MANILA, Philippines – Kinondena ng Armed Forces of the Philippines (AFP) ang ginawa ni Lieutenant Junior Grade Raphael Marcial na miyembro ng Presidential Security Group (PSG) kaugnay sa pamemeke ng Automated Teller’s Machine card (ATM).

Ayon kay AFP PIO Chief Lt. Col. Ramon Zagala, mahaharap si Marcial sa summary dismissal at masasampahan ng paglabag sa prejudicial to good order and conduct unbecoming officer and gentleman.

Bukod  pa  ito sa paglabag sa Republic Act 8484 o E-Commerce Law.

Sa ngayon ay nakakulong sa PSG Headquarters si Marcial at agad na iti-turn over sa Philippine Navy pagkatapos ng imbestigasyon.

Rock around the clock: zircon crystal is oldest piece of Earth

(Reuters) – To put it mildly, this is one gem of a gem.

Scientists using two different age-determining techniques have shown that a tiny zircon crystal found on a sheep ranch in western Australia is the oldest known piece of our planet, dating to 4.4 billion years ago.

Writing in the journal Nature Geoscience on Sunday, the researchers said the discovery indicates that Earth’s crust formed relatively soon after the planet formed and that the little gem was a remnant of it.

John Valley, a University of Wisconsin geoscience professor who led the research, said the findings suggest that the early Earth was not as harsh a place as many scientists have thought.

To determine the age of the zircon fragment, the scientists first used a widely accepted dating technique based on determining the radioactive decay of uranium to lead in a mineral sample.

But because some scientists hypothesized that this technique might give a false date due to possible movement of lead atoms within the crystal over time, the researchers turned to a second sophisticated method to verify the finding.

They used a technique known as atom-probe tomography that was able to identify individual atoms of lead in the crystal and determine their mass, and confirmed that the zircon was indeed 4.4 billion years old.

To put that age in perspective, the Earth itself formed 4.5 billion years ago as a ball of molten rock, meaning that its crust formed relatively soon thereafter, 100 million years later. The age of the crystal also means that the crust appeared just 160 million years after the very formation of the solar system.

The finding supports the notion of a “cool early Earth” where temperatures were low enough to sustain oceans, and perhaps life, earlier than previously thought, Valley said.

This period of Earth history is known as the Hadean eon, named for ancient Greek god of the underworld Hades because of hellish conditions including meteorite bombardment and an initially molten surface.

“One of the things that we’re really interested in is: when did the Earth first become habitable for life? When did it cool off enough that life might have emerged?” Valley said in a telephone interview.

The discovery that the zircon crystal, and thereby the formation of the crust, dates from 4.4 billion years ago suggests that the planet was perhaps capable of sustaining microbial life 4.3 billion years ago, Valley said.

“We have no evidence that life existed then. We have no evidence that it didn’t. But there is no reason why life could not have existed on Earth 4.3 billion years ago,” he added.

The oldest fossil records of life are stromatolites produced by an archaic form of bacteria from about 3.4 billion years ago.

The zircon was extracted in 2001 from a rock outcrop in Australia’s Jack Hills region. For a rock of such importance, it is rather small. It measures only about 200 by 400 microns, about twice the diameter of a human hair.

“Zircons can be large and very pretty. But the ones we work on are small and not especially attractive except to a geologist,” Valley said. “If you held it in the palm of your hand, if you have good eyesight you could see it without a magnifying glass.”

BFP, nangangailangan pa ng 17,000 bumbero

MANILA, Philippines — Nangangailangan pa ng 17-libong fire fighters ang Bureau of Fire Protection (BFP) upang makatugon sa international fire protection standard na 1 is to 2,000 ratio.

Ayon kay BFP officer-in-charge Chief Superintendent Carlito Romero, may kaugnayan ito sa tumataas na bilang ng mga bagong fire truck at mga kagamitang binibili ng pamahalaan.

