(Reuters) - An Ohio man claiming sympathy with Islamic State militants was arrested and charged on Wednesday in connection with a plot to attack the U.S. Capitol with guns and bombs, court documents disclosed.

Christopher Cornell, 20, of Cincinnati researched the construction of pipe bombs, purchased a semi-automatic rifle and 600 rounds of ammunition and made plans to travel to Washington to carry out the plot, according to an FBI informant’s legal testimony.

Court documents showed that Cornell indicated on Twitter that he supported the Islamic State group under the alias Raheel Mahrus Ubaydah.

According to the documents, in instant messages to the undercover FBI informant, Cornell indicated that while he did not have support to conduct an attack on behalf of any group, “we already got a thumbs up from the Brothers over there and Anwar al Awlaki before his martyrdom and many others.” Awlaki was killed by the United States in Yemen in 2011.

In a November meeting with the informant, Cornell said he considered members of Congress to be his enemies, and he outlined a plan to place pipe bombs at and near the U.S. Capitol and use firearms to kill employees and officials inside, according to the documents.

The suspect’s father, John Cornell, told CNN he thought his son “was coerced into a lot of this.”

“There is no way he could have carried out any kind of terrorist plot,” John Cornell said.

Federal Bureau of Investigation Acting Special Agent in Charge John Barrios noted that the public was not in danger during this investigation.

Ohio U.S. Republican Senator Rob Portman praised the FBI and other law enforcement agencies for their work “to thwart this potential terrorist act. It is an important reminder of the very real threat that radical Islam continues to pose to the homeland.”

The U.S. Capitol Police said they had worked with the FBI on the case.

Cornell has been charged in a federal court in Ohio with attempting to kill a U.S. government officer and possession of a firearm in furtherance of an attempted crime of violence.

MANILA, Philippines – Nasa isang daang raliyista ang nagprotesta sa Mendiola nitong Miyerkules upang manawagan sa pamahalaan na ang mga magniniyog ang dapat na makinabang at mabiyayaan ng coco levy fund.

Ayon kay Anakpawis Partylist Representative Fernando Hicap, hindi sila sang-ayon sa isinusulong na mga panukala sa kongreso, at ang pinaplanong executive order ng Malakanyang kung saan gagawing perpetual fund ang bilyun-bilyong pisong pondo.

“Pag perpetual funds ibig sabihin nananatili yung pondo sa kamay ng government at ang mga ahensya at ang gagamitin lamang ay yung percentage. At kung yung posyento o kita nito ang gagamitin lamang, hindi ito kakasya doon sa tunay na pangangailangan ng mga magsasaka sa niyugan,” giit nito.

Ayon kay Hicap, dapat gamitin sa pangangailangan ng lehitimong mga magniniyog ang pondo tulad ng social benefits, pension benefits, medical and hospitalization benefits, maternity benefits, educational assistance gaya ng scholarship at iba pa.

Ayon sa mambabatas, ito ang dapat na pangunahing paggamitan ng coco levy fund dahil ang pagpapaunlad sa coconut industry sa bansa ay mandato na ng Philippine Coconut Authority (PCA).

Tutol din ang grupo sa pagbuo ng Trust Fund Committee kung saan bahagi nito ang mga magsasaka.

Nais ng mambabatas na isang small coconut farmers council na lamang ang itatag kung saan ang 11 miyembro nito ay kabibilangan ng 7 magniniyog, 2 mula sa sektor ng kababaihang coco farmers at 2 mula sa mga non-government organization na may kaugnayan sa coconut industry.

Walang ilalagay na kinatawan mula sa pamahalaan upang hindi mapakialaman ang coco levy fund at magamit sa ibang proyekto.

