LTO will not recall car plates distributed to owners

QUEZON CITY, Philippines — Car owners who have already received their new vehicle plates need not worry because the Land Transportation Office (LTO) assured it will not be recalling issued plates.

Asec. Roberto Cabrera said, about 93% or over 600,000 plates have already been distributed to different regional LTO offices nationwide.

“I think the Supreme Court will agree with me that those who already received by the consumers, that will be moot and academic. What we could do is for those still in the storage area of different regional offices is to hold on and not release the plates,” Cabrera said.

They are the plates that the Bureau of Customs (BOC) turned over when the supplier failed to pay the duties and taxes incurred amounting to 40 million pesos.

BOC decided to turn over the plates to LTO since it is the agency authorized to distribute said plates.

However, the distribution of the remaining 7% of the plates will be deferred. That’s about 100,000 plates more.

They are mixed plates or replacements for expired vehicle plates.

According to LTO, they still have a backlog of about 3 million plates but if the Commission on Audit decides to lift the notice of disallowance this week, it would definitely solve the problem.

“The supplier has readied about 2.7 million more or less in the Netherlands. They print it out and they can deliver it here in the Philippines within 45 days, 2.7 [million] within a matter of 90 days, our supply of plates would be normalized,” Cabrera assured.

Nevertheless, LTO will continue encoding new applications of plates because it is not covered by the existing TRO.

Until now, the supplier of the new plates PPI-JKG has not yet discussed the issue with the LTO.

LTO let’s the solicitor general conduct the negotiations with the Supreme Court regarding the TRO.

The agency considers the issue on plates a national problem thus it is requesting the Commission on Audit to issue a decision on the matter soon.