Ayon kay Romero, habang dumadami ang bilang ng kagamitan ay nangangnailangan ng mas maraming tauhan.

76 na mga local government unit (LGU) na ang nabigyan ng DILG ng mga high-end Rosenbauer fire trucks.

Plano ng DILG na bumili pa ng karagdagang 300 fire trucks na ipamamahagi sa mga probinsya.

Magtatayo rin ng mas maraming fire station ang DILG upang makatugon sa 4 minute response time kapag mayroong sunog.

Sa pagtaya ng BFP, mas tataas pa ang bilang ng mga sunog ngayong buwan ng Marso sa pagpasok ng taginit.

Nagpaalala naman ang MERALCO na agad ipaalam sa kanilang tanggapan kung mayroong mga illegal connection.

MANILA, Philippines — Matapos hilingin ng isang senador na sumailalim sa lifestyle check, bumwelta ngayon ng hamon si dating Technology Resource Center Director General Dennis Cunanan sa mga senador na idinadawit sa pork barrel scam.

Sa inilabas na statement ng kanyang mga abogado, hinamon ni Cunanan ang tatlong senador na sina Senators Juan Ponce Enrile, Jinggoy Estrada at Bong Revilla na sumailalim din sa lifestyle check at pumayag na mabuksan ang kanilang mga bank account.

Ito aniya ay upang mapatunayan ang sinasabi ng mga senador na inosente sila sa umano’y anomalya sa kanilang PDAF at upang malaman ng taong-bayan kung sino ang nagsasabi ng katotohanan.

Agad namang tinanggap ni Senador Estrada ang hamon.

“Ok lang basta lahat kami,” saad nito.

Muli ring iginiit ni Cunanan na hindi siya tumanggap ng suhol o komisyon mula sa mga idinadawit sa pork barrel scam.

Inaasahan na rin umano niya na sisiraan siya sa publiko kaugnay ng kanyang desisyon na tumestigo sa panig ng gobyerno.

Dagdag pa ni Cunanan, bukod sa paninira sa kanyang pagkatao ay may mga natatanggap na rin umano silang pagbabanta sa seguridad ng kanyang pamilya.

Ayon kay Justice Secretary Leila De Lima, bagama’t kinukumpirma pa ito ng NBI, hindi ito dapat ipagwalang-bahala.

“Yes, there are real security concerns surrounding Dennis Cunanan and even the other state witnesses. We cannot be disclosing details because we are still verifying those reports. Hindi namin alam kung saan nanggagaling so we want to be very careful.”

Sinabi pa ng kalihim na otomatikong binibigyan nila ng seguridad maging ang pamilya ng isang state witness kapag may ganitong mga pagbabanta.

MANILA, Philippines – Nakibahagi ang UNTV Fire Brigade sa ika-48 pagdiriwang ng Fire Prevention Awareness Month. Nakiisa ang UNTV sa isinagawang “Walk for Fire Free” ng Bureau of Fire Protection (BFP) na ginanap  sa Quezon City Circle.

Simula pa noong Agosto 2011 ay katulong na ng BFP ang UNTV Fire Brigade sa pagapula ng mga sunog sa kalakhang Maynila.

Nito lamang nakaraang linggo ay sumailalim sa training ang buong grupo para sa forest firefighting upang mas lalong mapaigting ang kakayahan sa pagapula ng sunog.

“Naisipan nating mag training ng ganun dahil may pinoprotektahan tayong part dito sa Metro Manila na kung saan nandun ang malaking supply natin ng tubig pag nagkaroon ng sunog maaaring makontamina yung source ng water ng Metro Manila so in-offer satin yung training,” pahayag ni UNTV Fire Brigade Chief, Angelo John Dela Paz.

HOLLYWOOD, California — Isang karangalan ang ibinigay ng Filipino-American sa Hollywood matapos magwagi ang kaniyang komposisyon sa annual Oscar Awards.

