MANILA, Philippines — Two hundred two partylist organizations were included in the raffle that was conducted on Monday by the Commission on Elections (COMELEC) to determine their placements on the ballot.

Unlike before when the process was manual, this Monday, COMELEC did an automated raffle to hasten the procedure.

COMELEC Chairman Andres Bautista said, “Ginagawa po natin itong automated raffle dahil nga unang-una gusto nating fair kumbaga yung order sa balota nung mga partylist. Ayaw na nating sangayon sa number or letter na ginagamit nung partylist name.”

(We are conducting this automated raffle because we want the order of the partylist on the ballot to be fair. We do not want that the sequencing will still be alphabetical or numerical.)

Ang Bayaning Kawal at Pulis Incorporated got the number one spot and the Samahang Magbabasura Incorporated placed second in the list.

However the commission clarified that the order is not yet final since other groups still has pending issues before the poll body.

Of the two hundred and two groups, only one hundred one initially got the approval of the commission to participate in the partylist race.

The rest did not get a favorable decision from the 1st and 2nd divisions of COMELEC but were able to file a motion for reconsideration and elevate their case before the en banc of the commission.

The poll body hopes to resolve all issues before December 25.

If the en banc will rule to disqualify a partylist and the party failed to secure a temporary restraining order from the Supreme Court within five days then the group’s name will be weeded out from the list.

If this happens then there will be movement in the placement.

Commissioner Christian Robert Lim said, “If the en banc will sustain the denial of the MR of partylist B and C in number 1 and number 2 then partylist number 3 will move up to be number 1.

The conduct of a raffle to determine the placement of partylist groups in the ballot was first done during the 2013 elections.
