DOJ to summon ex-PNoy, Garin, et. al over Dengvaxia anomaly

MANILA, Philippines — The Department of Justice (DOJ) will summon former President Benigno Aquino III in the scheduled hearing on Dengvaxia anomaly on May 15.

The justice department also sent summons to former Budget Secretary Florencio Abad, former Health Secretary Janette Garin and other health officials and several employees of Zuellig and Sanofi Pasteur.

They are facing charges of corruption, violation of the procurement law, technical malversation and criminal negligence.

During Friday’s hearing, boxes of documents were submitted by the complainants led by the Volunteers against Crime and Corruption (VACC), to provide evidence on the alleged bidding anomaly of the controversial dengue vaccine.

“In so far, as the planning stage, this project is really a cart-before-the-horse maneuver. We can prove that,” said Atty. Laurence Villanueva, the legal counsel of the complainants.  — Roderic Mendoza| UNTV News & Rescue

Año to new PNP Chief Albayalde: Prioritize SAF allowance anomaly

MANILA, Philippines — Interior and Local Government officer-in-charge Eduardo Año Thursday told newly installed Philippine National Police (PNP) Chief Director General Oscar Albayalde to prioritize the issue on unreleased subsistence allowance of Special Action Force (SAF) Troopers.

Año said the issue “will serve as litmus test on how he (Albayalde) will carry out the internal cleansing program within the police organization.”

Año was referring to the P59.8-M peso fund withheld from SAF troopers even after a portion of it had been released. Año believes the PNP should launch its own fact finding investigation on the matter.

Former SAF chief Director Benjamin Lusad and former SAF budget and fiscal officer Senior Superintendent Andre Dizon together with two SAF Finance personnel had been relieved of their posts and are now plunder and malversation charges over the fund mess. — UNTV News & Rescue

“ENDO” Bill to face intense debate in Senate – SP Pimentel

Senate President Aquilino “Koko” Pimentel believes that the passage of an anti-ENDO law will go through heated debate at the Senate plenary.

“It must be really that controversial na mahirap ipasa (that it’s difficult to pass), but we will still try kasi priority yan (because it’s a priority),” he said.

Pimentel added that some investors have expressed concern over the provisions of the new legislation and might opt to leave the country should the new labor policy gets tough.

“May the best argument win na. Depende na iyon kung ma-convince ang majority ng legislators, we will not have a law. Kapag hindi nila ma-convince then we will have a law, then umalis na lang sila, kung gusto nilang umalis,” says Pimentel.

(May the best argument win. It depends, if majority of legislators will be convinced, we will not have a law. If they will not be convinced, then we will have a law. If that happens, they can leave if they want to leave.)

The Senate President said they will consult Labor Secretary Silvestre Bello III on the issue to know what the labor sector really needs captured by law.

The Anti-ENDO Bill was submitted to the Senate in January pending deliberation in the plenary.

Currently, there are two versions of the law in the Senate.

Senator Joel Villanueva, in his version, emphasizes stricter labor policy. He seeks to simplify classification between a regular and under probation employee as well as equal treatment among project-based or seasonal employees with the regular ones. His version of the bill also bans the so-called “labor only” or “manpower contracting” practices.

Duterte wants pursuit of ‘labor-only contracting’ firms

MANILA, Philippines — President Rodrigo Duterte has directed Labor Secretary Silvestre Bello III to submit a report on companies engaged in labor-only contracting.

These are companies that implement repeated short-term employment contracts better known as “cabo” and 5-5-5 schemes.

The president gave the labor department 30 days to submit the report to the Office of the President.

The National Labor Relations Commission (NLRC) was also ordered to coordinate with the labor secretary in relation to the order.

According to Presidential Spokesperson Harry Roque, this is still part of the president’s promise.

“To crack down on them because the promise was to end 555 — end. Ang promise ng Pangulo, habang ganiyan ang depinisyon ng contractualization na hindi lahat ay bawal, kung hindi iyong mga cabo lamang, sisiguraduhin ni Presidente wala talagang 555 at wala talagang cabo,” said the presidential spokesperson.

(To crack down on them because the promise was to end 555 — end.  The president promised, while the definition of contractualization says not everything is prohibited but only “cabo”, the president will ensure that there will be no more 555 and cabo schemes.)

On Thursday, Malacañang said the president will no longer sign an executive order banning contractualization of workers.

Roque said it is the duty of the Congress to enact laws that will ban all types of contract labor in the country.

Duque lambasts PAO over ‘malicious’ Dengvaxia complaint

Health Secretary Francisco Duque III on Friday blasted the Public Attorney’s Office for implicating him in the new complaint relative to the Dengvaxia controversy.