Ang awiting “Let It Go” na tinanghal na “best original song” ay mula sa panulat at komposisyon ng Filipino American na si Robert Lopez at asawa nitong si Kristen Anderson-Lopez.

Ito ay ginamit na theme song sa animated movie na “Frozen.”

Sa acceptance speech ng magasawa, sinabi ng mga ito na inspirasyon nila sa paggawa ng naturang awit ang kanilang dalawang anak.

Agad namang ipinaabot ni Presidential Spokesperson Edwin Lacierda ang pagbati sa mag-asawa.

“We certainly congratulate Mr. Robert John Lopez, and I think his wife, for their collaboration in coming up with the song ‘Let It Go’. And (when) i was in Washington, let me tell you that the cold didn’t bother me anyway,” ani Lacierda.

Nakuha rin ng “Frozen” ang best animated featured film.

Itinanghal naman na “best picture” ang British-American historical epic drama na “12 Years A Slave” na tungkol sa isang New York state-born free Negro na kinidnap at ibinenta upang gawing alipin.

Humakot naman ng parangal sa Academy Awards ang pelikulang Gravity na pinagbibidahan nina George Clooney at Sandra Bullock.

Pitong Oscar trophy ang nakuha nito na kinabibilangan ng best visual effects, best sound editing, sound mixing, best cinematography, best original score, best in film diting at best director para kay Alfonso Cuaron.

Tinanghal naman bilang best actor si Matthew Macconaughey para sa “Dallas Buyers Club”, habang nakuha ni Cate Blanchett ang best actress award para sa “Blue Jasmine”.

Best supporting actor and actress naman sina Jared Leto para sa “Dallas Buyers Club” at Mexican-Kenyan actress na si Lupita Nyong’o.

Hindi naman mawawala sa buong gabi ang musical performances nina Bette Middler, John Travolta, Pharrel Williams, U2, Pink at Idina Menzel na inawit ang “Let It Go”.

Nagbigay pugay rin ang mga celebrity sa mga namayapang kasamahan gaya nina Paul Walker, Philip Seymour Hoffman, Cory Monteith at iba pa.

Buhay na buhay rin ang awards night dahil sa host na si Ellen Degeneres na gumawa ng record breaking selfie sa twitter kasama sina  Meryl Streep, Brad Pitt, Angelina Jolie, Bradley Cooper, Jennifer Lawrence at iba pa.

McConaughey wins best actor Oscar for ‘Dallas Buyers Club’

(Reuters) – Matthew McConaughey won the Oscar for best actor on Sunday for his role in “Dallas Buyers Club” as a homophobic, rodeo-loving Texan who contracts AIDS and becomes an unlikely savior for gay patients and drug addicts desperate for treatment.

McConaughey lost some 50 pounds (23 kg) for the role, looking gaunt as real-life crusader Ron Woodroof, a cowboy who fought the U.S. government during the early AIDS epidemic of the 1980s to provide patients with medicines he imported from foreign countries.

“First off, I want to thank God, because that’s who I look up to,” the actor said accepting the award. “He’s graced my life with opportunities that I know are not of my hand or any other human hand. He has shown me that it’s a scientific fact that gratitude reciprocates.”

The win is the first Academy Award for McConaughey, 44, once known primarily as the handsome leading man in romantic comedies such as “The Wedding Planner” and “How to Lose a Guy in 10 Days.”

“Whatever it is we look up to, whatever it is we look forward to and whoever it is we’re chasing, to that I say, ‘Amen,’ to that I say, ‘Alright, alright, alright,’ McConaughey said adding his trademark exclamation that drew laughter from the audience, “to that I say just keep living.”

In recent years, McConaughey has sought more serious roles, winning critical acclaim for movies including “The Lincoln Lawyer” and “Mud,” and the HBO TV series “True Detective.”

As Woodroof, the actor brought to life a man who evolved from detestable bigot to a lifeline for fellow AIDS patients, many of them gay or transgender. At the same time, he fought for his own life at a time when doctors were scrambling to find effective treatments for the fatal disease.

