Fire at Antipolo City jail kills 84 y/o inmate, injures 10

Inmates at Antipolo City Jail

ANTIPOLO CITY, Philippines – A fire broke out from inside a male dorm in Antipolo City jail compound at around 8:00 p.m. on Thursday (December 28).

According to the Bureau of Fire Protection (BFP), they weren’t able to immediately extinguish the fire because the road to the burning facility was narrow  and the inmates were rushing to go out to safety.

The fire reached second alarm and was declared fire out after an hour.

“Ang nakita po natin, ang affected lang naman ay ang isang selda at ang bodega po doon sa second floor. Kasi ang mga partition, mga concrete naman. So hindi naman masyadong naapektohan ang ibang mga selda kasi naagapan natin,” explained Fire Chief Inspector Orlando Antonio.

An 84-year-old person deprived with liberty (PDL) died after he was rushed to the hospital.

Ten other inmates, meanwhile, were treated for sustaining minor injuries.

One inmate, however, managed to escape from detention during the chaos.

“Unfortunately, mayroon isang nagsamantala na makatakas. Ang pangalan niya ay Simon Michael Dig, robbery ang case niya. Kasalukuyan, nandoon na yung tracking team natin. In fact, kanina pa. After ng immediate na quick accounting natin, nag-dispatch na kaagad tayo ng tao. Kinausap na rin ang family,” assured Jail Inspector Xavier Solda, the Antipolo-BJMP Chief for Community Relations Service.

The facility holds an estimated 1,500 inmates, according to the BJMP.

“Siguro nagkaroon ng panic. Nagtalunan,  nag-agawan, nagsisigawan kaya ganoon. Parang ang gulo kanina. So immediately, kami naman na nandito, bumaba kami kaagad. And then nakapagtulong tulong naman kami para ma-intercept ang mga patakas na mga preso kanina,” said Antipolo City Chief of Police PSupt. Villaflor Bannawagan.

The remaining inmates safely returned to their respective detention cells after the accounting.

Comelec considers placing Daraga, Albay under its control

MANILA, Philippines – Following the killing of Ako Bicol Rep. Rodel Batocabe, the Commission on Elections (COMELEC) said it is considering to place the municipality of Daraga, Albay under its control.

COMELEC said that their statement came after local poll officials “recommended this course of action” in light of the assassination of Batocabe last December 22, as well as the two unidentified victims that were found dead in the same municipality a day after the congressman was killed.

“The biggest problem really is apart from the killing of Ako Bicol Rep Rodel Batocabe, may dalawa pang natagpuang patay the following day, unidentified pa iyong mga tao na iyon,” said Director James Jimenez.

Based on the rules of the poll body, COMELEC takes over the full control of a place if a place there is a history of- current- intense political rivalry among contending parties, as such rivalries could motivate people to engage in violent acts

 “The fact that the perpetrators are still at large has contributed to the atmosphere of fear and anxiety in the area. Ang concern ng ating local field officials is that it might lead to an increase in violence as it is there is already intense political rivalry in that area,” Jimenez added.

Jimenez also explained, if the COMELEC decides to place Daraga, Albay under its control, it will take effect on January 13, 2019 coinciding with the start of the election period

The COMELEC En Banc, however, may set the effectivity to any date which it deems appropriate.

 “Ang ibig sabihin ng COMELEC control is that COMELEC will take immediate and direct supervision and control over all national and local officials in Daraga, Albay. This includes exercising control and supervision over all law enforcement agencies, national and local. Literally, 100% take over iyan ng municipality na iyon,” Jimenez explained.

The poll body will also take into consideration reports and security assessments filed by the Philippine National Police (PNP) once they decide to implement the COMELEC control. – Aiko Miguel | UNTV News and Rescue

Manhunt intensified for abductors of 2 soldiers, 12 CAFGU members in Agusan Del Sur

AGUSAN DEL SUR, Philippines – It has been more than a week and the New People’s Army (NPA) still holds captive of government troopers abducted on December 19.

Two Army soldiers and 12 members of the Civilian Armed Forces Geographical Unit (CAFGU) were taken hostage by the communist rebels while they were on duty in a patrol base in Barangay New Tubigon in the municipality of Sibagat in Agusan Del Sur.

