QUEZON CITY, Philippines – The Philippine National Police (PNP) is considering imposing a sticker system among motorcycle riders to prevent more incidents of killings by motorcycle-riding criminals.
PNP Chief Director General Oscar Albayalde said they are planning to have the pilot implementation in Region 3. This is to give proper identification to all motorcycle riders.
“Meron nga tayong ginagawang sticker system that we will launch in Region 3 and then eventually gagayahin iyan ng iba’t ibang region sa buong Pilipinas. Hindi naman ito full proof. Di naman natin sinasabing gagawin natin iyan at matitigil na lahat iyan,” said Albayalde.
To date, there are at least 1,000 shooting incidents involving motorcycle-riding suspects based on the record of the PNP Directorate for Investigation and Detective Management (DIDM). Nine hundred thirty-three of these cases happened between October 11, 2017 and June 4, 2018 while 862 were murder cases and 71 were homicides.
Among murder cases, only 274 were solved while 588 are under investigation. Meanwhile, among the homicide cases, only 37 were solved and 34 are under investigation.
According to DIDM Director Francis Elmo Sarona, from a total of 1,139 suspects, only 57 were arrested, 12 were killed and 1,070 remain at large. Among the list of suspects at large , only 388 have been identified while 682 perpetrators are still unknown.
“Ang motorcycle was an indispensable tool in the commission of the crime or to make good of his escape,” Sarona said.
Meanwhile, the Volunteers Against Crime and Corruption (VACC) through its vice chairman, Arsenio Evangelista said they are in favor of the proposal.
“We fully support any initiative, any tools to address iyang riding- in-tandem criminals o motorcycle riding criminals. Iyang sticker na iyan it is effective,“ Evangelista said. — Lea Ylagan | UNTV News & Rescue