McConaughey’s passion for the role helped bring “Dallas Buyers Club” to the big screen after 20 years of setbacks, when other actors dropped out and major Hollywood studios rejected it.

The actor, himself a Texan, helped bring together financing and embarked on his extreme weight loss to force the movie into production. His role has brought him more than a dozen awards, including a Golden Globe and Screen Actors Guild Award.

The film was made for about $5 million, a tiny sum by Hollywood standards, and filmed in 25 days.

McConaughey beat rival Oscar nominees Bruce Dern for “Nebraska,” Leonardo DiCaprio for “The Wolf of Wall Street,” Chiwetel Ejiofor for “12 Years a Slave,” and Christian Bale for “American Hustle.”

DOLE announces graduation job fairs starting March

Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz yesterday said 107 job fairs around the country await jobseekers this March as she announced the Department of Labor and Employment’s (DOLE’s) job fairs for the month.

“At the onset of summer and as graduation time draws near, my advice once again to jobseekers and graduating students is to be ready to visit and participate in the DOLE’s job fairs,” said Baldoz.

The conduct of job fairs and their announcement in advance have been the DOLE’s employment facilitation strategy to bring jobs closer to jobseekers, especially in the regions.

“By visiting the DOLE’s job fairs, graduates and jobseekers will spend less money and minimal effort to find a job since the DOLE already gathers both local and overseas employers all in one venue,” Baldoz explained.

She further said the available jobs in the job fairs are mostly in the following industries: agribusiness, construction, IT/ Business Process Management, health and wellness, hotel, restaurant and tourism, wholesale and retail trade, banking and finance, mining, transport and logistics, manufacturing, real estate, power and utilities, and education, which are all identified in the new Project JobsFit: DOLE 2020.

The DOLE’s year-round job fair schedules and venues are posted for online accessibility in the government’s job and skills matching portal, http://phil-jobnet.dole.gov.ph. For March, the schedules are as follows:

QUEZON CITY, Philippines — Napili ng Rescue 116, isang rescue volunteer organization sa Baggao, Cagayan ang UNTV News and Rescue upang magbigay ng lecture para sa karagdagang kaalaman sa rescue operation kapag may kalamidad.

Mahigit tatlumpung miyembro ng Rescue 116 ang lumuwas ng Maynila para sa kanilang observation and study tour o lakbay aral.

Ayon kay Edgar Guillermo ng Baggao MDRRMO, isa ang UNTV News and Rescue sa napili ng Rescue 116 na puntahan upang makakuha ng mga ideya kung papaano pa nila mapapalakas ang kanilang grupo.

“Talagang pinili naming ang UNTV News and Rescue kasi sa mga bali-balita na maganda yung ginagawa ng news and rescue na sa lahat na kasuluk-sulukang bayan ay napupuntahan nila at nakakapagbigay ng tulong.”

Personal namang ipinakita ni UNTV News and Rescue Operations Manager Jeffrey Santos sa mga miyembro ng Rescue 116 ang ilan sa mga equipment na ginagamit ng news and rescue sa mga rescue operation.

Maging ang ilan sa mga skill ng news and rescue gaya ng firefighting ay ipinamalas din sa mga ito.

Ayon kay Guillermo, nagpapasalamat sila na nagkaroon ng pagkakataon na masubukan ang ilang technique sa rescue operations.

“Ito yung first time na nasubukan nila yung actual na paghawak ng hose kahit meron na kaming mga training pero ito talaga napakaganda at napakasaya,” saad ni Guillermo.

“We were able to show more we were able to isipin mo sa dalawang oras dapat nga nagtatlong oras pa tayo so it meant that they really have good time with us,” pahayag naman ni Jeffrey Santos.

Kaalinsabay nito ay nagpahayag din ang mga opisyal ng Rescue 116 ng mas pangmatagalang partnership sa ni UNTV News and Rescue pagdating sa rescue operation.