“Nasa government yung control ng pondo. Papayagan ng presidente na ang mangasiwa yung nga department halimbawa yung NEDA, yung DAR, yung mangasiwa doon sa pondo eh itong mga departamentong ito mga sabwat ito yung NAPC ay bahagi doon sa daluyan nung mga anomalya nung mga PDAF project nung nga tiwaling congressman at senador at ito rin yung mga ahensyang pinagkunan nung DAP,” pahayag pa ni Hicap.

Magiging ex officio members lamang ang kinatawan ng Philippine Coconut Authority at PCGG.

“Ang inaasahan sana namin kung ito ay ibibigay nila dahil matagal nang wala sa amin iyan ay ibigay ng buo sa hanay ng mga magniniyog ang coco levy fund na hinihiling ng mga magsasaka,” saad naman ni Tony Pajalla, coordinator, CLAIM Quezon Province.

(Reuters) - Facebook Inc Chief Executive Mark Zuckerberg launched a free Internet application in Colombia on Wednesday as part of a drive to bring developing markets online, but remained mute on when and if the company would look to move into China.

Colombia is the first nation in Latin America and the fourth in the world to receive the new Internet.org service, in partnership with local mobile phone provider Tigo, but the aim is to push the app globally, Zuckerberg told Reuters.

The mobile app, aimed at low income and rural users, offers more than a dozen tools via the Android operating system – like encyclopedia Wikipedia, weather websites, job listings and health information, as well as Facebook’s own social network and messaging service – without the user incurring any data charges. It has already been launched in three countries in Africa, including Zambia.

During his first trip to Bogota, the billionaire founder of Facebook said the app would spread very quickly as phone operators reap the benefits of increased revenue from new customers using the services.

“Our goal is to make the Internet.org program available across the world and to help everyone get connected to the Internet,” the 30-year old Zuckerberg said.

“We’re going to look back a year from now and there will hopefully be a lot more countries that have programs like this.”

Although he declined to say where the program would be launched next, he is betting the application will soon be the “default” among mobile operators worldwide to expand Internet access. Those not offering the service will be “lagging” behind.

It “will stop being that only the most visionary and forward-leaning operators want to start doing it and it’ll start being the case that it’s more the default, right, where it’s almost like you’re not doing it if you’re lagging,” said Zuckerberg, dressed in his trademark jeans and gray T-shirt.

Asked when he would look to move into China, Zuckerberg said: “Who knows … that’s very different.”

Zuckerberg and Xiaomi Inc CEO Lei Jun discussed a potential investment by Facebook in China’s top smartphone maker ahead of its $1.1 billion fundraising last month, but a deal never materialized, several people with knowledge of the matter told Reuters. The company has declined comment.

He would not be drawn either on whether recent time spent in Mexico City with telecoms billionaire Carlos Slim would result in a similar Internet.org project, or some another venture.

“I’m not going to say anything specific about any partnership that’s not final, but, I mean, we’re going to want to work with folks across the world on a number of things.”

He said the next launch of Internet.org could be as soon as six months.

The 30-year-old Harvard drop-out met President Juan Manuel Santos earlier on Wednesday and the two officially launched the Internet.org application at the presidential palace.

The tools offered by the service provide a foundation Colombians can use to “build their own prosperity”, Zuckerberg said.

“By giving people these basic tools for free, you’re creating an equal playing field,” he said, referring to entrepreneurs who could use the free Internet to start or grow a business.

The service may even aid Colombia, which has 21 million Facebook users, as it seeks an end to 50 years of war with Marxist rebels, Zuckerberg said.

“Just giving people the tools of connectivity is important by itself in creating communication and a tighter social fabric in creating peace.”

Facebook has partnered with more than 150 wireless providers over the past four years to offer free or discounted access to its social network, but the new app is the first that has added services beyond its own website.

While 85 percent of the global population lives in areas with mobile phone coverage, only 30 percent have access to the Internet. Around 3 billion people will have online access by the end of 2014, the International Telecommunications Union (ITU) has said.

Facebook hopes the Internet.org project will help more than 4 billion Internet-less people worldwide, many of whom live in Africa and India.

