President-elect Rodrigo Duterte has recently introduced the majority of individuals he chose to be part of his official family.
Some of them will have to undergo the scrutiny of the Commission on Appointments (CA).
Article VII Section 16 of the Philippine Constitutuion states that appointed officials that need CA confirmation include – cabinet secretaries, ambassadors, officials of the Armed Forces of the Philippine from the rank of colonel or naval captains up to the top, regular members of judicial bar and council, chairman and commissioners of Civil Service Commission, Commission on Elections and Commission on Audit as well as members of the Regional and Consultative Commissions.
There are also officials that need not to undergo CA’s scrutiny.
Of the appointed Duterte officials, those that do not need CA’s confirmation include the commissioners of the Bureau of Immigration, Internal Revenue and Customs as well as agencies like PDEA, National Intelligence Coordinating Agency, NDRRMC, LTFRB, LTO and NBI. Duterte’s Presidential Assistant for Visayas, and National Security Adviser will also no longer need CA’s confirmation.
Meanwhile, some cabinet positions under the Duterte administration are yet to be filled. These include the DOH, DOT and DENR.
There are also no appointments yet on other agencies like the National Council for Disability Affairs and National Anti-poverty Commission.
Like Duterte, some of his cabinet members have expressed confidence of getting CA’s nod.
