Free tuition ordinance at the University of Marikina; P2,000 birthday subsidy of senior citizens; 50% decrease of business tax and real property tax.
These are three of the five ordinances in Marikina City that are not yet implemented.
Marikina City Mayor Marcelino “Marci” Teodoro says he is having problems on how to implement the 5 ordinances passed by former mayor Del de Guzman a week before he stepped down from office.
“Before they stepped down from office, they had midnight ordinances. There were 5 ordinances that they simultaneously approved, submitted, approved and signed by the former mayor all on the same day,” Teodoro said on his interview on Get It Straight with Daniel Razon.
According to Teodoro, there was no approved budget for the free tuition ordinance for University of Marikina.
The Mayor also thinks that the 2,000-peso birthday subsidy for senior citizens that the council has passed is too much.
“We can only give P1,000. It doesn’t cost a lot. What’s important is we recognize our senior citizens. However, the council made it P2,000. It’s the same problem. It’s been effective since July 1 but I asked, ‘Where is the money?’ They didn’t acquire a certificate of availability of funds from the treasurer for [budget] approval. Probably because they were in a hurry. They didn’t study it,” Teodoro explained further.
The Mayor also stated another ordinance which grants 50% reduction on business tax and real property tax.
“[About] the real property tax, when I was campaigning I said it is proper to take 50% off the residential [properties] but commercial and industrial companies should be charged fully because they are earning.”
Teodoro is yet to communicate with the Marikina City Council to fund and implement the ordinances.
For his part, former Marikina mayor Del de Guzman’s has this to say on the issue.
“After his proclamation [that was Tuesday,] on Thursday, he sent a letter to the city council. They weren’t passed simultaneously. One by one. They went through the process. Not just one day.”
“I remember only three ordinances [Teodoro requested]. The other two were probably from the city council. They were the city council’s initiative. Marikina has P1.5 billion savings. You can ask from the three banks he goes to: DBP, Landbank, and Veterans Bank,” de Guzman added.