(Reuters) – Miami’s LeBron James, wearing a protective mask to shield his broken nose, plundered a career-high 61 points in the Heat’s 124-107 victory over the Charlotte Bobcats on Monday.

James, who sustained the injury late last month, drained 22 of his 33 shots. The four-time MVP scored 24 points at halftime and poured in another 25 in the third quarter alone, while making his first eight three-pointers.

The outburst surpassed is previous career high of 56 points set back in 2005 when he played for the Cleveland Cavaliers.

It also fell one point short of Carmelo Anthony’s NBA season-high of 62.

The Miami crowd at American Airlines Arena showered James with cheers as he strengthened his case for another MVP in a two-man race between himself and Oklahoma City’s Kevin Durant.

Smoking tied to changes in the structure of teen brain

(Reuters Health) – Young smokers who have smoked more cigarettes have clear differences in their brains compared to lighter smokers, according to a new study.

“Earlier studies of older participants showed that the smokers had structural differences in various brain regions,” said senior author Edythe D. London.

And in studies of adolescent animals, nicotine damaged and killed brain cells, added London, from the Semel Institute for Neuroscience and Human Behavior at UCLA and the David Geffen School of Medicine in Los Angeles.

“While the results do not prove causation, they suggest that there are effects of cigarette exposure on brain structure in young smokers, with a relatively short smoking history,” London said.

She and her team at UCLA mapped the brains of 42 people ages 16 to 21 using magnetic resonance imaging (MRI) and asked them about their smoking history and cravings.

Eighteen of the participants were smokers. They had typically started smoking around age 15 and smoked six to seven cigarettes per day.

There were no clear differences in the brains of smokers versus non-smokers. However, among smokers, those who reported smoking more cigarettes tended to have a thinner insula, a region of the cerebral cortex involved in decision making, according to results published in the journal Neuropsychopharmacology. The effects seemed confined to the right insula.

Previous studies have suggested the insula plays a central role in tobacco dependence, with the highest density of nicotine receptors in the brain.

The researchers also found a thinner insula in the brains of people who had more cravings and felt more dependent on cigarettes. Their study was funded by Philip Morris USA, makers of Marlboro and Virginia Slims.

Young people ages 18 to 25 have the highest smoking rates in the U.S. at 30 percent, London said.

“Because the brain is still undergoing development, smoking during this critical period may produce neurobiological changes that promote tobacco dependence later in life,” she said. Changing the structure of the insula may affect future smoking dependence and other substance abuse.

“It is possible that changes in the brain from prolonged exposure help maintain dependence,” she said.

People who start smoking early in life seem to have more trouble quitting and have more serious health consequences than those who start later, London said.

But since the study only assessed smokers at one point in time, it doesn’t prove that cigarettes changed their brains.

“It is possible that such changes pre-dated the smoking, i.e. they were not caused by smoking,” Dr. Nasir H. Naqvi told Reuters Health in an email. “The only way to know this is to take a group of adolescents who have never smoked, follow them over time, and then see who starts smoking, and then compare them to the adolescents who never started smoking.”

Naqvi, a substance abuse researcher at Columbia University in New York City, was not involved in the study.

He studies the insula and said that area drives drug addiction like a “gas pedal” and also controls decision making like a “brake pedal.”

Since the insula was thinner in heavier smokers, it could be they have reduced power over the “brake pedal” and less control over cravings, he said.

“The key question is whether these changes are reversible with smoking cessation, or whether they persist,” Naqvi said. But few studies have measured changes in the brains of people who stop taking a drug.

“What we do know is that once you are addicted to smoking, you will always have a high likelihood of relapse, even if you are abstinent for many years,” Naqvi said.

The study is interesting but quite small, especially for a study on this age group, Simone Kuhn said.

Kuhn studies brain plasticity across the lifespan at the Max Planck Institute for Human Development in Berlin and was not involved in the new research.

