Proposed Bangsamoro Basic Law, target maipasa bago matapos ang taon

MANILA, Philippines – Binigyan ng pahintulot ng mababang kapulungan ng Kongreso ang Ad Hoc Committee na magsagawa ng pagdinig sa panukalang Bangsamoro Basic Law sa kabila na makakasabay ito sa deliberasyon ng 2015 proposed national budget sa susunod na linggo.

At kahit nasa session break ang kamara ay magdaraos pa rin ito ng mga pagdinig upang mapabilis ang pagtalakay sa nilalaman ng proposed Bangsamoro Basic Law.

Sa Martes ang unang pagdinig ng Ad Hoc Committee kung saan dadalo ang Transition Committee, Government of the Republic of the Philippines (GRP) panel, Moro Islamic Liberation Front (MILF) at Overseas Placement Association of the Philippines (OPAP).

December 17 ang target ng kumite na ipasa sa kamara ang panukalang Bangsamoro Basic Law.

“Even during the break, in 1st week of October and 2nd week of October we will have a hearing to be able to fast track this, out hearing will be 9:30 in the morning until 4 in the afternoon,” saad ni Ad Hoc Committee Chairman Rep. Rufus Rodriguez.

Ayon pa kay Rodriguez, ilan sa mga probisyon na kanilang tutukan sa BBL na posibleng magkaroon ng conflict sa konstitusyon ay ang mga ss:

– Bangsamoro form of government

– Bangsamoro police composition

– Bangsamoro authority over airspace at territorial sea

– Natural resources control

– Tax income sharing

Magtutungo naman ang Ad Hoc Committee sa Maguindanao, Cotabato, Basilan, Isabela City, Marawi, Lanao Del Norte, Lanao Del Sur, North Cotabato, Davao, Cagayan De Oro, General Santos, Sulu at Zamboanga City.

“Itong 49 barangay at 6 municipalities of Lanao Del Norte all of this will undergo with plebiscite whether they want to joint of not it’s a freedom of choice,” anang mambabatas.

Isa naman sa kontrobersyal na aksyong gagawin ng komite at local government committee ng kamara at senado ay ang paghiling sa Department of Justice (DOJ) na suspendihin muna ang warrant of arrest laban kay Moro National Liberation Front (MNLF) founder Nur Misuari at Bangsamoro Islamic Freedom Fighters (BIFF) founder Umbra Kato.

Nais ng komite na makuha ang panig ng oposisyon at kung mayroon silang suhestiyon tungkol sa panukalang Bangsamoro Basic Law.
