MANILA, Philippines — Makabayan bloc lawmakers in the House of Representatives have formally filed a bill that seeks to prohibit the substitution of candidates.
Under House Bill No.10287, the substitution of candidates will be prohibited if it is only due to a withdrawal of a candidate from the elections.
The group also wants to declare as nuisance those who filed their candidacy only to be placeholders who will wait until someone else declares his or her intention to run.
“Dito sa mga susog na ito, mga amendments, na clearly maisama for grounds for declaration na isang nuisance candidate kapag ang isang kandidato ay malinaw na placeholder lamang or pseudo candidate at walang intensyon talaga na tumakbo,” said Rep.