“Between 16 and 21 the prefrontal cortex changes considerably; this might make research such as this slightly difficult,” she told Reuters Health. “Though I clearly agree that brain structural effects of smoking in adolescence is an extremely interesting topic that could be used to spice up anti-smoking campaigns, addressing this age group with scientific facts.”

“It would be useful to do this kind of study in a larger number of people, starting before the initiation of smoking and continuing with repeated scans,” London said. “This is practical. It just requires funding.”

P30-B infrastructure funds na umano’y nawawala, hindi nagamit ng buo — Singson

MANILA, Philippines – Nilinaw ni DPWH Secretary Rogelio Singson na hindi naipalabas ng Malakanyang ng buo ang 30-bilyong pisong pondo para sa infrastructure projects na umano’y   nawawala sa ilalim ng 2010 budget na inabutan pa ng administrasyong Aquino.

Ang isyung ito ay bunsod ng House Resolution 592 na inihain ni Samar Representative Ben Evardone na pinaiimbestigahan ang umano’y nawawalang P30-billion infrastructure fund.

Sa pagdinig ng House Committee on Good Government and Public Accountability, ipinaliwanag ni Singson na sa naturang P30-billion ay P10.5 billion lamang ang nai-release ng Department of Budget and Management (DBM).

Ayon sa kalihim, ang P19.4 billion na balanse ay hindi naipalabas ng DBM dahil sa kawalan ng tinatawag na revenue source.

“Pina-trace namin at yun na nga may P10.5 na na-released thru SARO out of P30.3 billion na tinatawag nilang congressional insertion.”

Sinabi ni Singson na napuna nila na mayroong mga lalawigan na nabigyan ng sobrang laking alokasyon kabilang dito ang Nueva Vizcaya na nabigyan ng P300 million na pondo para sa mga infrastructure projects.

Kabilang din ditto ang P332 million sa Batangas para sa Batangas Port, P500 million sa Quezon, P624 million sa Romblon, habang pinakamalaki ang sa Biliran na nagkakahalaga ng P1.7 billion.

Ayon pa kay Singson, ang lahat ng proyekto na napaglaanan ng P10.6 billion ay pawang congressional insertions noong nakaraang administrasyon.

“Meron kaming nakita na halimbawa may allocation na P10 million, yung approve budget for the contract na P10 million, yung disbursement P10 million din, so obviously hindi na-bid ng maayos yun para maging ganung eksakto lahat.”

Nais ring paimbestigahan ng ilang kongresista ang10 contractor na umano’y siyang may hawak sa mga infrastructure projects.

MANILA, Philippines – Muling bubuhayin ng Metro Manila Development Authority (MMDA) ang operasyon ng Pasig River ferry bilang alternatibong transportasyon upang maibsan ang pagsisikip ng trapiko sa pagsisimula ng kontruksiyon ng mga road project ng pamahalaan.

Sa kasalukuyan ay mayroong tatlong 40-seater river bus ferry ang MMDA at madadagdagan pa ito dahil makakatulong ng ahensya ang mga pribadong sektor.

Magsisimula ang ruta ng river bus ferry sa Pinagbuhatan Pasig City at magtatapos naman hanggang sa may Plaza Mexico sa Escolta sa loob ng Intramuros.

Ayon kay MMDA Chairman Francis Tolentino, aayusin muna nila ang mga ferry terminal stations upang maihanda ito bago sumapit ang buwan ng Abril.

Kaninang umaga ay nagsagawa ng ride test ang MMDA sa bus ferry. Alas-6:30 ng umaga umalis ang ferry sa Guadalupe Ferry Terminal, at umabot lamang ng 40 minuto nang makarating sa Sta. Ana Manila na kadalasang inaabot ng mahigit isang oras sa land travel.

Mahigit isang oras na byahe naman ng makarating ang ferry boat sa pinakahuli nitong istasyon sa Plaza Mexico sa Escolta.