The initiative has the potential to boost the size of Facebook’s audience, which totals 1.32 billion monthly users.

MANILA, Philippines – Nagsimula na nitong Huwebes ang implementasyon ng ID system sa mga taxi driver sa Metro Manila, alinsunod sa Memorandum Circular No. 2014-020 ng Land Transportation Franchising and Regulatory Board (LTFRB).

Ibig sabihin, kinakailangang nakasabit sa rear view ng mga taxi ang back to back ID’s ng mga taxi driver.

Deadline na din ngayon ng pagsusumite ng list of authorized taxi drivers ng mga taxi operator.

Bukas naman, Enero 16 magsisimulang manghuli ang LTFRB sa mga hindi susunod sa regulasyon.

Ayon sa LTFRB, papatawan ng multang P5,000 ang mga taxi operators na hindi susunod sa regulasyon.

Sa paglilibot ng UNTV News, karamihan ng mga taxi sa mga taxi bay ay mayroon ng ID, bagama’t may mangilan-ngilan na wala pa dahil hinihintay pa umano nila ang kanilang ID mula sa kanilang operator.

“Sinita nga ako kanina doon sa Cainta eh, mabuti naman at nabigyan ako ng ID,” saad ni Leopoldo Fajardo, taxi driver.

Ayon naman kay Felix Alba, “iyong iba hindi pa nabibigyan ng operator dahil pabago-bago sila eh.”

Paliwanag naman ng LTFRB na mas mapabibilis ang paglalagay ng ID kung ang mga operator ang mag-iisue nito dahil kilala nila ang kanilang taxi drivers.

“Pagka ang ginamit natin ay iyong unang plano ng LTFRB ang maglalabas ng ID matatagalan,” ani Arnel Del Rio, LTFRB Executive Asst, Head Public Assistance & Complaints Desk.

Hindi din pwedeng payagan na pumasada ng taxi operators ang driver na walang ID.

Pabor naman ang mga taxi driver sa regulasyon ng LTFRB upang masiguro ang seguridad ng awa’t pasahero at mabawasan ang mga reklamo sa mga mapang-abusong tsuper.

“Para mayroong record ang company, then naka-record din sa LTRFB for the safety of the passenger,” pahayag ng taxi driver na si Felizardo Zamora.

Para sa seguridad ng bawa’t pasahero, pagpasok ng taxi siguraduhing mayroong ID ang driver, tawagan o i-text ang kaanak para ipaalam ang plate number at body number na makikitang naka-imprenta sa pintuan ng taxi.

MANILA, Philippines – Umabot sa mahigit 20,000 pamilya ang inilikas sa probinsya ng Albay, Catanduanes, Sorsogon, Camarines Sur, Camarines Norte, Leyte, Biliran, Eastern Samar at Western Samar dahil sa Bagyong Amang batay sa huling update ng National Disaster Risk Reduction and Management Council (NDRRMC).

“Which was considered a freak accident na dahil kaya natin isama ito dahil sa lakas ng hangin at nabagsakan,” pahayag ni NDRRMC Executive Director Alexander Pama.

Ang isa pang nasawi na taga-Catanduanes ay kinilalang si Domingo Tableta, 59 anyos, na nalunod habang naghahanap sa kanyang nawawalang kalabaw.

Nailigtas naman ang mga mangingisda sa Culaba, Leyte na kinilalang sina Ricardo Tagayon at Erwin Tagayon nang tumaob ang sinasakyang bangka dahil sa hampas ng malalaking alon.

200 pamilya rin ang nailigtas sa naganap na landslide sa Brgy. Inang Maharang, Manito, Albay.

“Mostly naagapan naman kaagad na dahil sa mga pre-emptive evacuation na ginawa ng ating local government officials, wala tayong na-report na landslide o pagbaha,” ani Pama.