The soldiers, Corporal Erick Manangan and Private First Class Darlino Carino Jr., were part of the Philippine Army 3rd Special Forces manning the area.

Along with the hostages, the rebels took several military equipment as well as firearms from the base.

According to 401st IB Spokesperson Maj. Rudolfo Cordero, they are beefing up their manhunt operations to trace the hideout of the abductors after the deadline for the release of the hostages lapsed on December 25.

 “Hinintay natin ang sinasabi nila na ire-release daw nila bago mag-pasko pero hanggang ngayon hindi pa nila nire-release. So meron namang crises management committee ang Sibagat Municipal government na siya na ring tumutulong makipag-usap sakaling magkaroon ng negotiation,” Cordero said.

The Philippine Army believes that abduction of government troopers are part of the NPA’s plan to compel the AFP to stop its offensives against them and a way to celebrate the communist group’s 50th founding anniversary.

Meanwhile, the AFP has created a board of inquiry which now investigates the incident for possible breach of military protocol on the part of the soldiers.

 “Na-strengthen na natin ang patrol base na iyon. Actually malalakas naman ang patrol bases natin kaya nga kailangan naming maimbestigahang mabuti kung bakit nangyari (iyon),” Cordero noted.

Following the incident, the AFP appeals to the rebel abductors not to harm the captives and respect the human rights.

Kin cries justice for teacher stabbed at home in Cavite

CAVITE, Philippines – Teacher Jolly Butawan was stabbed to death inside her home at GMA Village in Barangay Poblacion Singko, in the municipality of General Mariano Alvarez on the evening of Sunday (December 23).

Teacher Jolly sustained 30 stab wounds in different parts of her body which eventually caused her death.

Her brother Joseph can only remember her as a kind person and their family still cannot believe that his sister is gone.

“Nagtataka kami kung bakit nangyari sa kaniya ito. Wala po siyang kaaway. Sa katunayan nga po kung kayo’y magtatanong-tanong diyan sa paligid kung anong klaseng tao po itong kapatid ko ay puro positive po ang masasabi sa kaniya,” Joseph said.

The GMA police is looking into robbery as the main motive of the incident.

“Initially ang motibo ng pagnanakaw kasi base na rin doon sa kamaganak at doon sa crime scene processing na ginawa ng PPNP-SOCO, nawala nga iyong mahalagang gamit tulad ng cellphone, alahas at pera,” explained GMA Police Chief PCInsp. Romulo Dela Rea.

Authorities, meanwhile, confirmed that they already have one person of interest based on the recovered CCTV footage and from the testimonies of the witnesses.

In one of the videos, the potential suspect was seen standing inside a computer shop holding the victim’s mobile phone.

Teacher Jolly’s family calls on the authorities to find justice for her murder.

“Sana po ay mahuli po ang pumatay sa aking mahal na kapatid at sana rin po kung ano po ang parusa na dapat maibigay sa kaniya ay maibigay po sana,” Joseph said as he called for immediate action from the government.

PH population expected to balloon to 109M in 2019 – POPCOM

MANILA, Philippines – The Philippines’ population is expected to reach 107 million by the end of 2018.

By 2019, it is expected to grow further to 109 million people, according to the Commission on Population and Development (POPCOM).

Based on the agency’s data, Region 4-A is currently the most populated region in the country.

From 14 million in 2015, the agency projects the number to increase to 16.1 million in 2019.

The National Capital Region (NCR), meanwhile, is expected to have 13.8 million while Central Luzon will have 12.2 million population by the end of next year.

These three regions hold almost 35% or one-third of the country’s total population.

Meanwhile, the least populated region which is the Cordillera Administrative Region (CAR) is projected to increase by only a hundred thousand next year, that is 1.8 million people in total.

Based on the agency’s study, 70 million of the country’s population is within the working age of 15 years old to 64 years old.

The agency projects the country’s labor sector to increase by 1.4 million in 2019.

POPCOM Executive Director Antonio Perez III said this is a good indication of a stronger and larger workforce next year.

This means, however, that the government will be compelled to open more job opportunities for the growing number of workers for next year, according to Perez, not to mention the current 18 percent of the country’s population who are underemployed and unemployed.

