Lump-sum items sa 2015 proposed national budget, hindi maaaring alisin — Malacañang

MANILA, Philippines — Umaabot sa halos limampung bilyong piso ang lump-sum funds na nasa ilalim ng 2015 national budget, 1.8 percent lamang kung tutuusin ng kabuuang special purpose funds.

Ayon sa Malacañang, ang pondong ito ay hindi maaaring alisin ng pamahalaan sa mga panukalang budget taun-taon.

“There are funds by its very nature by the very response going to make would require that this cannot be identified and would have to remained as a contingent fund,” saad ni Presidential Spokesperson Sec. Edwin Lacierda.

Kaugnay ito ng plano ng ilang grupo na people’s initiative drive na ang layon ay tuluyang i-abolish ang pork barrel sytem at mabusising mabuti ang lump sum appropriations na nasa panukalang budget dahil posible umano itong mauwi pa rin sa sistema ng pork barrel at Disbursement Acceleration Program (DAP).

“It is nice to hear all these people, the left would say ang gandang pakinggan sa taumbayan, wala tanggalin na ang contingency fund dapat specific. They themselves know it cannot never happened that way,” ani Sec. Lacierda.

Una na ring ipinaliwanag ng Department of Budget Secretary Florencio Butch Abad na ang lump-sum items na nasa 2015 proposed budget ay imposibleng i-breakdown dahil ito ay inilalaan  kapag dumarating ang mga kalamidad. (Nel Maribojoc, UNTV News)
