op

Three members of the Ricky Barrios kidnapping syndicate arrested by the PNP-AKG

MANILA, Philippines — Three members of the Ricky Barrios kidnapping syndicate were arrested by the personnel of Philippine National Police Anti-Kidnapping Group (PNP-AKG) in yesterday’s follow up operation.

One of the arrested suspects is SPO2 Leo Leal Pamonag who is assigned at  Calabarzon police.

PNP-AKG director PSSupt. Glen Dumlao said Pamonag was the supplier of police uniforms, ammunition, firearms and grenade that were being used by five slain kidnappers in San Pablo, Laguna.

Apart from Pamongay, Glen Tancingco who rented the vehicles used by the suspects was also arrested.

MANILA, Philippines — Even before the heated exchange between Chief Justice Maria Lourdes Sereno and Associate Justice Teresita de Castro started at the Supreme Court’s quo warranto oral arguments in Baguio City on Tuesday, one had already started at the rally area outside the venue between Atty. Larry Gadon, who filed the impeachment complaint against Sereno,  and the supporters of the chief magistrate.

Gadon’s actions against the supporters earned criticism on social media.

Under the code of professional responsibility, a lawyer must not engage in activities that may taint his law practice such as involvement in scandals that may affect his legal profession.

“A lawyer is not only responsible for himself and his client, he’s also responsible for his actions vis-à-vis society in general. So, in his conduct he must be exemplary also in society. So kung (if a )lawyer, you know, in his public or private life conducts himself in a scandalous manner, pwedeng tingnan po yan ng isang complainant at mag-file ng (a complainant may look into it and file an) ethics complaint,” said IBP Pres. Abdiel Fajardo.

The board of governors of the IBP has discussed the incident and is now getting ready in case someone files a complaint against the lawyer.

BOC confiscates over P2-M worth of ‘ukay-ukay’

MANILA, Philippines — The Bureau of Customs (BOC)  has confiscated 40-foot container van containing “ukay-ukay” or secondhand clothes which arrived on February 27 at the Manila International Container Port (MICP) .

The garments came from Hong Kong and were misdeclared as household goods and personal effects from Proline Logistics Philippines Inc.

As the vans passed through an X-ray scanner, Customs officials noticed that it contained used clothes wrapped inside balikbayan boxes.

Alert order was issued by the BOC to avoid the release of said shipment.

Under the law, importing “ukay-ukay” (used clothes) is prohibited.

“I have been receiving reports there are still ‘ukay-ukay’ diyan sa (in) Baclaran. So these are the things that we will address but we will be concentrating on our port,” said BOC Commissioner Isidro Lapeña.

The commissioner reminded the public about the dangers of purchasing second-hand items such as clothes.

“Do not patronize itong mga ‘ukay-ukay’ because of health issues. Hindi natin alam kung saan nanggagaling itong mga used clothing na ito eh. Pwede ito manggaling sa ospital at hindi na-sterilize at hindi na sanitize,” said the commissioner.

(Do not patronize these ‘ukay-ukay’ because of health issues. We don’t know where these used clothing came from. They could have come from the hospitals and have not been sterilized nor sanitized.)

Importers may be held liable for violations of Republic Act 4653 and Section 1400 of Republic Act 10863 or the Customs Modernization Tariff Act.

Martial law victims may claim up to P1.7M

MANILA, Philippines — Only around 11,000 out of more than 75,000 applicants are recognized as legitimate victims of human rights violation during the martial law under the term of former President Ferdinand Marcos.

Claims Board chairperson Lina Sarmiento said that more than 60,000 of the applicants have been disqualified because they lack or have insufficient evidence required by law to support their claim.

A claimant who gets 10 points, which is classified as “extreme violation of human rights,” may receive up to P1.7 million as monetary reparation.

But chairperson Lina Sarmiento has suggested that those who did not pass the requirements may be entitled to non-monetary reparation which includes scholarship program and assistance from Department of Social Welfare and Development (DSWD).

“Non-monetary reparations should be provided for alleged claimants who cannot provide evidence,” said former Human Rights chair Eta Rosales.

Sarmiento, however, said the law they use in adjudicating applicants is too strict.

She added that even categorizing the victims of torture is not that simple.

It should be based on the Anti-torture Law which includes detention and systematic beating, headbanging and the like.