PAO filed charges of reckless imprudence resulting in homicide and violation of the Anti-Torture Act against Duque and 35 other officials.

Duque called such move as “malicious” and questioned PAO Chief Persida Acosta for not including former health secretary Paulyn Ubial in the complaint.

“I find it malicious. I think she (Ubial) is equally liable because she continued it despite knowing the red flag. She knew there are risks,” Duque exclaimed.

Among the respondents in the case are former Health Secretary Janette Garin, officials of Sanofi Pasteur and Zuileg Pharma, the local distributor of the controversial Dengvaxia vaccine.

Duque maintained he had nothing to do with the implementation of the dengue immunization program since he was only appointed as Department of Health secretary in October last year.

Nevertheless, the Health chief said he is ready to face the charges filed against him. — UNTV News & Rescue

DTI to release new SRPs on school supplies next month

The Department of Trade and Industry (DTI) is set to release a list of suggested retail prices (SRPs) on school supplies next month to serve as guide to consumers prior to the opening of classes in June.

DTI advises consumers to shop early to avoid the sudden increase in prices of basic school supplies.

“Mamili na sila ng school supplies habang maaga pa at tsaka wag silang mag-alala nakabantay ang DTI sa lahat ng concerns ng mamimili,” DTI Undersecretary Ruth Castelo said.

(They should buy school supplies while it’s still early. Do not worry, DTI is monitoring concerns of consumers.)

It has been observed that prices of ordinary school supplies have already marked up months before classes begin. Some vendors in Nepa Q-Mart are actually planning to increase their prices.

“Lahat po halos tumaas eh, simula po sa notebook tapos sa mga pad,” school supply retailer Rose Bolaong said.

(Almost everything went up, from notebooks to pad papers.)

Meanwhile, DTI has demanded explanation from paper manufacturers for unauthorized increase in prices.

The manufacturers argued that the price of raw materials in the global market has increased; inevitably affecting the price of paper products. They promised DTI not to add to their prices this year.

“Ang increase na nagawa na nila ito na yun, wala nang karagdagang increase. This school year nag-commit na sila. Ito na iyon, for June,” Castelo said.

(This is the increase that they have made; no more additional increases. They have committed this school year. This is it for June.)

Wishful 5 begins album recording

MANILA, Philippines — After a short break from their Wishcovery journey, the five Wishfuls  have returned to work.

On Wednesday, they started working on their album featuring the best of their Wishclusives and some of their original songs.

First to record their singles are fourth runner-up Hacel Bartolome, 2nd runner-up Louie Anne Culala and wildcard finalist and grand winner Princess Sevillena.

“‘Yung binigay ‘yung kanta, talagang syempre alam mong sa ‘yo, nakakatuwa, napaiyak ako. Nabiyahe ako nun eh, tapos tumawag ako sa nanay ko, sabi ko ‘Ma, may kanta na akong akin’,” said Hacel.

(When they gave me the song and realizing it was made for me, it was thrilling, it made me cry. I was on the road when I called my mother. I said to her,”Ma, I now have my own song.” )

They also gave hinted on what to expect from their original songs.

“Sobrang millennial. Sobrang millennial ng tunog and parang may pagka-Sarah G feels. Ganun,” said Louie Anne.

(So millennial. The sound is so millennial, it has a Sarah G feels to it. )

“Hindi biro ang magrecord ng isang upbeat song. I mean, it takes a lot of strength din sa vocals,” she added.

(Recording an upbeat song is no joke. I mean, it takes a lot of vocal strength.)

“Hoping and wishing and praying na magustuhan ng mga tao ito kasi unang-una relatable siya. Pangalawa, ang ganda ng melody niya. Pangatlo, ‘yung lyrics sobrang tagos sa puso,” said Princess.

(Hoping and wishing and praying that people will like it because firstly, the song is relatable. Secondly, the melody is beautiful. Thirdly, the lyrics just goes straight to the heart.)

Composer and Wishcovery resident reactor Jungee Marcelo, who also penned their singles, directed them in the album recording.

The composer is optimistic with the outcome of the recording.

“Madali silang i-guide. Sabihin mo ito, ibibigay naman nila. Ibig sabihin, magagaling ‘yung ating mga Wishfuls. Meron silang natural na musicality,” said the veteran music producer.

(Their easy to guide. You tell them to do this, and they deliver. It means our Wishfuls are truly talented. They have natural musicality.)

“It’s very tough writing these songs, coming up with something that would fit each one. So I hope I gave justice to whoever gets the song and I hope and I feel good now, hearing them singing the song,” he added.