Samantala, 22 probinsya at munisipalidad sa Region 3, Region IV-A at Region V ang nagdeklara ng suspension of classes mula kindergarten hanggang tertiary level.

Habang 19 na munisipalidad naman ang nakararanas pa rin ng pagbaha sa Region V at Region VII.

32 domestic flights rin ang kinansela sa Tacloban City dahil sa sama ng panahon at dahil sa sumadsad na private plane sa Tacloban runway noong Sabado, lulan ang ilang gabinete ni Pangulong Aquino.

Naibalik na rin ang suplay ng kuryente sa Quezon, Daraga, Sorsogon, Camarines Sur, Eastern Samar, Northern Samar at Western Samar.

Ayon kay Usec. Pama, nakapag-deploy na sila ng response assets para sa preemptive evacuations at rescue operations sa Region V at Region VII.

MANILA, Philippines – Tagumpay para sa Philippine National Police (PNP) ang inilatag nitong seguridad sa limang araw na Papal visit sa Pilipinas.

Mapayapa sa kabuuan ang itinuturing ng PNP na isa sa pinakamalaking event sa bansa.

Ayon kay PNP OIC Deputy Dir. Gen. Leonardo Espina, bagama’t walong araw na puyat at pagod ang may 28-libong pulis ay sulit na rin dahil walang anomang untoward incidents sa mga araw na nasa bansa ang pinuno ng Vatican, hanggang sa maihatid ito sa Villamor Airbase pabalik ng Roma nitong umaga ng Lunes.

Sinabi pa ni Espina na bagama’t may 14 na naitalang paglabag sa batas sa limang araw na pagbisita ng papa ay maituturing na minor incident lamang ito.

“Generally peaceful at highly commendable.”

“Konting-konti lang ang natatanggap ko personally from the national operations center in Camp Crame on the crimes that happen,” saad pa ni Espina.

Kaugnay nito ay gagawaran naman ng pagkilala at parangal ang lahat ng mga pulis na matiyagang nagbantay sa kabila ng lamig, malakas na buhos ng ulan at matinding sikat ng araw.

(Reuters) - Roger Federer and Maria Sharapova glittered under the Rod Laver Arena lights on Monday, restoring order at the Australian Open after eight women’s seeds crashed out in the afternoon sun on a manic opening day.

The evergreen Federer strolled into the second round with a classy 6-4 6-2 7-5 win over Taiwan’s Lu Yen-Hsun before fellow second seed Sharapova ruined Croatian qualifier Petra Martic’s 24th birthday with a 6-4 6-1 victory.

Rafa Nadal and Andy Murray also enjoyed comfortable wins as three of the men’s ‘Big Four’ shook out the early-season rust.

Although the retired Li Na is not defending her singles title, the glowing Chinese stole the spotlight from the players when she announced she was expecting her first child with husband and former coach Jiang Shan.

“I think Dennis (Jiang) is doing a good job. He just made one ace,” said the 32-year-old crowd favorite on the Rod Laver Arena, sparking cheers from the terraces.

The hole left by the twice grand slam champion’s absence is begging to be filled and a rejuvenated Sharapova, dressed to kill in a smart red outfit, looked the part in a controlled display against the outgunned Martic.

Federer joined Sharapova in the winners’ circle at the Brisbane International this month and, on his coach Stefan Edberg’s 49th birthday, the Swiss notched his 1,001st tour win.

“Winning in the first round, it’s always a bit of a relief. I thought I played good,” the 33-year-old told reporters after dashing around the court like a frantic teenager against the 47th-ranked Lu.

While seventh seed Eugenie Bouchard advanced with a straight-sets victory over 98th-ranked German Anna-Lena Friedsam, half of the 16 women’s seeds in action were swept away before the sun had set on a glorious day.

Fifth seed Ana Ivanovic was the highest-profile casualty, the former world number one falling in three sets to doubles specialist Lucie Hradecka of the Czech Republic.

