PNP invites CHR to look into the condition of jail facilities across the country

LAGUNA, Philippines – Philippine National Police (PNP) Director General Oscar Albayalde is inviting the Commission on Human Rights (CHR) to make rounds in detention facilities across the country to see the real situation of inmates.

Albayalde believes the CHR can make a big difference in pushing local government units to expand local detention facilities and build larger spaces to match the increasing number of inmates.

“Ang isang problema kapag hindi amin ang lupa hindi kami makapagrepare o makapagpatayo ng police station. We are actually encouraging these officials of Commission on Human Rights natin na to convince itong mga locale chief executives natin. Let this be a priority program,” Albayalde said.

The invitation was prompted by the recent death of inmate Genesis Argoncillo in Quezon City Police Station 4 in Novaliches.

Albayalde said he believes the QCPD report that Argoncillo died of suffocation and not of police brutality as the inmate’s body showed no signs of bruises or external injuries.

“No less than the attending physician have said na wala silang nakitang pasa whatsoever ang dahilan doon lost of breath because talagang congested iyong mga detention cel,” said Albayalde.

The PNP Chief said they are expecting the volume of inmates to rise further given the intensified government campaign against illegal drugs. – Sherwin Culubong / Marje Pelayo