UNTV News and Rescue provides first-aid to injured driver

Mariel Soriano suffered injuries to the nose, mouth and bodily pains after her car rammed into the center island in Sasa, Davao City, Friday.

A witness said Soriano was driving her car beyond speed limit when it suddenly swerved off the road and slammed into the center island hitting another vehicle.

In the initial investigation of the police, Soriano and her husband were quarreling inside the car when the incident happened.

“Buti na lang pagkarinig niya sa impact, agad itong pumreno (It’s a good thing that she stepped on the brakes upon hearing the impact),” said the eyewitness.

Soriano was brought to the Southern Philippines Medical Center after UNTV News and Rescue administered first aid to her wounds.

Authorities reminded the public to follow the specified road speed limit to avoid any accidents. — UNTV News & Rescue

6 dead in Nueva Ecija family massacre

A simple marital spat escalated into the brutal murder of six family members in San Leonardo, Nueva Ecija at early dawn on Friday.

The victims were identified as Abby Caballero, Jennifer Caballero, Leonila Caballero, Joshua Caballero, Serrio Caballero and Sonny Custodio.

Wounded survivor Analyn Caballero, 20, was rushed to Dr. Paulino J. Garcia Memorial Research and Medical Center while two other surviving minors are currently under the custody of the Philippine National Police (PNP) Women’s Desk.

Based on the initial investigation of the authorities the suspect, identified as Jesse Tesoro, hacked to death his live-in partner, Jenifer Caballero, and five other victims at around 4:30 a.m.

According to their neighbors, the family has been renting the house for a month while working as farm laborers.

The authorities are looking into possible motives for the massacre while a manhunt operation for the suspect is underway. — UNTV News & Rescue

DepEd to file charges vs teacher accused of molesting Palaro athlete

MANILA, Philippines – A teacher has been accused of molesting a student athlete in the Palarong Pambansa 2018.

The Department of Education (DepEd) assured it will not tolerate such behavior and vowed to implement the full force of the law if the suspect is found guilty of the offense.

During Saturday’s press conference at Quirino Stadium in Bantay, Ilocos Sur, Department of Education Undersecretary Tonisito Umali expressed his disappointment over the incident.

“Imagine the circumstance is almost unbelievable. Napakaraming tao, di ko alam kung ano nasa isip nitong guro na ito,” said Umali.

(There are so many people here, I don’t know what the teacher was thinking.)

“Pag napatunayan yung kaso sa kanya, makakaasa po kayo titingnan din po namin kung ano yung maaaring ginagawa niya o maaaring ginagawa sa kanyang paaralan na pinagtuturuan,”added the official.

According to Usec. Umali, DepEd Secretary Leonor Briones has ordered the agency to push through with filing of complaints against the teacher to speed up resolution of the case.

LTFRB Bicol exec, employees fired over allegations of corruptions

An LTFRB (Land Transportation Franchising and Regulatory Board) regional director (RD)and three other LTFRB employees have been fired over corruption charges.

LTFRB Chairman Martin Delgra III last Friday, April 20, personally served the order against Bicol Regional Director Jun Abrazaldo, and promptly appointed Ret. Col. Vladimir Kahulugan as the latter’s replacement.

“We don’t tolerate corruption under this administration. When your top official such as an RD is allegedly involved what can you expect from the entire office? Madaling makahawa yan (It’s contagious),”said Chairman Delgra.

This comes on the heels of a suspension order issued against Atty. Mary Jil Caurel, Hearing Officer IV of LTFRB Bicol over allegations of grave misconduct and other administrative offenses.

Caurel is being accused of accepting bribes to expedite applications for Certificate of Public Convenience (CPC); extorting money in exchange for the release of impounded vehicles; delaying franchise applications; and falsifying entries in her daily time records.

A show cause order against them will also be issued against two of her administrative aides, Christine Yan and Erlisa Sedano, to explain their alleged role in the charges.

Transportation Secretary Arthur Tugade has previously directed all offices and agencies under the Department of Transportation to get rid of corrupt officials and employees which he tagged as “termites” in the organization. — UNTV News & Rescue

Palace spox proposes creation of Boracay press corps

Presidential Spokesperson Atty. Harry Roque has suggested the creation of a Boracay press corps.

Roque said he offered the idea during a Cabinet meeting with President Rodrigo Duterte.

The proposal is in line with the inter-agency task force’s plan to impose a 9 a.m. to 5 p.m. rule for media coverage of the ongoing Boracay Island rehabilitation.