“Ang pinaka-kawawa sa mga manggagawa natin ang single mothers dahil mag-isa lang siyang nagaalaga ng sarili niya at kung 2 hanggang 3 anak niya,” Perez said.

Perez also noted that the country fared well when it comes to the workers’ dependency ratio or the number of dependents the current labor force supports.

“Ang ideal ay silang manggagawa susuportahan ang sarili nya at saka isa pang dependent. Ang tawag doon dependency ratio na 50. So kapag malapit ka sa 50 tamang-tama iyan sa iyong populasyon. Ang Pilipinas ngayon nasa dependency ratio na 54 so konti nalang maaabot na natin yung 50,” Perez explained.

It can be noted also, according to Perez, that still a large number of the population prefers to seek job opportunities in major cities.

He recommends to the local governments, however, to strengthen the agriculture sector in the provinces to be able to provide employment to job seekers in the countryside and to minimize urban migration and overpopulation in rural areas.

“Hindi natin maiiwasan na maraming Pilipino na gustong manirahan sa urban area. So ang maganda niyan mag-develop pa tayo ng mga ibang urban areas outside of Metro Manila para hindi lahat nandito,” the POPCOM official concluded. – Marje Pelayo (with reports from Rey Pelayo)

Rep. Batocabe’s son likely to finish his term in Congress

ALBAY, Philippines – The leadership of Ako Bicol Party list wants Congressman Rodel Batocabe’s son, Atty. Justin Batocabe, to finish his father’s remaining six months in office.

 “Napagkasunduan namin na i-fill up iyong upuan ni Cong. Rodel Batocabe for the last 6 months ng kaniyang paninilbihan and may consensus na kami diyan na ipalit iyong kaniyang anak na si Justin Batocabe,” Rep. Alfredo Garbin said.

Atty. Justin, meanwhile, said he is open to the idea.

“Sinabi lang po sa akin ng Comelec na pwede daw po iyon. Sa amin naman po, hindi pa namin nakakausap sa mga detalye pero pag nakakausap ko po ang aming liderato, ng Ako Bicol Party list, nakikita po nila na praktikal ito sapagkat ako’y executive assistant ng aking ama. Alam ko kung ano ang gusto niyang batas, paggawa, proyekto at tulong na nais niya pong ipagpatuloy,” the younger Batocabe said.

The proposal, however, must go through proper procedure set by the Commission on Elections (Comelec) and is subject to the approval of House Leadership.

Meanwhile, the Batocabes are still in negotiation as to who will run in place of the slain lawmaker in the coming 2019 mayoralty race in the town of Daraga.

Congressman Batocabe was supposed to run against incumbent Mayor Carlwin Baldo in next year’s polls.

Atty. Justin also appeals to the residents of Daraga to stop those who spread fake news that allegedly the Batocabes could no longer file for a substitute candidate.

“Ang sinasabi po nila ay ang aking ama ay naging independent candidate kasi po siya po ay taga AKB…at tumakbo siya ng mayor at siya’y nasa ilalim ng NUP,” Atty. Justin noted.

“Hindi po kailangan maging eksperto sa batas para maintindihan po ang lohikang ito. Uulitin ko po pwede pong (magkaroon ng) substitute ang aking ama,” he added.

Likewise, he calls on those who could help solve the case of his father to come out and help in the investigation.

“Nagmamakaawa po ako na kung sino pa man ang mayroon pang alam, lumapit na po at makipagbigay kooperasyon sa mga otoridad,” he appealed.

Muntinlupa, Las Piñas to strictly impose firecracker ban

MANILA, Philippines — Muntinlupa and Las Piñas City will strictly prohibit the use of any of firecracker in welcoming the new year based on the two cities respective ordinances.

City Ordinance No. 14-052 of Muntinlupa and City Ordinance No. 1484-17 of Las Pinas City state that all kinds of firecrackers are prohibited to prevent disasters.

Malacañang assures passenger safety a gov’t priority in NAIA

MANILA, Philippines – Malacañang is scrutinizing the latest travel advisory issued by the United States Department of Homeland Security (DHS) alleging security measures at Ninoy Aquino International Airport (NAIA) as deficient.

