MAKATI CITY, Philippines — Acting Makati City Mayor Kid Peña has filed a petition before the Electoral Contests Adjudication Department of the Commission on Elections (COMELEC).

Peña wants a manual recount of votes in the 2nd district of Makati.

“There was fraud there, massive vote buying. We have statements from the people in the area. At the same time, my name does not reflect in the PCOS. We have pictures, videos and several statements of residents,” Peña said in a statement.

Binay won the elections with just over 17,000 votes which to Peña was the lowest recorded figure in history when a Binay runs for the mayoral position in Makati.

Peña said this move would shed light on the issue.

“This is the clamor of the people. Supposedly, today is the last day for filing. We had some financial matters. But some people contributed even only one peso. There were also businessmen and private citizens who raised an amount so we could file the petition,” Peña added.

The COMELEC said filing of protest asking for a recount would entail Php 10,000 as filing fee and Php 25,000 as initial cash deposit since there is a fee of Php 3,000 per ballot box that will be opened.
