MANILA, Philippines — Naniniwala si Cavite 4th District Representative Elpidio Barzaga Jr. na hindi susulong ang impeachment complaint laban kay Pangulong Benigno Aquino III hinggil sa isyu ng Disbursement Acceleration Program o DAP.
Ayon kay Barzaga, hanggat mayroong suportang ibinibigay ang kongreso sa pangulo, hindi uusad ang impeachment complaint.
Dagdag pa ng kongresista, mabibigo rin ito na makakuha ng one third na boto mula sa 289 na mga kongresista. Kung pag-aaralang mabuti ang konstitusyon, walang nilabag na batas ang pangulo.
Noong Lunes ay naghain ng impeachment complaint laban sa pangulo si dating TESDA Director General at Iloilo Representative Augusto “Buboy” Syjuco.
Sa inihaing reklamo ni Syjuco, nakasaad dito ang ang mga ground para sa impeachment ng pangulo kabilang na ang bribery, culpable violation of the constitution at betryal of public trust.
Ngunit ayon kay Barzaga, hindi maituturing na culpable violation of the constitution, kung ito ay nagawa ng pangulo nang hindi sinasadya o under good faith.
“If the violation of the constitution made by the president was unintentional, was involuntary, was made under good faith, or was made under circumstances — the law is a little bit complicated. Those violations will not be grounds for impeachment.”
Nauna nang sinabi ni Kabataan representative Terry Ridon na dapat mapanagot si Pangulong Aquino at DBM Secretary Butch Abad Sa iligal na paggamit ng DAP na papasok aniya sa culpable violation of the constitution at betrayal of public trust. (Joan Nano, UNTV News)