The advisory which circulated on social media on Wednesday (December 26) said NAIA “does not maintain and carry out effective security consistent with the security standards established by the International Civil Aviation Organization (ICAO).”

“In view of this finding and effective immediately, airlines issuing tickets for travel between the United States and MNL are directed to notify passengers in writing of this determination,” the advisory further stated.

Presidential Spokesperson Salvador Panelo in response to the issue assured on Friday (December 28) that passenger safety remains the government’s utmost priority in NAIA.

“We assure everyone that the Philippine government, through the Department of Transportation (DOTr), the Manila International Airport Authority (MIAA) and the Office for Transportation Security (OTS), is prioritizing the implementation of strict security measures at the Ninoy Aquino International Airport,” Panelo said.

Among the recommendations are the procurement of additional x-ray machines, walk-through metal detectors and alarm systems.

These improvements, however, will be realized on the second quarter of 2019 as they need to go through proper government procedure, according to Panelo.

He added that the government is also taking into consideration the inputs from global partners such as the International Civil Aviation Organization on the issue.

Meanwhile, Defense Secretary Delfin Lorenzana is confident that the country has enough defense against terror threats in NAIA.

He noted, however, that the government cannot discount the fact that the country’s main gateway is a potential target for terrorists.

Lorenzana believes the US travel advisory referred to the rules and regulations being imposed in NAIA and not about it being vulnerable to terrorist attacks.

“Hindi naman siguro. I think it’s the management of the airport, the way passengers are being screened, ang mga equipment natin, if they are not adequate,” he said.

Nevertheless, the Defense Secretary calls on the public to be vigilant and alert against lawless elements and to keep safe at all times especially this holiday season particularly when going to crowded areas. –  Marje Pelayo (with reports from Rosalie Coz)

Court acquits Arroyo in 2007 electoral sabotage case

MANILA, Philippines – The Pasay City Regional Trial Court has acquitted Former President and House Speaker Gloria Arroyo of charges of electoral sabotage in connection with the 2007 midterm polls.

In an order signed December 17 and made public Friday (December 29), the court dismissed the case “for failure of the prosecution to prove the guilt of the accused Arroyo beyond reasonable doubt”.

The court also ordered the return of the P1 million pesos bail posted by Arroyo for her provisional liberty in 2012. – Marje Pelayo

TD ‘Usman’ weakens into low pressure area; warning signals lifted

QUEZON CITY, Philippines – All tropical cyclone warning signals have been lifted on Saturday (December 29) as tropical depression ‘Usman’ weakens to a low pressure area, according to weather agency PAGASA.

TD ‘Usman’ has made landfall over Borongan City, Eastern Samar at 6:00 a.m. Saturday but later weakened to an LPA as it moves towards Eastern Samar.

At 7:00 a.m. the center of LPA was estimated within the vicinity of Llorente, Eastern Samar.

Meanwhile, moderate to heavy rains will still prevail over CALABARZON, MIMAROPA, Bicol Region and Aurora, while light to moderate with at times heavy rains is expected over Metro Manila the rest of central Luzon and Visayas.

Residents in the said areas, especially those living near river channels and in low-lying and mountainous areas, are advised to take appropriate measures against possible flooding and landslides.

Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of Northern and Central Luzon, the eastern and western seaboards of Southern Luzon and the eastern seaboard of Visayas due to surge of the Northeast Monsoon.

7.1 magnitude earthquake jolts Davao Oriental

DAVAO ORIENTAL, Philippines ~ A magnitude 7.1 earthquake struck Davao Oriental at 11:39 a.m. Saturday (December 29).

Based on data gathered by the Philippine Institute of Volcanology and Seismology (PHIVOLCS), the center of the quake was recorded 162km south of the municipality of Governor Generoso, Davao Oriental with depth of 49km.

The agency is still verifying the intensity experienced in affected areas of the earthquake.

PHIVOLCS also issued a tsunami advisory on areas that may experience rapid rise or fall of seawater.

Heavy flood isolates Lope De Vega town in N. Samar; food supply runs low

SAMAR, Philippines – Food supply is running low in the town of Lope De Vega in Northern Samar as heavy rains and serious flooding isolate the municipality.

