United Nations Representative of the Secretary General for Disaster Reduction Margareta Wahlstrom

MANILA, Philippines — Nababahala ang United Nations sa posibilidad na maabutan ng susunod na malakas na bagyo ang mga pamilyang naapektuhan ng Typhoon Yolanda noong 2013 na hanggang ngayon ay nakatira pa rin sa mga temporary shelter.

Sinabi ni U.N. Representative of the Secretary General for Disaster Reduction Margareta Wahlstrom na nababagalan sila sa reconstruction effort ng Pilipinas sa Yolanda-affected areas.

“I think reconstruction is never fast enough for the people that have been affected, and do not have place to live in. So, maybe it’s slow but it’s happening,” pahayag ni U.N. Special Representative of the Secretary General for Disaster Risk Reduction Margareta Wahlstrom.

Sa kabila nito, ayon sa United Nations, nagsilbi namang halimbawa ang Pilipinas sa ibang bansa pagdating sa ginagawang paghahanda sa mga kalamidad.

Hinikayat rin nito ang mga local government unit na makiisa sa pamahalaan ng Pilipinas sa pagsusulong ng disaster preparedness upang malabanan ang climate change.

Dagdag pa ni Wahlstrom, “What we would like to seek is that this, of course, becomes a very strong national policy, that municipalities should follow the model of the once who already engaged.”

Naniniwala naman ang National Climate Change Commission (NCCC) na malaking tulong ang nilagdaang Paris Agreement noong December 2015 upang lalong makapaghanda sa hinaharap ang Pilipinas sa posibleng pananalasa pa ng isang katulad na lakas ng bagyong Yolanda.

Ani NCCC Vice Chairman Sec. Emmanuel de Guzman, “We can use the Paris Agreement as an instrument to mitigate the effects of another Yolanda and prevent more of it from happening and to capacitate ourselves in preparing and responding better to similar extreme and also slow onset weather events.”

Target naman ng National Economic Development Authority o NEDA na makumpleto ang Yolanda Recovery at rehabilitation efforts ngayong 2016.

Sa kasalukuyan nasa 13,000 housing units pa lamang ang nakukumpleto ng pamahalaan at nasa 80,000 units ang kasalukuyan pang itinatayo.

Pangunahing problema at hamon pa rin ng pamahalaan sa resettlement ng mga pamilyang naapektuhan ng bagyong Yolanda ay ang land acquisition at procurement policies na nagpapabagal sa recovery efforts. (NEL MARIBOJOC / UNTV News)
