MANILA, Philippines – Philippine National Police (PNP) Director General Oscar Albayalde on Thursday (December 27) ordered the cancellation of all gun permits and licenses issued to Iloilo 1st District Rep. Richard Garin and incumbent Mayor Oscar Garin of Guimbal, Iloilo.
In a statement, Albayalde said the order is ‘an administrative action to their involvement in a criminal case involving the use of firearms.’
“Rep. Richard Garin and his father Mayor Oscar Garin are respondents in a criminal complaint to be filed by PO3 Federico Macaya Jr. of Guimbal Police Station for Physical Injuries, Assault Upon a Person in Authority, Alarm and Scandal, Grave Coercion and Grave Threats,” he said.
The charges stemmed when the two officials “handcuffed, manhandled, slapped and spat upon” Macaya on his face and “threatened at gunpoint” on Wednesday (December 26) outside the Municipal Hall of Guimbal, Iloilo.
This prompted the PNP Chief to order the cancellation of the two officials’ Permits to Carry Firearms outside of Residence (PTCFOR) and License to Own and Possess Firearms (LTOPF) which takes effect immediately.
Albayalde added that with the administrative sanction, the two officials’ privilege to own and possess firearms are now revoked pursuant to Republic Act 10591 therefore they “will be commanded to immediately turn-in all their registered firearms to the PNP” upon notification.
The PNP Chief revealed that based on the PNP’s firearms information database, Cong. Garin owns 11 firearms, three of which have expired licenses.
Meanwhile, his father Mayor Garin owns eight firearms including five with expired licenses.
“All these firearms are now subject to confiscation upon revocation of their License to Own and Possess Firearms, effectively making them ineligible to own and possess guns,” the PNP Chief said. – Marje Pelayo (with reports from Lea Ylagan)
