MANILA — The Department of Labor and Employment (DOLE) assures to stop the ‘ENDO’ or the contractualization practice in the country.
In an exclusive interview with the UNTV News and Rescue in Saudi Arabia, Secretary Silvestre Bello III said they are targeting to reduce the contractualization incidents by 50% by the end of this year and to totally remove it by 2017.
“I met all regional directors and other officials of DOLE and inform them of the mandate and I got a commitment from them that by this year end we will reduce the incidents of endo and contractualization by 50% and another 50% by next year,” Sec. Bello said.
There are about 30 to 35 million workers under contractualization in the country and only about 4 million are regular based on the estimate of the Trade Union Congress of the Philippines (TUCP).
Companies in the Philippines are practicing the contratualization to reduce the cost of production and avoid paying additional benefits to workers.
“What is happening now is that the number of regular workers is fewer than the contractual ones,” said TUCP spokesperson Alan Tanjusay.
The group is proposing a subsidy of P2,000 for minimum wage earners as well as to lower their taxes to increase their take-home pay.
Sec. Bello said, they are considering such workers’ concerns including the implementation of having a national minimum wage.
“In other words, there will be no difference between the salary in the province with the salary in Metro Manila.” said Sec. Bello.
