This is the policy now of the new chief of PNP Firearms and Explosive Office, PSSupt. Cesar Hawthorne Binag, in line with improving the services of the agency and in adherence with the anti-corruption program of President Rodrigo Duterte.

The processing of applications for License to Own and Possess Firearms (LTOPF) and firearms registration has been made faster this year.

Binag explains that once the application has been lodged, for instance, around 11:00 a.m., the LTOPF will be released at 5:00 p.m. on the same day.

Applications that have been lodged after 11:00 a.m. will be issued in the morning of the following day.

Binag has created a document inspection and monitoring team from the Special Action Force who handles the monitoring of the processing of documents.

“Before, they were called combat warriors. Now, we call them document warriors because in the morning, they inspect if the documents are moving according to the queue,” Binag said.

Aside from that, they have reduced the previously 10 requirements to only four for LTOPF applications.

The four requirements are neuro psychiatric test, drug test, NBI or MTC or RTC and police clearance.

“We will review it further to even reduce the number. Once the law is amended we could still improve our service.”

Aside from satellite offices in the cities of Marikina, Cebu and Davao that receive LTOPF and firearms registration, the agency also plans to activate an online application.

They also have designated a priority lane for senior citizens and police in active service who are applying for LTOPF.

The FEO advises those who have expired licenses to wait for the amnesty before applying for renewal.
