QUEZON CITY, Philippines — Every time typhoon hits the country affected residents use classrooms and school grounds as temporary evacuation centers; consequently affecting students in the process.
Following typhoon Lando’s recent devastation of Luzon, congress is urged to fast track the passage of the bill that will create institutionalized evacuation centers in every city and municipality in the country.
The House Bill No. 5867 states that evacuation centers should be located at a safe distance from danger areas or hazards.
The evacuation center should able to provide the following:
• Sleeping area
• Mess house
• Shower and toilet facilities
• Kitchen area
• Laundry area
• Clinic
• Recreation area
• Water and power supply
• And pet and livestock holding area
Valenzuela representative, Sherwin Gatchalian says, basic standards should be followed in the construction of shelters that can withstand at least “350kph winds and 7.2 earthquakes.”
According to the author of the bill, often times students could not resume their classes because classrooms are being used as evacuation centers by affected families.
If this bill passes evacuees, will be able to stay in one place like they do in Japan and Korea in times of calamities.
As of now the bill is still pending at the committee level of the lower house. (UNTV News)