According to Dir. Rei Josiah Echano, Head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) in an interview on Saturday (December 29) major roads leading to the town proper are heavily submerged in floodwater which makes it impossible to transport by land the additional supplies needed to stranded residents.

Echano said they are preparing to airlift the needed supplies as soon as possible.

Based on their estimate, the municipal government’s supply of goods is enough only for residents’ consumption until Saturday evening.

Echano noted that they did not anticipate the amount of rains that the ongoing weather system would bring as they experienced a 1-month volume of rainfall in just a period of 6 to 10 hour which coincidentally the same amount they recorded exactly 30 years ago on December 29, 1988.

As of this writing, authorities confirmed four casualties due to the effects of the low pressure area (LPA).

Three died in a landslide in Brgy. Henaroganon identified as Eddie Panao; Edison Panao; and Mea Panao.

Meanwhile, one casualty was recorded in Brgy. Osmeña due to drowning identified as Jun Mendaño.

Director Echano said they already have recommended a declaration of a state of calamity in the town of Lope De Vega to speed up emergency operations though there is no confirmation yet as of press time. – Marje Pelayo

Makeshift road to Virac, Catanduanes closed due to soil erosion

A portion of a makeshift road leading to the town of Virac in Catanduanes collapsed on Saturday (December 29) following heavy rains brought about by a low-pressure area.

The temporary pathway serves as an alternative road to the town proper while the San Isidro-San Roque bridge is under construction.

The indefinite closure, according to Viga Police aims at preventing further accidents and harm to residents.

Meanwhile, Viga Police said they are coordinating with the Municipal Disaster Risk Reduction Management Office (MDRRMO) and with the office of Mayor Emeterio Tarin to identify a possible alternative route to and from Virac town. – UNTV News and Rescue

‘Boga’ or PVC cannon tops list of injury-causing firecrackers; number of victims decline by 50% – DOH

MANILA, Philippines – The Department of Health (DOH) recorded a total of 55 firecracker-related injuries as of Sunday morning (December 30).

Most of the victims, 13 of them, were injured after using ‘boga’ which makes it the number one injury-causing firecracker at present.

“Ang talagang top natin  ngayon iyong boga dahil mas uncontrolled siya, unsafe siya. Pangalawa iyong ating mga trianggulo iyong parang labentador na malaki at tsaka kwitis,” said DOH USec Eric Domingo.

Despite this, Domingo noted the significant decline in the number of firecracker-related cases this year which is lower by 50% than the same period last year and a record low of 75% or 166 cases as compared to the record in the past five years.

Alongside the implementation of Executive Order 28 which bans the use of firecracker in the country, many Filipinos have acknowledged the harm and damage that firecrackers may cause that’s why they prefer not to attempt using it just to join the festivities.

Several Filipinos say they would rather watch fireworks display than to risk using firecrackers.

Ayoko po baka kasi maputukan ako. Mapuputol po ang kamay ko,” said John Mark Saludo.

“Gastos lang iyan kapag bumili ka ng paputok. Meron kaming tururot para sa mga bata para walang aksidente,” noted Gaudencio Fermajo.

“Sa bahay lang ako siyempre doon lang ako mag-kain. Hindi ako magpapaputok kasi ayaw ko masugatan ang kamay ko. May Diabetes ako,” said Nony Suarez.

“Bawal nga iyan. Mahuhuli tayo diyan mahirap iyon. Pwede iyon na lang pagsalubong sa bagong taon, torotot at saka magsisisigaw na lang ako,” Moling Magan said.

Meanwhile, the DOH constantly reminds the public to refrain from using firecrackers so as not to add to the casualties and to welcome the new year safe.

“Nakikiusap pa rin kami sa ating mga kababayan na sana po iwasan na ang mga paputok. Ito ay injury at mga kapansanan na maaari talaga nating ma- prevent. Huwag tayong gumastos ng pera na susunugin lang tapos iyong mga anak pa natin iyong mapipinsala at magkakaroon ng kapansanan. Marami pong ibang paraan naman para salubungin ang bagong taon,” Usec. Mall explosion injures many in Cotabato City

COTABATO, Philippines – An alleged bomb exploded at around 1:59 p.m. on Monday (December 31) in front of South Seas Mall along Magallanes St particularly near the baggage area.

