Some schools oppose MMDA’s 15-second rule

The Metropolitan Manila Development Authority (MMDA) will strictly implement the 15-second rule in all schools in Metro Manila.

MMDA chairman Emerson Carlos said, this is to prevent private vehicles from adding to traffic congestion when school opens.

School transport services are excluded from the 15-second rule.

“Vehicles will only have 15 seconds to send off their children. So, that means you must be prepared. All the things needed must be ready and you will not do anything more,” Carlos said.

Some parents agree with the MMDA.

But according to a number of school administrators, enough time must be given to them including parents and children before the full implementation.

“Some parents, especially on the first day of school, first week or first two weeks, they still have to be with their kids because some kids are not comfortable being alone,” argued Diliman Preparatory School president Nikki Coseteng.

But school owners are willing to cooperate with the MMDA. They only ask to be given enough time to adjust on the 15-second rule.

Coseteng added that MMDA must also do something about establishments near the schools which usually cause traffic obstruction.

“It must come with the city hall. How come restaurants are given the permit if they only have 4 parking space while they have many customers,” Coseteng said.

MMDA assures that they will give consideration but they will surely issue a traffic violation ticket when a vehicle is already obstructing.