Ninth-seeded German Angelique Kerber blamed a “bad day” at the office after being dumped out by Romanian Irina-Camelia Begu in three topsy-turvy sets.

It was steadier going on the men’s side where an undercooked Nadal felt the confidence flooding back after thrashing Russian veteran Mikhail Youzhny.

Coming back after a long layoff from injury and illness, Nadal gloomily ruled himself out of title contention before the event but the Spaniard eased quickly into the grand slam groove with a 6-3 6-2 6-2 win.

“This first match here was tough mentally for me,” the 2009 champion said on center court, resplendent in a pink shirt and a fluorescent yellow headband.

“I hope this match will give me confidence as I play the next round.”

VERY DIFFICULT

Sixth seed Murray, bidding for a maiden Australian Open title after three trips to the final, opened up with a 6-3 6-4 7-6 (3) win over Indian qualifier Yuki Bhambri, occasionally berating himself but pleased overall with his display at the refurbished Margaret Court Arena.

“The whole match he made it very difficult, he played very aggressively,” Murray said of Bhambri, the lowest-ranked player in the draw at 317.

“He shouldn’t be ranked 300 in the world.”

Romania’s Simona Halep, seeded third and fancied to break through for a maiden grand slam title this year, had few worries in a 6-3 6-2 rout of Italian Karin Knapp.

Men’s seventh seed Tomas Berdych went through without fuss while number 10 Grigor Dimitrov, tipped to rock the tennis establishment after a breakout 2014 season, showed ominous form with a 6-2 6-3 6-2 victory over German Dustin Brown.

(Reuters) - The militant Islamic State group, which holds territory in Iraq and Syria, issued a video online on Tuesday purporting to show two Japanese captives and demanding $200 million from the Japanese government to save their lives.

A black-clad figure with a knife, standing in a desert area along with two kneeling men wearing orange clothing, said the Japanese public had 72 hours to pressure their government to stop its “foolish” support for the U.S.-led coalition waging a military campaign against Islamic State.

The militant, who spoke in English, demanded “200 million” without specifying a currency, but an Arabic subtitle identified it as U.S. dollars. The video identified the men as Haruna Yukawa and Kenji Goto.

The video was not dated, but on a visit to Cairo on Jan. 17, Japanese Prime Minister Shinzo Abe pledged around $200 million in non-military assistance for countries battling Islamic State.

Abe was in Jerusalem on Tuesday as part of a regional tour.

In Tokyo, Japan’s foreign ministry said it was checking the video to see whether the footage was genuine and said that, if it was, “such a threat by taking hostages is unacceptable and we are extremely resentful.”

Goto is a freelance reporter who was based in Tokyo. He has written books on AIDS and children in war zones from Afghanistan to Africa and reported for news broadcasters in Japan.

Goto met Yukawa last year and helped him travel to Iraq in June, he told Reuters in August.

Yukawa’s father, Shoichi Yukawa, declined to comment, saying he was overwhelmed by the news reports.

The video resembled others distributed by Islamic State outlets in which captives were threatened or killed.

The militant, who spoke with a British accent, appeared to have the same voice as a jihadist shown threatening captives in previous Islamic State videos.

MANILA, Philippines – Isang kautusan ang inilabas ng Department of Education (DepED) na magiging batayan sa pagsasagawa ng mga aktibidad at paggamit ng mga materyales na may kaugnayan sa kultura ng indigenous people (IP).

Ang nasabing guidelines ay resulta ng konsultasyon ng DepED sa iba’t-ibang IP communities, educators at civil society support groups.

Layon ng guidelines na mapabuti ang “ethical assessment” ng mga paaralan at DepED offices sa pagsasagawa ng mga aktibidad at inisyatibo na may kinalaman sa mga aspeto ng IP culture.

Kabilang rito ang cultural presentations, festivals, at paggamit ng artifacts at indigenous clothing.

Taos-puso naman ang pasasalamat ni Education Secretary Armin Luistro sa mga IP leader na tumulong sa pagbuo ng guidelines.

