2 PNP personnel, one graduating police cadet fail drug test

MANILA, Philippines — Two personnel of the Philippine National Police (PNP) and one graduating cadet have tested positive for drug use during a random drug test.

After the mauling of Philippine National Police Academy (PNPA) Cadet Corps member on December 31, PNP chief PGen. Debold Sinas has ordered an unannounced drug testing of 260 out of the 262 graduating cadets.

Cadet 1st Class John David Macagba failed the test after his urine specimen showed traces of Methamphetamine Hydrochloride or “Shabu”.

In the Bicol Region, meanwhile, PRO5 Regional Director PBGen. Bartolome Bustamante reported that a total of 8,067 PRO5 personnel had undergone drug testing as of December 30, 2020.

Patrolman Christian Laganzon of Ligao City Police Station and Non-Uniformed Personnel (NUP) Giovanni Adulta of Tabaco City Police Station failed the said drug test.

Sinas has ordered immediate pre-charge investigation and summary dismissal proceedings against Macagba, Laganzon, and Adulta.

“Bustamante said both Laganzon and Adulta have been transferred to the Regional Personnel Holding and Accounting Service effective January 4 to ensure their availability to face further investigation,” the PNP said in a statement.

Since July 2016, a total of 438 PNP personnel have tested positive for drug use, 382 of whom have been dismissed and terminated from the service. Resolution for thirty-nine other cases, however, are still pending. -AAC (with reports from Lea Ylagan)