However, Roque said the approval of his proposal still rests with the inter-agency task force.

“I think I persuaded the Cabinet that provided there is accreditation for a Boracay press corps, then they can issue media cards to accredited media of Boracay press corps and they can be treated as residents of the island,” Secretary Roque said.  — UNTV News & Rescue

LP Senator Bam Aquino said consultation is still ongoing for the creation of their line-up which will be the new face of the opposition group.

“I think ang hinahanap ng tao hindi rin yung mga lumang mukha at lumang pangalan. Naghahanap rin po sila ng mga bagong mukha at bagong pangalan,” Aquino said.

Duterte’s visit to Kuwait ‘not sure,’ says Palace

MANILA, Philippines — Malacañang cannot tell yet whether or not President Rodrigo Duterte will fly to Kuwait following the incident between Kuwaiti and Philippine embassy officials during the weekend.

“I’m not aware of the final decision of the president whether or not he will go to Kuwait, so I will clarify. But the last statement was, he wants to go to tell them why they should be more humane to Filipino workers,” said Presidential Spokesperson Harry Roque.

Last Saturday, April 21, the Kuwaiti government questioned Ambassador Renato Pedro Villa for his controversial remarks against the Gulf state. Some embassy officials were also arrested and accused of convincing Filipino workers to escape from their respective employers.

The Palace is still hopeful that the misunderstanding will not affect the signing of a bilateral agreement on OFW protection between the two countries.

Grab suspends over 500 partner drivers

MANILA, Philippines — Ride-hailing company Grab confirmed suspending nearly 500 partner drivers over a number of complaints from commuters.

Different posts from dismayed passengers flooded the social media last week. Grievances ranged from the higher fare, booking difficulties to impolite drivers.

Grab PH country head Brian Cu said they will not tolerate abusive drivers that is why they have canceled the operations of some.

“We are going to start establishing stricter measures for drivers. Hindi naman po immediately makikita ang results na yun (results will not be seen immediately), so I’m asking the public for a little patience but also some trust that we are doing something to correct, to ensure that the ride is convenient and safe,” Cu said.

Grab admitted that the suspension of the two-peso per minute extra fare charge has greatly affected their income.

Meanwhile, PBA Partylist Representative Jericho Nograles said they are planning to file charges against Grab for the alleged unauthorized collection of the two-peso per minute additional charges.

“Ang threat ko sa Grab is, the moment na mangongolekta sila sa mga driver na mabayaran yung refund, ako ang unang magsasampa ng kaso sa kanila — syndicated estafa and large scale estafa,” Nograles warned.

(I’m warning Grab. The moment they start collecting from the drivers to pay for the refund, I will be the first one to file a case against them — syndicated estafa and large-scale estafa.)

For its part, the Grab management said they are ready to face any complaint; however, they insisted that they have not collected any illegal fees from the riding public.

Palace: Trump’s support on Duterte’s war on drugs, more important vs. reports

MANILA, Philippines — Malacañang has refused to pay attention to the latest report of US State Department that expresses alarm over President Rodrigo Duterte’s “war on drugs”.

Based on the report, the cases of extrajudicial killings are the “chief human rights concern” in the Philippines which shows “a sharp rise with the onset of the anti-drug campaign in 2016”.

But Presidential Spokesperson  Harry Roque said the report directly contradicts US President Donald Trump’s statements which support the anti-drug war.

“Given what we heard from President Trump, let’s just say it exists but we prefer to hold on to the words of President Trump. He is, after all, the president,” Roque said. — UNTV News & Rescue

GSIS orders Sofitel to vacate due to decade-long arrears

The “notice to vacate” was due to Sofitel’s non-payment of monthly land rental for 25 long years which is now estimated to have reached P101 million.

GSIS management argued that though Sofitel was able to pay the P9 million monthly rental for its building, the hotel did not pay its dues for other properties like the Japanese restaurant, parking space and tennis court among other amenities.

“Itong mga bagay bagay na to hindi kami binabayaran ng mga utang nila talagang nakaka irita ito at hindi nakakatulong sa aming sitwasyon ito, lumalala ang problema namin,” said Atty. Jesus Clint Aranas, President and General Manager of GSIS.

In a statement, Atty. Dianne Christie Rosacia, the legal counsel of Philippine Plaza Holdings Inc.,which operates Sofitel said, “PPHI has been complying with all its contractual obligations to GSIS, including the payment of rent.”

Rosacia added that, “The controversy concerns only two small lots, and not the hotel itself or the land where it stands. There is no reason for the controversy to affect hotel operations in any way.”