Initial details of the explosion from Guerlie Frondoza of the locale government of Cotabato revealed a number of casualties transported to nearest hospitals.

Mall goers were immediately led outdoors for their safety.

“Around 2 o’clock nagkaroon nga na IED explosion sa isang mall particular sa South Seas Mall. Initially dun sa natanggap natin na report from the PNP kung saan sila po yung nagcoconduct ng operation, meron pong 11 na sugatan na andoon sa area doon sa infront ng mall na iyan na dinala agad sa pagamutan,” confirmed Capt. Arvin John Encinas, the spokesperson of the 6th ID, Philippine Army.

Investigation is underway to identify the IED while members of the Scene of the Crime Operatives (SOCO) work on to process the crime scene.

According to eyewitnesses, a man left a box at the entrance of the mall which suddenly exploded and hit the vendors nearby.

“May nag-iwan ng isang lalaki ng isang box na nakabalot then suddenly pumutok,” Encinas said.

Authorities, meanwhile, do not discount the possible participation of the Bangsamoro Islamic Freedom Fighters (BIFF) in the said blast.

REPASO 2018: The year of power struggle: Who’s in, who’s out?

Tension filled the House of Representatives hours before President Rodrigo Duterte’s third state of the nation address (SONA) on July 23.

Several members of the House wanted the ouster of then House Speaker and Davao Del Norte Representative Pantaleon Alvarez to give way to Pampanga Rep. Gloria Arroyo.

Later on, the microphones at the podium went off preventing Arroyo allies to speak. The HOR’s mace or the official seal was also nowhere to be found.

But nothing could stop the pro-Arroyo lawmakers as they held their own voting and elected Arroyo as the new Speaker of the House.

The commotion delayed the President’s SONA for an hour tagging Arroyo as ‘scene-stealer’ and ‘attention grabber’.

The President’s SONA went on with Alvarez still the House Speaker alongside the Senate President at the podium.

The SONA went smooth as if nothing happened but after the President left the Lower House, over 200 congressmen resumed an extended session to formalize the voting.

184 congressmen voted ‘yes’ to Arroyo while 12 abstained.

“There are no rules being followed, walang saysay ito,” argued Rep. Edcel Lagman.

Minutes later, Arroyo sworn into office.

But the drama did not end there because what followed next was dubbed as the ‘House Minority squabble’.

Most members of the House opposed Quezon Representative Danilo Suarez to be the House Minority leader as he was among the ‘front runners’ of the Arroyo-for-Speaker move.

“This will be a clear culpable grave abuse of discretion on the part of the leadership of the house to recognize Danny Suarez as a minority leader because it would be and admission by the leadership that they conspired with the minority to over throw Alvarez,” argued then House Majority Floor Leader Rep. Rudy Fariñas during the House chaos on July 23.

“Kapag ang pumili at bumasbas sa minority ay majority, ano ang maaasahan natin dito hindi tunay na oposisyon. Sabi nga company union,” said ACT Teachers Party list Rep. Antonio Tinio on August 7.

“We need to take it to the Supreme Court para may stability rin para sa House. Nakakahiya para sa ating kongreso na ang minority leader ay in-appoint ng majority,” argued Marikina Rep. Miro Quimbo on August 7.

But in the end, Suarez prevailed and the House leadership approved him as the House Minority Leader.

Arroyo allies were criticized for being ‘power grabber.’

“Nakakahiya na pinapakita natin sa lahat na iyong pag-wrestle ng power, parang in full public view,” expressed Vice President Leni Robredo.

But still, the lawmakers maintained that Arroyo’s and Suarez’s position were in accordance with the law.

“There is nothing to correct we stand by our position that the proceedings yesterday were valid, legal and binding, period,” maintained Former Davao City Representative Karlo Nograles on July 24.

After a week, Arroyo and Alvarez had a one-on-one talk to iron out things between them. Arroyo, however, refused to give details on what transpired in the meeting.

When asked about the alleged power struggle, Alvarez said he already moved on.

