PNP finds system flaws in PNPA after mauling incident

PNPA cadets. One hundred six cadets of Philippine National Police Academy (PNP) graduated last March 21.

 

MANILA, Philippines — The Board of Inquiry (BOI) of the Philippine National Police (PNP) discovered several shortcomings in the mauling incident that occurred after the graduation day of PNP Academy ‘Maragtas’ Class of 2018 on March 21.

Board of Inquiry chairman Romeo Magsalos provided the following findings:

  • The cadets were not monitored which led to them forming small factions with members who lack self-discipline;
  • Authorities failed to arrest perpetrators immediately after the incident;
  • The new graduates who were mauled have the tendency to accept the “harm” inflicted by the underclass.

 

The board also discovered a lack of uniformed personnel who are supposed to monitor the activities of cadets and security guards are not allowed inside the dormitory of cadets which is why they were not monitored.

With this, the BOI offered the following recommendations to the Philippine Public Safety College (PPSC):

  • Supervision of cadet activities to prevent the conduct of secret rituals;
  • Prosecution of offenses amounting to criminal acts;
  • Strengthen camaraderie among cadets;
  • Seek intervention of the Secretary of the Department of the Interior and Local Government (DILG) for the implementation of the policy where the deployment to training units under the PPSC is considered as a Table of Organization (TO) position.

“Yung objective ng board na na-create is to determine kung ano yung policies some time in the future na gawin o ipasa para wala nang repeat of the sane incidents,” said the chairman.

(The objective of the board is to determine the policies some time in the future to avoid a repeat of the same incidents.)

Meanwhile, the 44 cadets who mauled their upperclassmen are now facing criminal charges while others involved are facing demerits. — Lea Ylagan | UNTV News & Rescue