Paguusapan pa ng MMDA at DOTC kung magkano ang itatalagang pasahe kada sakay sa ferry mula sa dating P25.000.

Ang pagbuhay sa Pasig River Ferry Service ay ipinanukala ng MMDA upang ma-decongest ang mga lansangan sa Metro Manila na maaaring maapektuhan ng labing-limang road construction projects na sabay sabay isasagawa sa loob ng dalawang taon.

For the third straight year, local government units (LGUs) topped the list of government agencies with the most number of Ombudsman cases filed against one of their officers or employees.

In a report submitted by the Ombudsman’s Finance and Management Information Office (FMIO), a total of 2,014 cases were filed against local government officials.   The office noted, however, that there has been a considerable drop in the number of cases filed beginning 2011.  In 2011, a total of 3,852 cases were filed against LGU officials and this figure once again dropped in 2012 with a total of 2,669 cases.

Law enforcement agencies such as the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) placed second and third, respectively, in the list. For 2013, the office received a total of 1,312 cases filed against members of the PNP while 246 cases were filed against members of the AFP.

The Ombudsman also noted the drop in the number of cases filed against PNP and AFP personnel from 2012 figures showing 1415 and 332 cases, respectively.

Secretary Abad: New hires to fast-track closure of teacher-supply gap by 2015

In view of the Aquino administration’s goal to ramp up education reform in the country, the Department of Budget and Management (DBM) released P9.52 billion in January to the Department of Education (DepEd) for the creation of 31,335 elementary and secondary teaching positions for School Year (SY) 2014-2015.

Charged against the Miscellaneous Personnel Benefits Fund (MPBF) in the 2014 General Appropriations Act (GAA), the fund release will cover the fund requirements for Teacher I positions nationwide. The release gives DepEd the go signal for jump-starting the hiring process immediately, with all positions ideally filled out by April 1, 2014, in time for the beginning of classes.

The P9.52-billion release will support a specific number of Teacher 1 positions per region, as outlined below:

Of the 31,335 positions, 13,738 new teachers will be hired at the elementary level (Grades 1 to 6), while 17,597 personnel are designated at the secondary level (Grades 7 and 8, YR III and IV). Region IV-A will hire the most number of teachers with 4,809 positions, followed by Region III with 3,754 and Region VII with 3,425 future hires.

“Hiring more teachers is essential to the Administration’s goal of improving the teacher-to-student ratio in our education system. For a long time, Philippine public schools were crippled by a shortage of teachers who can amply guide our schoolchildren in their academic pursuits,” Secretary Florencio “Butch” Abad said.

“The P9.52-billion release will give DepEd enough funding legroom to close the 33,194-teacher gap in public schools by 2015. It’s not just a matter of enhancing our public education system, but also of giving our students the chance to learn from qualified instructors who can equip them with skills that will be useful beyond the classroom,” he added.

DepEd has set standards to determine teacher requirements for different levels of education, such as setting the Teacher-Pupil Ratio of one teacher for an ideal number of students per class:

  • Kindergarten: 1 teacher to 25-35 students)
  • Elementary Multigrade (different levels in one classroom): 1 teacher for less than 30 students (Grades I-II, III-IV, V-VI)
  • Elementary Monograde (one level per classroom): 1 teacher for 40-50 students for Grades I-II; 1 teacher for 45-55 students for Grades III-IV; 1 teacher for 45-55 students for Grades V-VIII; and 1 teacher for 45-55 students for Secondary Level Years III-IV

“Education continues to be the government’s best bet in empowering the poor and opening up opportunities for their future employment. Along with the implementation of the extended Pantawid Pamilyang Pilipino Program (4Ps) this year, the Administration’s work of addressing our public education gaps remains key in our bid for swift, sustainable, and inclusive growth, where Filipinos can truly benefit from the country’s economic gains,” the Secretary of Budget added.