“Okay naman ako sinabi ko nga ako the pain lasted for only 24 hours after that wala na,” he said in an interview on August 2.

Malacañang, meanwhile, clarified that President Duterte has nothing to do with the squabble in the HOR as the decision has been made purely by the congressmen.

Similar to the Lower House, the Senate of the Philippines also made a sudden turnover of leadership.

Sixteen senators voted to name Senator Vicente Sotto III as the new Senate President in lieu of Senator Aquilino Pimentel III.

In an unusual move, Senator Pimentel himself nominated Sotto for the position.

Pimentel said he decided to step down to prepare for his bid in the 2019 elections but reports said the main reason was Pimentel’s inaction on some priority bills such as the Duterte administration’s tax reform and the revival of death penalty.

On December 11, the Lower House passed the proposed Charter change but the Senate remains cold on the matter.

The Supreme Court also had its twists and turn when former Chief Justice Maria Lourdes Sereno was ousted via quo warranto plea filed by Solicitor General Jose Calida.

Calida argued that Sereno failed to submit her Statement of Assets Liabilities and Networth (SALN) required of a government official. Without this, Calida m, Sereno’s appointment as chief justice was invalid.

Eight magistrates voted for Sereno’s ouster while six opposed.

Justice Teresita De Castro took over the SC and was named the first (official) woman and the shortest serving chief justice in the country.

Boracay’s compliant hotel and resorts reaches 296 – DOT

BORACAY ISLAND, Philippines – Only 150 hotels and resorts are allowed to operate in Boracay Island when it reopened on October 26 after its six-month rehabilitation.

However, before the year-end, the number of accredited and compliant hotels and resorts has reached to 296.

This is equivalent to 10, 247 rooms in accommodation establishments for tourists.

And as the government continues its rehabilitation efforts on the island, several changes were seen since it was reopened to tourists.

The concreting works at the main road of the island is close to completion particularly the path from Cagban Jetty Port to Bulabog area and some parts of Station 1.

Travel has been made easier as both lanes are now open at the main road.

There are also designated areas for souvenir shops and massage.

Because beach beds and umbrellas are not allowed at the beach front, tourists are placing towels on the sand for sun bathing and resting after swimming.

All water sports activities have resumed on Sunday (December 30) after they were cancelled due to Tropical Depression Usman last week.

The Boracay Inter-agency Task Force and the Malay Local Government installed solar lamps along the stretch of  the beach front at the white beach.

Aside from serving as main lighting source in the white beach, they also deter thieves and other lawless elements thus preventing  untoward incidents.

The task force also prohibits the use of fireworks in Boracay Island to protect the endangered species such as the golden-crowned flying fox,  the largest known species of bat.

Any kind firecracker is also prohibited on the island.

“Lahat ng mga paputok pinagbabawal po sa isla. May designated naman po tayo dun sa mainland. May area po dun isang barangay. Kung may fireworks man dun na lang i-operate,” said Malay-Aklan Acting Mayor Abram Sualog.

Meanwhile, the local government, the Municipal Disaster Risk Reduction and Management Council, BFP, PNP and volunteer groups are all-set to respond on any incident in the year-end revelry.

Death toll from TD ‘Usman’ in Bicol Region reaches 57

Search and retrieval operation in Legazpi, Albay

The wrath of tropical depression ‘Usman’ in the Bicol Region has caused the death of 57 individuals in landslides and drowning in floodwaters.

Based on the latest report of the Civil Defense Region, Camarines Sur has the highest number of casualties with 23 deaths.

This was followed by Albay with 15, Masbate with 7 and 6 for both Camarines Sur and Sorsogon.

Apart from the casualties, 11 persons were recorded injured and 11 others went missing on the onset of Usman in the region.

The Office of the Civil Defense Region 5 Regional Director Claudio Yucut insisted that they prepared for Usman and the local government did not lack in reminding residents of the possible disaster.

He said the problem was negligence of some residents since Usman was declared only as a low pressure area.

“Dahil na-declare na kasi nung umaga na-declare zero tropical cyclone warning ibig sabihin low pressure area na lang at kinagabihan doon nangyari yung maraming landslides. Yung nga tao kampante, zero na tropical warning signal,” said Office of the Civil Defense Dir. Claudio Yucut.