Sofitel has until May 13 to pay its dues otherwise the hotel will be compelled to vacate the land as stated on the notice issued by GSIS. Also, the government insurance company will defer its plans to file a lawsuit against Sofitel should it complies with GSIS’ demand.

GSIS is increasing its collections to further sustain its fund life.

The government insurance agency will also look into other tenants in nearly 60 of its properties to check for non-payment of rentals.

“I will tell you, I will assure you na since na identify ko na yan, unti unti na yan. I have started the engine already, and this will steam roll. Right now I don’t have the figures pero lugi kami,” Aranas said.

EXCLUSIVE: BOC seizes 17 container vans of smuggled onions

The Bureau of Customs (BOC) seized over 500 tons of smuggled onions from China inside 17 container vans at the Manila International Container Port Monday, April 13.

According to BOC, the consignee misdeclared the onions as apples. The smuggled onions were placed inside boxes of apples to hide the contents.

Customs Commissioner Isidro Lapeña assured to charge the consignee with multiple violations of the Customs Modernization and Tariff Act.

Lapeña added that the consignee may also be charged of economic sabotage as the smuggled cargo is estimated at P20 million.

“Since marami itong kanilang importations, itong mga container van na ipinarating nila, this can even go to a case of economic sabotage,” Lapeña explained.

The seizure was prompted by a report that reached the Department of Agriculture which in turn alerted Customs officials.

Agriculture Secretary Manny Piñol was among those who personally inspected the shipments Monday. Piñol expressed concern that the smuggled onions might pose health risks when sold to consumers.

“Hindi dapat lumusot ito sapagkat delikado ito sa ating agrikultura. Maaaring may dalang sakit ito. May lupa pa eh. So hindi ito dumaan ng ating sanitary at phytosanitary clearances,” he said.

(These should not get through because it can be dangerous to our agriculture. They could be carrying diseases. There’s still soil attached, so it means these did not go through our phytosanitary clearances.)

Secretary Piñol added that should the smuggled onions reach the markets, they could cause unfavorable competition with local farmers.

“Dalawang bagay – tatamaan yung ating mga farmers, babagsak ang presyo ng sibuyas. Pangalawa, magkakaroon ng implikasyon sa ating agriculture sapagkat maaring may dalang sakit ito o mga peste,” Piñol concluded.

“I want them identified.”

This was the statement of Philippine National Police Chief Police Director General Oscar Albayalde referring to disgruntled cops who are bashing him on social media.

In a press conference Monday, April 23, Albayalde disclosed that loads of negative comments against his policies can be read on a certain Facebook page under the account name “Buhay Lespu.”

He particularly mentioned attacks to his conduct of surprise inspections when he was still chief of the National Capital Region Police Office (NCRPO).

“Ang website na ‘Buhay Lespu,’ lahat iyan against doon sa ginagawa natin doon sa NCRPO. Pero kapag pumunta ka doon sa website ang mga kababayan natin, lahat sila ay natutuwa at sinasabi nila na iyon ang tama,” the PNP chief said.

(The website “Buhay Lespu” is very critical of my actions in the NCRPO. But if you check other comments, majority of the people approve and say it is the right thing to do.)

“So makikita mo ang attitude ng mga pulis natin, iyong mga pasaway.  Kaya sabi ko doon sa DICTM (Directorate for Information and Communications Technology Management), I want them to be identified and I’ll make them report to my office personally,” he added.

The PNP chief noted that he has nothing against freedom of expression but there are certain limits to it especially for members of a government organization such as the PNP.

He added that criticisms against legitimate orders from superiors should be aired and addressed in a proper forum.

“Hindi kailangan na magsalita ng ganoon, to back fight. Kailanman hindi tama sa amin na mag backfight ka especially (against) sa iyong commander. Napakasamang ugali noon. They can be charged for insubordination,” the PNP Chief said.

1 year free MRT-3 rides for soldiers

Metro Rail Transit 3 (MRT-3)

Soldiers are given a year of free train rides, courtesy of Metro Rail Transit (MRT) Line 3.

This is in line with a memorandum of agreement to be signed Wednesday by the Department of Transportation (DOTr,) MRT-3 and the Armed Forces of the Philippines (AFP.)

The project is a small gesture to acknowledge the efforts and sacrifices of the members of the military in order to maintain peace and national security.

For its part, the AFP in return will offer medical assistance and allow the use of its service ambulance in time of crisis and emergencies.

Last year, Light Rail Transit Authority (LRTA) inked a similar agreement with the AFP which takes effect until December 2018.  — Asher Cadapan Jr. | UNTV News & Rescue