“Ang lahat po ng mga kwento, mga awitin, at mga ritwal na inyong ipinapadala sa amin ngayon ay isang pagbabalik-tanaw sa kung sino ang Pilipino. Maraming salamat sa mga panahon na pinagtibay ninyo ang inyong mga paniniwala at hindi ninyo pinagpalit ang tunay na diwang Pilipino.”

Binigyang diin rin ng kalihim ang kahalagahan ng cultural exchange upang mas maintindihan ng mga estudyante ang kultura ng mga katutubo.

“Kami po sa Kagawaran ng Edukasyon ay patuloy na pinag-aaralan ang mga katutubo nating kaalaman. Kami po ay mga guro pero alam ko po na sa larangan ng katutubong kultura ay marami pang dapat malaman. Hindi po kami mga eksperto sa mga bahaging ito.”

“Sa atin pong paghahanap ng ating katutubong diwa bilang mga Pilipino, makikita po siguro natin ito sa iba’t ibang mga katutubong kaalaman, mga katutubong awitin, kwento, ritwal, at iba’t-ibang mga pinapahalagahan na ngayo’y nasa inyong mga komunidad,” saad pa ni Sec. Luistro.

SAN FERNANDO CITY, Philippines – Aprubado ng Regional Development Council ang paglalatag ng P29.2 billion para sa konstruksyon ng Central Luzon Link Expressway (CLLEX).

Inaasahan ngayong taon ay sisimulan na ang konstruksiyon ng 63-kilometer expressway na magdudugtong sa Tarlac at Nueva Ecija, at magpapabilis ng biyahe mula Metro Manila patungo sa hilagang bahagi ng bansa.

Ayon sa Department of Public Works and Highways (DPWH), ang unang phase ng proyekto ay nagkakahalaga ng P13-billion na may habang 28 kilometro na magmumula sa Subic-Clark-Tarlac Expressway (SCTEX) hanggang sa lungsod ng Cabanatuan, Nueva Ecija.

Kaparehong halaga rin ang gugulin sa second phase ng proyekto na magmumula sa Cabanatuan hanggang San Jose City na may habang 35 kilometro.

“Tulad ng ginawa natin sa SCTEX at TPLEX, mas madadali na ang ating biyahe papunta ng Region 2. Bali ang daan nito dito sa part ng Nueva Ecija papunta sa San Jose City,” pahayag ni Loreta M. Malaluan, Asst. Regional Director ng DPWH Region III.

“Ito yung magko-connect sa SCTEX sa may bandang Tarlac o Lapaz going to Cabanatuan then going to San Jose city,” dagdag nito.

Sa pamamagitan ng nasabing two-lane expressway, magiging mabilis na ang biyahe mula Metro Manila hanggang Nueva Ecija at inaasahan rin na magpapabilis sa pag-unlad ng gitnang Luzon.

Mapagagaan rin nito ang trapiko sa Bulacan dahil dadaan na ang mga sasakyan sa North Luzon Expressway (NLEX), SCTEX at CLLEX papuntang hilagang Luzon.

Aabutin naman ng mahigit dalawang taon ang konstruksyon ng itatayong expressway bago ganap na makumpleto.

Sa susunod na pulong ng APEC ay magkakaroon ng mahigit tatlumpung serye ng working groups at committee level meetings upang pag-usapan ang 13 mahahalagang usapin katulad ng trade and investment, anti-corruption, counter terrorism, health at iba pa.

Maliban dito, magsasawa rin ang APEC ng public-private dialogue tungkol naman sa information technology and business process management, creative industries, at research and development services.

Bitbit ang tema ng APEC ngayong taon na “Building Inclusive Economies, Building a Better World”, layunin ng pulong na palakasin ang mga negosyo at kalakaran sa Asia Pacific Region upang tugunan ang hamon ng bawat ekonomiya.
