Napoles to be treated as ordinary prisoner at CIW

MANDALUYONG CITY, Philippines — The management of the Correctional Institution for Women in Mandaluyong City assured the security of Janet Lim Napoles.

According to CIW Officer-in-Charge Dr. Edelinda Garcia-Patac, the correctional that will monitor the movements of Napoles and more than 2,000 inmates is complete with CCTV cameras and guards.

“We have enough security personnel to man the area. We have solutions for congested areas. We have CIW in Davao, also under the BuCor. So in cases of congestion, we transfer inmates.”

Napoles will stay at the reception diagnostics center of the CIW for 45 to 60 days for orientation and work assignment.

After almost two months, Napoles will be transferred to the high-profile category dormitory together with 30 other inmates.

According to the management of CIW, there are 30 dormitories inside the correctional, each one can accommodate 30 to 100 inmates.

These are classified in categories: students, elderly, drug-involved inmates, high profile inmates and psychiatric patients.

Patac assured that there will be no special treatment or separate security group for Napoles.

She will be sleeping on a mattress and she will be wearing tangerine gala.

“Considering that my reformation officers are exerting a lot of efforts to give a better program for each inmate — that, is already considered special treatment for all. But the layman, having air conditioning unit, there is no such thing here.”

When it comes to food, the correctional has catering services that will distribute food to the inmates three times a day every day.

Patac said that Napoles and other inmates can buy food other than that which is provided if they have their own money. Nevertheless, an inmate can hold only up to 2,000 pesos.

Patac also said that inmates are not always in the dormitories because the correctional has reformation and community programs.

These include: vocational courses, computer literacy at livelihood programs, like paper craft, candle making, mug and t-shirt printing and dress making.

In the meantime, only lawyers and immediate family members of Napoles are allowed to visit her.