“Para sa isang ordinaryong magsasaka, pupunta ka sa bukid mo nakasalubong mo yung sundalo wala ka namang ginagawa bigla kang ginulpi. Alam mo ikaw ay binugbog pero sabi ng mga mambabatas hindi torture yun. Eh ano gagawin ng Claims Board? Denied.” said Sarmiento.

( An ordinary farmer on his way to the field bumps into a soldier and gets beaten up for no reason.  He knows he was beaten up but the lawmakers say it’s not torture. What would the Claims Board do then? Denied.)

Election period, gun ban begin on April 14

As the election period starts, the gun ban follows on April 14, 2018, Saturday.

The official election period will start on April 14, Saturday, coinciding with the implementation of the gun ban.

During this period, the Commission on Elections (Comelec) will be accepting certificates of candidacy for the May elections.

Meanwhile, Comelec spokesman James Jimenez said the Comelec en banc is yet to decide on whether or not to publish the list of third termers in the barangay and Sangguniang Kabataan (SK) polls.

At present, there are more than 8,000 barangay officials and around 240,000 SK officials in the poll body’s list who are no longer allowed to run in the May 14 elections.

“What’s important is that the information is with us and validated,” Jimenez confirmed.

Once the Comelec en banc approves it, the list will be available on the Comelec website to serve as guide to voters as to who among the local officials are no longer qualified for reelection. — UNTV News & Rescue

Barangay poll candidates on drugs watch list to face criminal raps

Candidates for the May barangay elections who are on the drugs watch list of The Philippine Drug Enforcement Agency (PDEA) are likely to face criminal and administrative charges.

The Department of the Interior and Local Government (DILG) Assistant Secretary Jonathan Malaya said Wednesday, that DILG office- in-charge Eduardo Año has already ordered the filing of charges.

Malaya said charges are also being prepared against local officials who failed to organize a Barangay Anti-Drug Abuse Council (BADAC) in their respective areas.

“Undersecretary Martin Diño and Assistant Secretary Archie Echiveri are the ones in charge of determining who these barangay officials who will be charged are,” Malaya said during a press briefing at the DILG-National Police Commission (NAPOLCOM) office. — UNTV News & Rescue

2017 Bar exam results to be released on April 26

According to Supreme Court spokesman Atty. Theodore Te, 2017 Bar examinations results will be out on April 26.

The Supreme Court (SC) has announced that the results of the 2017 Bar examinations will be out on April 26.

According to SC spokesman Atty. Theodore Te, the high court justices are scheduled to meet in a special en banc session to deliberate and approve the results prior to the release.

Bar exam 2017 committee chair, Justice Lucas Bersamin will officially announce the results.

The list of successful examinees will be flashed on a big screen at the SC quadrangle and can also be accessed through the SC website. — UNTV News & Rescue

Davao police internal cleansing yields 206 raps vs cops

Philippine National Police (PNP) is implementing the internal cleansing strategy to remove rogue police personnel.

The Philippine National Police-Regional Internal Affairs Service (PNP-RIAS) in Davao City has received at least 206 cases against policemen.

According to RIAS-11 chief PSSupt. Jose Carumba, this is the result of the internal cleansing campaign of the current administration that aims to remove rogue police personnel.

“Ginawang model ang Davao City dahil ang president natin taga dito at Police Director General Ronald ‘Bato’ dela Rosa. So parang naging inspiration sa ating PNP personnel na huwag gumawa ng masama sa kanilang trabaho,” he said.

(Davao City has become the model since our president as well as Police Director Ronald “Bato” dela Rosa hails from this city. So it has become the inspiration of our PNP personnel not to commit corruption.)

Based on the RIAS-11 data, from 86 cases in 2016, it has dwindled down to 35 this year.

Complaints range from performance irregularities; neglect of duty; violation of Republic Act 9262 or violence against women and children; and violation of police operation procedures.

“Pababa ang trend ng kaso in terms of internal discipline ng ating PNP dito sa Region XI. Halos pare-pareho but in terms of breach of internal discipline, mababa. Ito yong neglect of duty, awol of PNP personnel,” said Carumba.

(The cases are trending downward in terms of internal discipline of our PNP here in Region XI. It’s almost the same, but in terms of breach of internal discipline, it’s low. It includes neglect of duty, AWOL of PNP personnel.)