In Albay, two isolated landslides occurred.

In the town of Tiwi, 12 individuals have died in the landslide while three others died in Brgy. San Francisco, Legazpi City.

“Paano ba yan saan tayo hihingi ng tulong kasi ang bilis bilis ng pangyayari ng makita ko wala na talaga sila,” said Nany Lina, a mother of a victim.

The local government has promised to provide financial aid for the victims of the calamity.

Due to the serious damages left by Usman, Camarines Sur, Albay and Sorsogon were declared under state of calamity.

Although Usman has left the Philippine area of responsibility, isolated parts in Bicol Region are still experiencing rains.

OCD has yet to estimate the total cost of its damage to agriculture and properties.

MANILA, Philippines – President Rodrigo Duterte’s Executive Order 28 in 2017 imposed a strict regulation on the use of firecrackers and other pyrotechnic devices.

The order bans the use of firecrackers in households and designated authorized areas for fireworks display.

The directive also aims at preventing further injuries and casualties due to firecrackers in the year-end festivities.

The President ordered the Philippine National Police (PNP) to implement the E.O. and facilitate the inspection, confiscation, and destruction of illegal firecrackers with the help of other concerned agencies the local governments.

REPASO 2018: The Boracay story: Years of ‘cesspool’ to a paradise in months

President Rodrigo Duterte on April 26, 2018 ordered a six-month closure of Boracay Island after reports of overpopulation, pollution and corruption turned the country’s top tourist destination into a ‘cesspool’.

“I will close Boracay. Boracay is a cesspool. It is destroying the environment of the Republic of the Philippines and creating a disaster,” the President said.

Environment investigators discovered poor sewage system with pipelines discharging wastewater directly to the sea.

What happened next to Boracay was a total overhaul – establishments within the 20-meter easement zone were demolished; drainages were replaced and repaired; roads were constructed and widened.

Thousands of workers and residents temporarily lost their sources of income as commercial establishments were barred from operating.

The government, meanwhile, provided alternative jobs for residents under the cash for work program.

While rehabilitation was ongoing, it was discovered that a portion of a mountain in the island was flattened to give way for the construction of a casino resort

The Department of Environment and Natural Resources (DENR) launched an investigation.

But the local government maintained there was never been a plan to construct a casino in the island.

Early this year, Boracay made world headlines as President Rodrigo Duterte ordered its shutdown after declaring it a “cesspool” for years of mismanagement, over tourism, abuse, massive pollution and corruption.

“I will close Boracay. Boracay is a cesspool. It is destroying the environment of the Republic of the Philippines and creating a disaster,” the President said.

Government investigators found that most commercial structures had been operating without permits and violating environmental laws among others.

The Department of Environment and Natural Resources’ (DENR) deep penetrating radar revealed that 43 sites in the entire white beach area of Boracay Island were planted with illegal sewers.

More than 2,000 businesses and homes were illegally connected to the island’s sewage system, all pumping their waste water directly into the sea.

Pollution level at the beach was unprecedented as coliform contamination in Boracay waters already exceeded environmental standards for recreational water.

Seventeen (17) local officials of Aklan province were charged with graft, conduct unbecoming of public officials, gross neglect of duty, grave misconduct and conduct prejudicial to the best interest of the services over irregularities in managing Boracay Island.

An inter-agency task force was created to manage the six-month rehabilitation works in the island starting off with the construction of a new sewerage and drainage system, communication lines and the main road.

After six months of closure and with environment laws and building codes now being enforced, only 68 hotels and resort lodgings are noted compliant, ready to accept bookings.

After days of dry run, the paradise Island of the Philippines is set to officially reopen its gates to tourists but…under stricter compliance guidelines.

Tourist arrivals have been limited to 6,400 each day.

The ‘no booking, no entry’ policy is strictly being imposed.

No smoking and drinking is allowed at the beach front.

No party events by the beach.

No loitering.

The Boracay Inter-agency Task Force hopes the improvements in Boracay will become a template for other rehabilitation works in various tourist spots in the country.

Today, rehabilitation works are still ongoing in Boracay.
